and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idedd5b8b3-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/a/3\"><num value=\"3\">(3)</num><chapeau> the judgment, award, or settlement is payable—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idedd5b8b4-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/a/3/A\"><num value=\"A\">(A)</num><content> under section 2414, 2517, 2672, or 2677 of title 28;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idedd5b8b5-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/a/3/B\"><num value=\"B\">(B)</num><content> under <ref href=\"/us/usc/t31/s3723\">section 3723 of this title</ref>;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idedd5b8b6-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/a/3/C\"><num value=\"C\">(C)</num><content> under a decision of a board of contract appeals; or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idedd5b8b7-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/a/3/D\"><num value=\"D\">(D)</num><content> in excess of an amount payable from the appropriations of an agency for a meritorious claim under section 2733, 2733a, or 2734 of title 10, <ref href=\"/us/usc/t32/s715\">section 715 of title 32</ref>, or <ref href=\"/us/usc/t51/s20113\">section 20113 of title 51</ref>.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idedd5b8b8-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/b\"><num value=\"b\">(b)</num><paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idedd5b8b9-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/b/1\"><num value=\"1\">(1)</num><chapeau> Interest may be paid from the appropriation made by this section—</chapeau><subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idedd5b8ba-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/b/1/A\"><num value=\"A\">(A)</num><content> on a judgment of a district court, only when the judgment becomes final after review on appeal or petition by the United States Government, and then only from the date of filing of the transcript of the judgment with the Secretary of the Treasury through the day before the date of the mandate of affirmance; or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idedd5b8bb-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/b/1/B\"><num value=\"B\">(B)</num><content> on a judgment of the Court of Appeals for the Federal Circuit or the United States Court of Federal Claims under <ref href=\"/us/usc/t28/s2516/b\">section 2516(b) of title 28</ref>, only from the date of filing of the transcript of the judgment with the Secretary of the Treasury through the day before the date of the mandate of affirmance.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idedd5b8bc-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/b/2\"><num value=\"2\">(2)</num><content> Interest payable under this subsection in a proceeding reviewed by the Supreme Court is not allowed after the end of the term in which the judgment is affirmed.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idedd5b8bd-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/c\"><num value=\"c\">(c)</num><paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idedd5b8be-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/c/1\"><num value=\"1\">(1)</num><chapeau> A judgment or compromise settlement against the Government shall be paid under this section and sections 2414, 2517, and 2518 <ref class=\"footnoteRef\" idref=\"fn002032\">1</ref><note type=\"footnote\" id=\"fn002032\"><num>1</num> See References in Text note below.</note> of title 28 when the judgment or settlement arises out of an express or implied contract made by—</chapeau><subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idedd5b8bf-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/c/1/A\"><num value=\"A\">(A)</num><content> the Army and Air Force Exchange Service;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idedd5b8c0-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/c/1/B\"><num value=\"B\">(B)</num><content> the Navy Exchanges;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idedd5b8c1-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/c/1/C\"><num value=\"C\">(C)</num><content> the Marine Corps Exchanges;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idedd5b8c2-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/c/1/D\"><num value=\"D\">(D)</num><content> the Coast Guard Exchanges; or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idedd5b8c3-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/c/1/E\"><num value=\"E\">(E)</num><content> the Exchange Councils of the National Aeronautics and Space Administration.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idedd5b8c4-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/c/2\"><num value=\"2\">(2)</num><content> The Exchange making the contract shall reimburse the Government for the amount paid by the Government.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idedd5b8c5-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/d\"><num value=\"d\">(d)</num><chapeau> Beginning not later than the date that is 60 days after the date of enactment of the John D. Dingell, Jr. Conservation, Management, and Recreation Act, and unless the disclosure of such information is otherwise prohibited by law or a court order, the Secretary of the Treasury shall make available to the public on a website, as soon as practicable, but not later than 30 days after the date on which a payment under this section is tendered, the following information with regard to that payment:</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idedd5dfd6-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/d/1\"><num value=\"1\">(1)</num><content> The name of the specific agency or entity whose actions gave rise to the claim or judgment.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idedd5dfd7-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/d/2\"><num value=\"2\">(2)</num><content> The name of the plaintiff or claimant.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idedd5dfd8-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/d/3\"><num value=\"3\">(3)</num><content> The name of counsel for the plaintiff or claimant.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idedd5dfd9-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/d/4\"><num value=\"4\">(4)</num><content> The amount paid representing principal liability, and any amounts paid representing any ancillary liability, including attorney fees, costs, and interest.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idedd5dfda-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/d/5\"><num value=\"5\">(5)</num><content> A brief description of the facts that gave rise to the claim.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idedd5dfdb-6f68-11ea-8e81-d8fa1c0939e8\" identifier=\"/us/usc/t31/s1304/d/6\"><num value=\"6\">(6)</num><content> The name of the agency that submitted the claim.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"idedd5dfdc-6f68-11ea-8e81-d8fa1c0939e8\">(<ref href=\"/us/pl/97/258\">Pub.
