L. 97–258, Sept. 13, 1982, 96 Stat. 913.)","seq_in_title":96,"parent_identifier":"/us/usc/t31/stII/ch11","ancestors":[{"identifier":"/us/usc/t31","level":"title","num":"Title 31—","heading":"MONEY AND FINANCE","status":null,"is_section":false},{"identifier":"/us/usc/t31/stII","level":"subtitle","num":"SUBTITLE II—","heading":"THE BUDGET PROCESS","status":null,"is_section":false},{"identifier":"/us/usc/t31/stII/ch11","level":"chapter","num":"CHAPTER 11—","heading":"THE BUDGET AND FISCAL, BUDGET, AND PROGRAM INFORMATION","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id221a456a-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s1111\"><num value=\"1111\">§ 1111.</num><heading> Improving economy and efficiency</heading>\n<chapeau style=\"-uslm-lc:I11\" class=\"indent0\">To improve economy and efficiency in the United States Government, the President shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id221a456b-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s1111/1\"><num value=\"1\">(1)</num><chapeau> make a study of each agency to decide, and may send Congress recommendations, on changes that should be made in—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id221a456c-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s1111/1/A\"><num value=\"A\">(A)</num><content> the organization, activities, and business methods of agencies;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id221a456d-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s1111/1/B\"><num value=\"B\">(B)</num><content> agency appropriations;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id221a456e-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s1111/1/C\"><num value=\"C\">(C)</num><content> the assignment of particular activities to particular services; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id221a456f-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s1111/1/D\"><num value=\"D\">(D)</num><content> regrouping of services; and</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id221a4570-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s1111/2\"><num value=\"2\">(2)</num><content> evaluate and develop improved plans for the organization, coordination, and management of the executive branch of the Government.</content>\n</paragraph>\n<sourceCredit id=\"id221a4571-3bf5-11e3-9fd0-985dd9cd422a\">(<ref href=\"/us/pl/97/258\">Pub. The word “President” is substituted for “Office of Management and Budget, when directed by the President” in 31:18 and “President, through the Director of the Office of Management and Budget” in 31:18a because sections 101 and 102(a) of Reorganization Plan No. 2 of 1970 (eff. <date date=\"1970-07-01\">July 1, 1970</date>, <ref href=\"/us/stat/84/2085\">84 Stat. 2085</ref>) designated the Bureau of the Budget as the Office of Management and Budget and transferred all functions of the Bureau to the President.
