<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id2a0cc539-3271-11e3-81c9-db9a7820b8d4" identifier="/us/usc/t21/s959"><num value="959">§ 959.</num><heading> Possession, manufacture, or distribution of controlled substance</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2 bold" id="id2a0cc53a-3271-11e3-81c9-db9a7820b8d4" identifier="/us/usc/t21/s959/a"><num value="a">(a)</num><heading> Manufacture or distribution for purpose of unlawful importation</heading><chapeau>It shall be unlawful for any person to manufacture or distribute a controlled substance in schedule I or II or flunitrazepam or listed chemical—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id2a0cc53b-3271-11e3-81c9-db9a7820b8d4" identifier="/us/usc/t21/s959/a/1"><num value="1">(1)</num><content> intending that such substance or chemical will be unlawfully imported into the United States or into waters within a distance of 12 miles of the coast of the United States; or</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2a0cc53c-3271-11e3-81c9-db9a7820b8d4" identifier="/us/usc/t21/s959/a/2"><num value="2">(2)</num><content> knowing that such substance or chemical will be unlawfully imported into the United States or into waters within a distance of 12 miles of the coast of the United States.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2 bold" id="id2a0cc53d-3271-11e3-81c9-db9a7820b8d4" identifier="/us/usc/t21/s959/b"><num value="b">(b)</num><heading> Possession, manufacture, or distribution by person on board aircraft</heading><chapeau>It shall be unlawful for any United States citizen on board any aircraft, or any person on board an aircraft owned by a United States citizen or registered in the United States, to—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id2a0cc53e-3271-11e3-81c9-db9a7820b8d4" identifier="/us/usc/t21/s959/b/1"><num value="1">(1)</num><content> manufacture or distribute a controlled substance or listed chemical; or</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2a0cc53f-3271-11e3-81c9-db9a7820b8d4" identifier="/us/usc/t21/s959/b/2"><num value="2">(2)</num><content> possess a controlled substance or listed chemical with intent to distribute.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2 bold" id="id2a0cc540-3271-11e3-81c9-db9a7820b8d4" identifier="/us/usc/t21/s959/c"><num value="c">(c)</num><heading> Acts committed outside territorial jurisdiction of United States; venue</heading><content><p style="-uslm-lc:I11" class="indent0">This section is intended to reach acts of manufacture or distribution committed outside the territorial jurisdiction of the United States. Any person who violates this section shall be tried in the United States district court at the point of entry where such person enters the United States, or in the United States District Court for the District of Columbia.</p>
