<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idf4f3a31d-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a"><num value="1708a">§ 1708a.</num><heading> Annual report requirement</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idf4f3a31e-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/a"><num value="a" class="bold">(a)</num><heading class="bold"> In general</heading><chapeau>On or before <date date="2013-02-01">February 1, 2013</date>, and every 3 years thereafter,,<ref class="footnoteRef" idref="fn002138">1</ref><note type="footnote" id="fn002138"><num>1</num> So in original.</note> the Director shall submit a report to Congress that describes—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idf4f3a31f-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/a/1"><num value="1">(1)</num><content> the strategy of the national media campaign and whether specific objectives of the campaign were accomplished;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf4f3a320-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/a/2"><num value="2">(2)</num><content> steps taken to ensure that the national media campaign operates in an effective and efficient manner consistent with the overall strategy and focus of the campaign;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf4f3a321-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/a/3"><num value="3">(3)</num><content> plans to purchase advertising time and space;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf4f3a322-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/a/4"><num value="4">(4)</num><content> policies and practices implemented to ensure that Federal funds are used responsibly to purchase advertising time and space and eliminate the potential for waste, fraud, and abuse;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf4f3a323-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/a/5"><num value="5">(5)</num><content> all contracts entered into with a corporation, partnership, or individual working on behalf of the national media campaign;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf4f3a324-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/a/6"><num value="6">(6)</num><content> specific policies and steps implemented to ensure compliance with title IV of this Act;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf4f3a325-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/a/7"><num value="7">(7)</num><content> steps taken to ensure that the national media campaign will secure, to the maximum extent possible, no cost matches of advertising time and space or in-kind contributions that are directly related to the campaign in accordance with title IV of this Act; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf4f3a326-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/a/8"><num value="8">(8)</num><content> a review and evaluation of the effectiveness of the national media campaign strategy for the past year.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idf4f3a327-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/b"><num value="b" class="bold">(b)</num><heading class="bold"> Audit</heading><chapeau>The Government Accountability Office shall, not later than <date date="2013-12-31">December 31, 2013</date>, and every 3 years thereafter—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idf4f3a328-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/b/1"><num value="1">(1)</num><chapeau> conduct and supervise an audit and investigation relating to the programs and operations of the—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idf4f3a329-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/b/1/A"><num value="A">(A)</num><content> Office; or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idf4f3a32a-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/b/1/B"><num value="B">(B)</num><chapeau> certain programs within the Office, including—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="idf4f3a32b-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/b/1/B/i"><num value="i">(i)</num><content> the High Intensity Drug Trafficking Areas Program;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="idf4f3a32c-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/b/1/B/ii"><num value="ii">(ii)</num><content> the Counterdrug Technology Assessment Center; or</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="idf4f3a32d-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/b/1/B/iii"><num value="iii">(iii)</num><content> the National Youth Anti-drug Media Campaign; and</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf4f3a32e-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/b/2"><num value="2">(2)</num><chapeau> provide the Director and the appropriate congressional committees with a report containing an evaluation of and recommendations on the—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idf4f3a32f-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/b/2/A"><num value="A">(A)</num><content> policies and activities of the programs and operations subject to the audit and investigation;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idf4f3a330-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/b/2/B"><num value="B">(B)</num><content> economy, efficiency, and effectiveness in the administration of the reviewed programs and operations; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idf4f3a331-2152-11e4-aa11-e608df37dfb9" identifier="/us/usc/t21/s1708a/b/2/C"><num value="C">(C)</num><content> policy or management changes needed to prevent and detect fraud and abuse in such programs and operations.</content>
