L. 97–306, title IV</ref>, § 405, <date date=\"1982-10-14\">Oct. 14, 1982</date>, <ref href=\"/us/stat/96/1443\">96 Stat. 1443</ref>, provided that: <quotedContent origin=\"/us/pl/97/306/tIV\">“Notwithstanding section 7(b)(2) of the National Cemeteries Act of 1973 (<ref href=\"/us/stat/87/88\">87 Stat. 88</ref>) [<ref href=\"/us/pl/93/43/s7\">section 7 of Pub. L. 93–43</ref> set out below], the provisions of the Act entitled “An Act to provide for selection of superintendents of national cemeteries from meritorious and trustworthy members of the Armed Forces who have been disabled in the line of duty for active field service”, approved <date date=\"1948-03-24\">March 24, 1948</date> [<ref href=\"/us/act/1948-03-24/ch143\">Act Mar. 24, 1948, ch. 143</ref>, <ref href=\"/us/stat/62/84\">62 Stat. 84</ref>, which enacted former <ref href=\"/us/usc/t24/s275\">section 275 of this title</ref>], as in effect on the day before the effective date of section 7 of the National Cemeteries Act of 1973 [see <ref href=\"/us/pl/93/43/s10/c\">section 10(c) of Pub. L. 93–43</ref>, § 7(a), <date date=\"1973-06-18\">June 18, 1973</date>, <ref href=\"/us/stat/87/82\">87 Stat. 82</ref>, provided in part that sections 271 to 276, 278 to 279d, 281 to 282, 286 to 290, and 296 of this title are repealed, except with respect to rights and duties that matured, penalties, liabilities, and forfeitures that were incurred, and proceedings that were begun before effective date of such section 7.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\"><ref href=\"/us/pl/93/43/s7\">Section 7 of Pub.
