L. 105–20, § 2(a)(2), June 27, 1997, 111 Stat. 226.)","seq_in_title":557,"parent_identifier":"/us/usc/t21/ch20/schII/ptA","ancestors":[{"identifier":"/us/usc/t21","level":"title","num":"Title 21—","heading":"FOOD AND DRUGS","status":null,"is_section":false},{"identifier":"/us/usc/t21/ch20","level":"chapter","num":"CHAPTER 20—","heading":"NATIONAL DRUG CONTROL PROGRAM","status":null,"is_section":false},{"identifier":"/us/usc/t21/ch20/schII","level":"subchapter","num":"SUBCHAPTER II—","heading":"DRUG-FREE COMMUNITIES","status":null,"is_section":false},{"identifier":"/us/usc/t21/ch20/schII/ptA","level":"part","num":"Part A—","heading":"Drug-Free Communities Support Program","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id700d3552-6123-11e3-9d46-8388bf8dcc60\" identifier=\"/us/usc/t21/s1531\"><num value=\"1531\">§ 1531.</num><heading> Establishment of drug-free communities support program</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id700d3553-6123-11e3-9d46-8388bf8dcc60\" identifier=\"/us/usc/t21/s1531/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Establishment</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Director shall establish a program to support communities in the development and implementation of comprehensive, long-term plans and programs to prevent and treat substance abuse among youth.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id700d3554-6123-11e3-9d46-8388bf8dcc60\" identifier=\"/us/usc/t21/s1531/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Program</heading><chapeau>In carrying out the Program, the Director shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id700d3555-6123-11e3-9d46-8388bf8dcc60\" identifier=\"/us/usc/t21/s1531/b/1\"><num value=\"1\">(1)</num><content> make and track grants to grant recipients;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id700d3556-6123-11e3-9d46-8388bf8dcc60\" identifier=\"/us/usc/t21/s1531/b/2\"><num value=\"2\">(2)</num><content> provide for technical assistance and training, data collection, and dissemination of information on state-of-the-art practices that the Director determines to be effective in reducing substance abuse; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id700d3557-6123-11e3-9d46-8388bf8dcc60\" identifier=\"/us/usc/t21/s1531/b/3\"><num value=\"3\">(3)</num><content> provide for the general administration of the Program.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id700d3558-6123-11e3-9d46-8388bf8dcc60\" identifier=\"/us/usc/t21/s1531/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Administration</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Not later than 30 days after receiving recommendations from the Advisory Commission under <ref href=\"/us/usc/t21/s1542/a/1\">section 1542(a)(1) of this title</ref>, the Director shall appoint an Administrator to carry out the Program.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id700d3559-6123-11e3-9d46-8388bf8dcc60\" identifier=\"/us/usc/t21/s1531/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Contracting</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Director may employ any necessary staff and may enter into contracts or agreements with national drug control agencies, including interagency agreements to delegate authority for the execution of grants and for such other activities necessary to carry out this subchapter.</p>\n</content>\n</subsection>\n<sourceCredit id=\"id700d355a-6123-11e3-9d46-8388bf8dcc60\">(<ref href=\"/us/pl/100/690/s1031\">Pub.
