L. 106–120, title VIII, § 802, Dec. 3, 1999, 113 Stat. 1626.)","seq_in_title":668,"parent_identifier":"/us/usc/t21/ch24","ancestors":[{"identifier":"/us/usc/t21","level":"title","num":"Title 21—","heading":"FOOD AND DRUGS","status":null,"is_section":false},{"identifier":"/us/usc/t21/ch24","level":"chapter","num":"CHAPTER 24—","heading":"INTERNATIONAL NARCOTICS TRAFFICKING","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id1b3b1b3e-496b-11ed-a249-ef13b15378ec\" identifier=\"/us/usc/t21/s1901\"><num value=\"1901\">§ 1901.</num><heading> Findings and policy</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id1b3b1b3f-496b-11ed-a249-ef13b15378ec\" identifier=\"/us/usc/t21/s1901/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Findings</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">Congress makes the following findings:</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id1b3b1b40-496b-11ed-a249-ef13b15378ec\" identifier=\"/us/usc/t21/s1901/a/1\"><num value=\"1\">(1)</num><content> Presidential Decision Directive 42, issued on <date date=\"1995-10-21\">October 21, 1995</date>, ordered agencies of the executive branch of the United States Government to, inter alia, increase the priority and resources devoted to the direct and immediate threat international crime presents to national security, work more closely with other governments to develop a global response to this threat, and use aggressively and creatively all legal means available to combat international crime.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id1b3b1b41-496b-11ed-a249-ef13b15378ec\" identifier=\"/us/usc/t21/s1901/a/2\"><num value=\"2\">(2)</num><content> Executive Order No. 12978 of <date date=\"1995-10-21\">October 21, 1995</date>, provides for the use of the authorities in the International Emergency Economic Powers Act (IEEPA) (<ref href=\"/us/usc/t50/s1701\">50 U.S.C. 1701</ref> et seq.) to target and apply sanctions to four international narcotics traffickers and their organizations that operate from Colombia.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id1b3b1b42-496b-11ed-a249-ef13b15378ec\" identifier=\"/us/usc/t21/s1901/a/3\"><num value=\"3\">(3)</num><content> IEEPA was successfully applied to international narcotics traffickers in Colombia and based on that successful case study, Congress believes similar authorities should be applied worldwide.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id1b3b1b43-496b-11ed-a249-ef13b15378ec\" identifier=\"/us/usc/t21/s1901/a/4\"><num value=\"4\">(4)</num><content> There is a national emergency resulting from the activities of international narcotics traffickers and their organizations that threatens the national security, foreign policy, and economy of the United States.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id1b3b1b44-496b-11ed-a249-ef13b15378ec\" identifier=\"/us/usc/t21/s1901/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Policy</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">It shall be the policy of the United States to apply economic and other financial sanctions to significant foreign narcotics traffickers and their organizations worldwide to protect the national security, foreign policy, and economy of the United States from the threat described in subsection (a)(4).</p>\n</content>\n</subsection>\n<sourceCredit id=\"id1b3b1b45-496b-11ed-a249-ef13b15378ec\">(<ref href=\"/us/pl/106/120/tVIII/s802\">Pub.
