L. 92–352, title VI</ref>, § 601, <date date=\"1972-07-13\">July 13, 1972</date>, <ref href=\"/us/stat/86/497\">86 Stat. 497</ref>, declared that it was the purpose of this chapter to establish a commission to make studies and recommendations directed at providing a more effective system for formulation and implementation of foreign policy.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">Section 2822, <ref href=\"/us/pl/92/352/tVI\">Pub. L. 92–352, title VI</ref>, § 602, <date date=\"1972-07-13\">July 13, 1972</date>, <ref href=\"/us/stat/86/497\">86 Stat. 497</ref>, established the commission, known as the Commission on the Organization of the Government for the Conduct of Foreign Policy.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">Section 2823, <ref href=\"/us/pl/92/352/tVI\">Pub. L. 92–352, title VI</ref>, § 603, <date date=\"1972-07-13\">July 13, 1972</date>, <ref href=\"/us/stat/86/497\">86 Stat. 497</ref>; <ref href=\"/us/pl/93/126\">Pub. L. 93–126</ref>, § 4, <date date=\"1973-10-18\">Oct. 18, 1973</date>, <ref href=\"/us/stat/87/452\">87 Stat. 452</ref>, related to duties of the commission, required a comprehensive report be submitted to the President and to Congress not later than <date date=\"1975-06-30\">June 30, 1975</date>, and provided that the commission cease to exist on the thirtieth day after the report was filed.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">Section 2824, <ref href=\"/us/pl/92/352/tVI\">Pub.
