<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id83b32c11-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9702"><num value="9702">§ 9702.</num><heading> Establishment of Financial Literacy and Education Commission</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83b32c12-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9702/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I11" class="indent0">There is established a commission to be known as the “Financial Literacy and Education Commission”.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83b32c13-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9702/b"><num value="b" class="bold">(b)</num><heading class="bold"> Purpose</heading><content><p style="-uslm-lc:I11" class="indent0">The Commission shall serve to improve the financial literacy and education of persons in the United States through development of a national strategy to promote financial literacy and education.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83b32c14-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9702/c"><num value="c" class="bold">(c)</num><heading class="bold"> Membership</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id83b32c15-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9702/c/1"><num value="1" class="bold">(1)</num><heading class="bold"> Composition</heading><chapeau style="-uslm-lc:I12" class="indent1">The Commission shall be composed of—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id83b32c16-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9702/c/1/A"><num value="A">(A)</num><content> the Secretary of the Treasury;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id83b32c17-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9702/c/1/B"><num value="B">(B)</num><content> the respective head of each of the Federal banking agencies (as defined in <ref href="/us/usc/t12/s1813">section 1813 of title 12</ref>), the National Credit Union Administration, the Securities and Exchange Commission, each of the Departments of Education, Agriculture, Defense, Health and Human Services, Housing and Urban Development, Labor, and Veterans Affairs, the Federal Trade Commission, the General Services Administration, the Small Business Administration, the Social Security Administration, the Commodity Futures Trading Commission, and the Office of Personnel Management;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id83b32c18-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9702/c/1/C"><num value="C">(C)</num><content> the Director of the Bureau of Consumer Financial Protection; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id83b32c19-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9702/c/1/D"><num value="D">(D)</num><content> at the discretion of the President, not more than 5 individuals appointed by the President from among the administrative heads of any other Federal agencies, departments, or other Federal Government entities, whom the President determines to be engaged in a serious effort to improve financial literacy and education.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id83b32c1a-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9702/c/2"><num value="2" class="bold">(2)</num><heading class="bold"> Alternates</heading><content><p style="-uslm-lc:I12" class="indent1">Each member of the Commission may designate an alternate if the member is unable to attend a meeting of the Commission. Such alternate shall be an individual who exercises significant decisionmaking authority.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83b32c1b-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9702/d"><num value="d" class="bold">(d)</num><heading class="bold"> Chairperson</heading><content><p style="-uslm-lc:I11" class="indent0">The Secretary of the Treasury shall serve as the Chairperson. The Director of the Bureau of Consumer Financial Protection shall serve as the Vice Chairman.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83b32c1c-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9702/e"><num value="e" class="bold">(e)</num><heading class="bold"> Meetings</heading><content><p style="-uslm-lc:I11" class="indent0">The Commission shall hold, at the call of the Chairperson, at least 1 meeting every 4 months. All such meetings shall be open to the public. The Commission may hold, at the call of the Chairperson, such other meetings as the Chairperson sees fit to carry out this chapter.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83b32c1d-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9702/f"><num value="f" class="bold">(f)</num><heading class="bold"> Quorum</heading><content><p style="-uslm-lc:I11" class="indent0">A majority of the members of the Commission shall constitute a quorum, but a lesser number of members may hold hearings.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id83b32c1e-3b28-11eb-8459-b1d1037aec5b" identifier="/us/usc/t20/s9702/g"><num value="g" class="bold">(g)</num><heading class="bold"> Initial meeting</heading><content><p style="-uslm-lc:I11" class="indent0">The Commission shall hold its first meeting not later than 60 days after <date date="2003-12-04">December 4, 2003</date>.</p>
