<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" id="id1e4555f9-f63b-11e2-8470-abc29ba29c4d" identifier="/us/usc/t21/s2012"><num value="2012">§ 2012.</num><heading> Establishment of clearinghouse and advisory council</heading><subsection class="indent0" id="id1e4555fa-f63b-11e2-8470-abc29ba29c4d" identifier="/us/usc/t21/s2012/a"><num value="a">(a)</num><heading> Clearinghouse</heading><content><p style="-uslm-lc:I11" class="indent0">There is established, under the supervision of the Attorney General of the United States, an information clearinghouse to be known as the National Methamphetamine Information Clearinghouse.</p>

<subsection class="indent0" id="id1e4555fb-f63b-11e2-8470-abc29ba29c4d" identifier="/us/usc/t21/s2012/b"><num value="b">(b)</num><heading> Advisory council</heading><paragraph class="indent1" id="id1e4555fc-f63b-11e2-8470-abc29ba29c4d" identifier="/us/usc/t21/s2012/b/1"><num value="1">(1)</num><heading> In general</heading><content><p style="-uslm-lc:I12" class="indent1">There is established an advisory council to be known as the National Methamphetamine Advisory Council.</p>

<paragraph class="indent1" id="id1e457d0d-f63b-11e2-8470-abc29ba29c4d" identifier="/us/usc/t21/s2012/b/2"><num value="2">(2)</num><heading> Membership</heading>
<chapeau style="-uslm-lc:I12" class="blockIndent1">The Council shall consist of 10 members appointed by the Attorney General—</chapeau><subparagraph class="indent2" id="id1e457d0e-f63b-11e2-8470-abc29ba29c4d" identifier="/us/usc/t21/s2012/b/2/A"><num value="A">(A)</num><content> not fewer than 3 of whom shall be representatives of law enforcement agencies;</content>
</subparagraph>
<subparagraph class="indent2" id="id1e457d0f-f63b-11e2-8470-abc29ba29c4d" identifier="/us/usc/t21/s2012/b/2/B"><num value="B">(B)</num><content> not fewer than 4 of whom shall be representatives of nongovernmental and nonprofit organizations providing services or training and implementing programs or strategies related to methamphetamines; and</content>
</subparagraph>
<subparagraph class="indent2" id="id1e457d10-f63b-11e2-8470-abc29ba29c4d" identifier="/us/usc/t21/s2012/b/2/C"><num value="C">(C)</num><content> 1 of whom shall be a representative of the Department of Health and Human Services.</content>
</subparagraph>

<paragraph class="indent1" id="id1e457d11-f63b-11e2-8470-abc29ba29c4d" identifier="/us/usc/t21/s2012/b/3"><num value="3">(3)</num><heading> Period of appointment; vacancies</heading><content><p style="-uslm-lc:I12" class="indent1">Members shall be appointed for 3 years. Any vacancy in the Council shall not affect its powers, but shall be filled in the same manner as the original appointment.</p>

<paragraph class="indent1" id="id1e457d12-f63b-11e2-8470-abc29ba29c4d" identifier="/us/usc/t21/s2012/b/4"><num value="4">(4)</num><heading> Personnel matters</heading><subparagraph class="indent2" id="id1e457d13-f63b-11e2-8470-abc29ba29c4d" identifier="/us/usc/t21/s2012/b/4/A"><num value="A">(A)</num><heading> Travel expenses</heading><content><p style="-uslm-lc:I13" class="indent2">The members of the Council shall be allowed travel expenses, including per diem in lieu of subsistence, at rates authorized for employees of agencies under subchapter I of chapter 57 of title 5, while away from their homes or regular places of business in the performance of services for the Council.</p>

<subparagraph class="indent2" id="id1e45a424-f63b-11e2-8470-abc29ba29c4d" identifier="/us/usc/t21/s2012/b/4/B"><num value="B">(B)</num><heading> No compensation</heading><content><p style="-uslm-lc:I13" class="indent2">The members of the Council shall not receive compensation for the performance of the duties of a member of the Council.</p>
