L. 106–193, § 4, May 2, 2000, 114 Stat. 236.)","seq_in_title":638,"parent_identifier":"/us/usc/t30/ch31","ancestors":[{"identifier":"/us/usc/t30","level":"title","num":"Title 30—","heading":"MINERAL LANDS AND MINING","status":null,"is_section":false},{"identifier":"/us/usc/t30/ch31","level":"chapter","num":"CHAPTER 31—","heading":"MARINE MINERAL RESOURCES RESEARCH","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id1d50fe2b-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901\"><num value=\"1901\">§ 1901.</num><heading> Definitions</heading>\n<chapeau style=\"-uslm-lc:I11\" class=\"indent0\">In this chapter:</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id1d50fe2c-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/1\"><num value=\"1\">(1)</num><content> The term “contract” has the same meaning as “procurement contract” in <ref href=\"/us/usc/t31/s6303\">section 6303 of title 31</ref>.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id1d50fe2d-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/2\"><num value=\"2\">(2)</num><content> The term “cooperative agreement” has the same meaning as in <ref href=\"/us/usc/t31/s6305\">section 6305 of title 31</ref>.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id1d50fe2e-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/3\"><num value=\"3\">(3)</num><chapeau> The term “eligible entity” means—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id1d50fe2f-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/3/A\"><num value=\"A\">(A)</num><content> a research or educational entity chartered or incorporated under Federal or State law;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id1d50fe30-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/3/B\"><num value=\"B\">(B)</num><content> an individual who is a United States citizen; or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id1d50fe31-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/3/C\"><num value=\"C\">(C)</num><content> a State or regional agency.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id1d50fe32-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/4\"><num value=\"4\">(4)</num><content> The term “grant” has the same meaning as “grant agreement” in <ref href=\"/us/usc/t31/s6304\">section 6304 of title 31</ref>.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id1d50fe33-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/5\"><num value=\"5\">(5)</num><content> The term “in-kind contribution” means a noncash contribution provided by a non-Federal entity that directly benefits and is related to a specific project or program. An in-kind contribution may include real property, equipment, supplies, other expendable property, goods, and services.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id1d50fe34-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/6\"><num value=\"6\">(6)</num><chapeau> The term “marine mineral resource” means—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id1d50fe35-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/6/A\"><num value=\"A\">(A)</num><content> sand and aggregates;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id1d50fe36-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/6/B\"><num value=\"B\">(B)</num><content> placers;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id1d50fe37-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/6/C\"><num value=\"C\">(C)</num><content> phosphates;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id1d50fe38-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/6/D\"><num value=\"D\">(D)</num><content> manganese nodules;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id1d50fe39-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/6/E\"><num value=\"E\">(E)</num><content> cobalt crusts;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id1d50fe3a-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/6/F\"><num value=\"F\">(F)</num><content> metal sulfides;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id1d50fe3b-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/6/G\"><num value=\"G\">(G)</num><content> for purposes of this section and sections 1902 through 1905 of this title only, methane hydrate; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id1d50fe3c-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/6/H\"><num value=\"H\">(H)</num><chapeau> other marine resources that are not—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id1d50fe3d-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/6/H/i\"><num value=\"i\">(i)</num><content> oil and gas;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id1d50fe3e-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/6/H/ii\"><num value=\"ii\">(ii)</num><content> fisheries; or</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id1d50fe3f-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/6/H/iii\"><num value=\"iii\">(iii)</num><content> marine mammals.</content>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id1d50fe40-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/7\"><num value=\"7\">(7)</num><chapeau> The term “methane hydrate” means—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id1d50fe41-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/7/A\"><num value=\"A\">(A)</num><content> a methane clathrate that is in the form of a methane-water ice-like crystalline material and is stable and occurs naturally in deep-ocean and permafrost areas; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id1d50fe42-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/7/B\"><num value=\"B\">(B)</num><content> other natural gas hydrates found in association with deep-ocean and permafrost deposits of methane hydrate.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id1d50fe43-f67d-11e5-b269-d86a50255f99\" identifier=\"/us/usc/t30/s1901/8\"><num value=\"8\">(8)</num><content> The term “Secretary” means the Secretary of the Interior.</content>\n</paragraph>\n<sourceCredit id=\"id1d50fe44-f67d-11e5-b269-d86a50255f99\">(<ref href=\"/us/pl/91/631/tII\">Pub.
