<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idd1fe616e-09f4-11e9-8d96-9378be633404" identifier="/us/usc/t21/s1522"><num value="1522">§ 1522.</num><heading> Purposes</heading>
<chapeau style="-uslm-lc:I11" class="indent0">The purposes of this subchapter are—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idd1fe616f-09f4-11e9-8d96-9378be633404" identifier="/us/usc/t21/s1522/1"><num value="1">(1)</num><content> to reduce substance use and misuse among youth in communities throughout the United States, and over time, to reduce substance use and misuse among adults;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd1fe6170-09f4-11e9-8d96-9378be633404" identifier="/us/usc/t21/s1522/2"><num value="2">(2)</num><content> to strengthen collaboration among communities, the Federal Government, and State, local, and tribal governments;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd1fe6171-09f4-11e9-8d96-9378be633404" identifier="/us/usc/t21/s1522/3"><num value="3">(3)</num><content> to enhance intergovernmental cooperation and coordination on the issue of substance use and misuse among youth;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd1fe6172-09f4-11e9-8d96-9378be633404" identifier="/us/usc/t21/s1522/4"><num value="4">(4)</num><content> to serve as a catalyst for increased citizen participation and greater collaboration among all sectors and organizations of a community that first demonstrates a long-term commitment to reducing substance use and misuse among youth;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd1fe6173-09f4-11e9-8d96-9378be633404" identifier="/us/usc/t21/s1522/5"><num value="5">(5)</num><content> to rechannel resources from the fiscal year 1998 Federal drug control budget to provide technical assistance, guidance, and financial support to communities that demonstrate a long-term commitment in reducing substance use and misuse among youth;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd1fe6174-09f4-11e9-8d96-9378be633404" identifier="/us/usc/t21/s1522/6"><num value="6">(6)</num><content> to disseminate to communities timely information regarding the state-of-the-art practices and initiatives that have proven to be effective in reducing substance use and misuse among youth;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd1fe6175-09f4-11e9-8d96-9378be633404" identifier="/us/usc/t21/s1522/7"><num value="7">(7)</num><content> to enhance, not supplant, local community initiatives for reducing substance use and misuse among youth; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idd1fe6176-09f4-11e9-8d96-9378be633404" identifier="/us/usc/t21/s1522/8"><num value="8">(8)</num><content> to encourage the creation of and support for community anti-drug coalitions throughout the United States.</content>
