<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idaece0961-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710"><num value="1710">§ 1710.</num><heading> Drug Interdiction Coordinator and Committee</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idaece0962-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a"><num value="a" class="bold">(a)</num><heading class="bold"> United States Interdiction Coordinator</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idaece0963-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The United States Interdiction Coordinator shall perform the duties of that position described in paragraph (2) and such other duties as may be determined by the Director with respect to coordination of efforts to interdict illicit drugs from entering the United States.</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idaece0964-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/2"><num value="2" class="bold">(2)</num><heading class="bold"> Responsibilities</heading><chapeau>The United States Interdiction Coordinator shall be responsible to the Director for—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idaece0965-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/2/A"><num value="A">(A)</num><content> coordinating the interdiction activities of the National Drug Control Program agencies to ensure consistency with the National Drug Control Strategy;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idaece0966-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/2/B"><num value="B">(B)</num><content> on behalf of the Director, developing and issuing, on or before March 1 of each year and in accordance with paragraph (3), a National Interdiction Command and Control Plan to ensure the coordination and consistency described in subparagraph (A);</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idaece0967-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/2/C"><num value="C">(C)</num><content> assessing the sufficiency of assets committed to illicit drug interdiction by the relevant National Drug Control Program agencies; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idaece0968-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/2/D"><num value="D">(D)</num><content> advising the Director on the efforts of each National Drug Control Program agency to implement the National Interdiction Command and Control Plan.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idaece0969-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/3"><num value="3" class="bold">(3)</num><heading class="bold"> Staff</heading><content><p style="-uslm-lc:I12" class="indent1">The Director shall assign such permanent staff of the Office as he considers appropriate to assist the United States Interdiction Coordinator to carry out the responsibilities described in paragraph (2), and may also, at his discretion, request that appropriate National Drug Control Program agencies detail or assign staff to the Office of Supply Reduction for that purpose.</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idaece096a-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/4"><num value="4" class="bold">(4)</num><heading class="bold"> National Interdiction Command and Control Plan</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="idaece096b-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/4/A"><num value="A" class="bold">(A)</num><heading class="bold"> Purposes</heading><chapeau>The National Interdiction Command and Control Plan shall—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="idaece096c-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/4/A/i"><num value="i">(i)</num><content> set forth the Government’s strategy for drug interdiction;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="idaece096d-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/4/A/ii"><num value="ii">(ii)</num><content> state the specific roles and responsibilities of the relevant National Drug Control Program agencies for implementing that strategy; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="idaece096e-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/4/A/iii"><num value="iii">(iii)</num><content> identify the specific resources required to enable the relevant National Drug Control Program agencies to implement that strategy.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="idaece096f-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/4/B"><num value="B" class="bold">(B)</num><heading class="bold"> Consultation with other agencies</heading><content><p style="-uslm-lc:I13" class="indent2">The United States Interdiction Coordinator shall issue the National Interdiction Command and Control Plan in consultation with the other members of the Interdiction Committee described in subsection (b).</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="idaece0970-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/4/C"><num value="C" class="bold">(C)</num><heading class="bold"> Limitation</heading><content><p style="-uslm-lc:I13" class="indent2">The National Interdiction Command and Control Plan shall not change existing agency authorities or the laws governing interagency relationships, but may include recommendations about changes to such authorities or laws.</p>

</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="idaece0971-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/4/D"><num value="D" class="bold">(D)</num><heading class="bold"> Report to Congress</heading><chapeau>On or before March 1 of each year, the United States Interdiction Coordinator shall provide a report on behalf of the Director to the appropriate congressional committees, to the Committee on Armed Services and the Committee on Homeland Security of the House of Representatives, and to the Committee on Homeland Security and Governmental Affairs and the Committee on Armed Services of the Senate, which shall include—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="idaece0972-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/4/D/i"><num value="i">(i)</num><content> a copy of that year’s National Interdiction Command and Control Plan;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="idaece0973-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/4/D/ii"><num value="ii">(ii)</num><content> information for the previous 10 years regarding the number and type of seizures of drugs by each National Drug Control Program agency conducting drug interdiction activities, as well as statistical information on the geographic areas of such seizures; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="idaece0974-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/4/D/iii"><num value="iii">(iii)</num><content> information for the previous 10 years regarding the number of air and maritime patrol hours undertaken by each National Drug Control Program agency conducting drug interdiction activities, as well as statistical information on the geographic areas in which such patrol hours took place.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="idaece0975-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/a/4/E"><num value="E" class="bold">(E)</num><heading class="bold"> Treatment of classified or law enforcement sensitive information</heading><content><p style="-uslm-lc:I13" class="indent2">Any content of the report described in subparagraph (D) that involves information classified under criteria established by an Executive order, or the public disclosure of which, as determined by the Director, the Director of National Intelligence, or the head of any Federal Government agency the activities of which are described in the plan, would be detrimental to the law enforcement or national security activities of any Federal, State, or local agency, shall be presented to Congress separately from the rest of the report.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="idaece0976-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/b"><num value="b" class="bold">(b)</num><heading class="bold"> Interdiction Committee</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idaece0977-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><chapeau>The Interdiction Committee shall meet to—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idaece0978-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/b/1/A"><num value="A">(A)</num><content> discuss and resolve issues related to the coordination, oversight and integration of international, border, and domestic drug interdiction efforts in support of the National Drug Control Strategy;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idaece0979-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/b/1/B"><num value="B">(B)</num><content> review the annual National Interdiction Command and Control Plan, and provide advice to the Director and the United States Interdiction Coordinator concerning that plan; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idaece097a-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/b/1/C"><num value="C">(C)</num><content> provide such other advice to the Director concerning drug interdiction strategy and policies as the committee determines is appropriate.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idaece097b-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/b/2"><num value="2" class="bold">(2)</num><heading class="bold"> Chairman</heading><content><p style="-uslm-lc:I12" class="indent1">The Director shall designate one of the members of the Interdiction Committee to serve as chairman.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idaece097c-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/b/3"><num value="3" class="bold">(3)</num><heading class="bold"> Meetings</heading><content><p style="-uslm-lc:I12" class="indent1">The members of the Interdiction Committee shall meet, in person and not through any delegate or representative, at least once per calendar year, prior to March 1. At the call of either the Director or the current chairman, the Interdiction Committee may hold additional meetings, which shall be attended by the members either in person, or through such delegates or representatives as they may choose.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="idaece097d-ec38-11e5-9fc5-818d616f3d7f" identifier="/us/usc/t21/s1710/b/4"><num value="4" class="bold">(4)</num><heading class="bold"> Report</heading><content><p style="-uslm-lc:I12" class="indent1">Not later than September 30 of each year, the chairman of the Interdiction Committee shall submit a report to the Director and to the appropriate congressional committees describing the results of the meetings and any significant findings of the Committee during the previous 12 months. Any content of such a report that involves information classified under criteria established by an Executive order, or whose public disclosure, as determined by the Director, the chairman, or any member, would be detrimental to the law enforcement or national security activities of any Federal, State, local, or tribal agency, shall be presented to Congress separately from the rest of the report.</p>
