<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id41dead4a-a3d3-11e9-95d4-f3ff9237185e" identifier="/us/usc/t21/s2101"><num value="2101">§ 2101.</num><heading> Findings</heading>
<chapeau style="-uslm-lc:I11" class="indent0">Congress finds that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id41dead4b-a3d3-11e9-95d4-f3ff9237185e" identifier="/us/usc/t21/s2101/1"><num value="1">(1)</num><content> the safety and integrity of the United States food supply are vital to public health, to public confidence in the food supply, and to the success of the food sector of the Nation’s economy;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id41dead4c-a3d3-11e9-95d4-f3ff9237185e" identifier="/us/usc/t21/s2101/2"><num value="2">(2)</num><chapeau> illnesses and deaths of individuals and companion animals caused by contaminated food—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id41dead4d-a3d3-11e9-95d4-f3ff9237185e" identifier="/us/usc/t21/s2101/2/A"><num value="A">(A)</num><content> have contributed to a loss of public confidence in food safety; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id41dead4e-a3d3-11e9-95d4-f3ff9237185e" identifier="/us/usc/t21/s2101/2/B"><num value="B">(B)</num><content> have caused significant economic losses to manufacturers and producers not responsible for contaminated food items;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id41dead4f-a3d3-11e9-95d4-f3ff9237185e" identifier="/us/usc/t21/s2101/3"><num value="3">(3)</num><chapeau> the task of preserving the safety of the food supply of the United States faces tremendous pressures with regard to—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id41dead50-a3d3-11e9-95d4-f3ff9237185e" identifier="/us/usc/t21/s2101/3/A"><num value="A">(A)</num><content> emerging pathogens and other contaminants and the ability to detect all forms of contamination;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id41dead51-a3d3-11e9-95d4-f3ff9237185e" identifier="/us/usc/t21/s2101/3/B"><num value="B">(B)</num><content> an increasing volume of imported food from a wide variety of countries; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id41dead52-a3d3-11e9-95d4-f3ff9237185e" identifier="/us/usc/t21/s2101/3/C"><num value="C">(C)</num><content> a shortage of adequate resources for monitoring and inspection;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id41dead53-a3d3-11e9-95d4-f3ff9237185e" identifier="/us/usc/t21/s2101/4"><num value="4">(4)</num><chapeau> according to the Economic Research Service of the Department of Agriculture, the United States is increasing the amount of food that it imports such that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id41dead54-a3d3-11e9-95d4-f3ff9237185e" identifier="/us/usc/t21/s2101/4/A"><num value="A">(A)</num><content> from 2003 to 2007, the value of food imports has increased from $45,600,000,000 to $64,000,000,000; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id41dead55-a3d3-11e9-95d4-f3ff9237185e" identifier="/us/usc/t21/s2101/4/B"><num value="B">(B)</num><content> imported food accounts for 13 percent of the average American diet including 31 percent of fruits, juices, and nuts, 9.5 percent of red meat, and 78.6 percent of fish and shellfish; and</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id41dead56-a3d3-11e9-95d4-f3ff9237185e" identifier="/us/usc/t21/s2101/5"><num value="5">(5)</num><content> the number of full-time equivalent Food and Drug Administration employees conducting inspections has decreased from 2003 to 2007.</content>
