L. 92–352, title VI, § 601</ref>, <date date="1972-07-13">July 13, 1972</date>, <ref href="/us/stat/86/497">86 Stat. 497</ref>, declared that it was the purpose of this chapter to establish a commission to make studies and recommendations directed at providing a more effective system for formulation and implementation of foreign policy.</p>

L. 92–352, title VI, § 602</ref>, <date date="1972-07-13">July 13, 1972</date>, <ref href="/us/stat/86/497">86 Stat. 497</ref>, established the commission, known as the Commission on the Organization of the Government for the Conduct of Foreign Policy.</p>
