L. 92–352, title VI, § 601</ref>, <date date=\"1972-07-13\">July 13, 1972</date>, <ref href=\"/us/stat/86/497\">86 Stat. 497</ref>, declared that it was the purpose of this chapter to establish a commission to make studies and recommendations directed at providing a more effective system for formulation and implementation of foreign policy.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">Section 2822, <ref href=\"/us/pl/92/352/tVI/s602\">Pub.
