L. 109–469</ref>, enacted <date date="2006-12-29">Dec. 29, 2006</date>, which substituted “<date date="2010-09-30">September 30, 2010</date>” for “<date date="2003-09-30">September 30, 2003</date>” as the effective date of the repeal.
