With the assistance provided under subsection (b), the Secretary shall encourage States to—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id298177eb-09a0-11eb-a78d-da6bfa680960\" identifier=\"/us/usc/t21/s2104/a/1\"><num value=\"1\">(1)</num><content> establish, continue, or strengthen State food safety programs, especially with respect to the regulation of retail commercial food establishments; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id298177ec-09a0-11eb-a78d-da6bfa680960\" identifier=\"/us/usc/t21/s2104/a/2\"><num value=\"2\">(2)</num><content> establish procedures and requirements for ensuring that processed produce under the jurisdiction of State food safety programs is not unsafe for human consumption.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id298177ed-09a0-11eb-a78d-da6bfa680960\" identifier=\"/us/usc/t21/s2104/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Assistance</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary may provide to a State, for planning, developing, and implementing such a food safety program—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id298177ee-09a0-11eb-a78d-da6bfa680960\" identifier=\"/us/usc/t21/s2104/b/1\"><num value=\"1\">(1)</num><content> advisory assistance;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id298177ef-09a0-11eb-a78d-da6bfa680960\" identifier=\"/us/usc/t21/s2104/b/2\"><num value=\"2\">(2)</num><content> technical assistance, training, and laboratory assistance (including necessary materials and equipment); and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id298177f0-09a0-11eb-a78d-da6bfa680960\" identifier=\"/us/usc/t21/s2104/b/3\"><num value=\"3\">(3)</num><content> financial and other assistance.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id298177f1-09a0-11eb-a78d-da6bfa680960\" identifier=\"/us/usc/t21/s2104/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Service agreements</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Secretary may, under an agreement entered into with a Federal, State, or local agency, use, on a reimbursable basis or otherwise, the personnel, services, and facilities of the agency to carry out the responsibilities of the agency under this section.
