An appropriation for an indefinite period and authority to make obligations by contract before appropriations shall be apportioned to achieve the most effective and economical use. An apportionment may be reapportioned under this section.</content>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6fe25c29-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s1512/b\"><num value=\"b\">(b)</num><paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6fe25c2a-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s1512/b/1\"><num value=\"1\">(1)</num><chapeau> An appropriation subject to apportionment is apportioned by—</chapeau><subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6fe25c2b-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s1512/b/1/A\"><num value=\"A\">(A)</num><content> months, calendar quarters, operating seasons, or other time periods;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6fe25c2c-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s1512/b/1/B\"><num value=\"B\">(B)</num><content> activities, functions, projects, or objects; or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6fe25c2d-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s1512/b/1/C\"><num value=\"C\">(C)</num><content> a combination of the ways referred to in clauses (A) and (B) of this paragraph.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6fe25c2e-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s1512/b/2\"><num value=\"2\">(2)</num><content> The official designated in <ref href=\"/us/usc/t31/s1513\">section 1513 of this title</ref> to make apportionments shall apportion an appropriation under paragraph (1) of this subsection as the official considers appropriate. Except as specified by the official, an amount apportioned is available for obligation under the terms of the appropriation on a cumulative basis unless reapportioned.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6fe25c2f-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s1512/c\"><num value=\"c\">(c)</num><paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6fe25c30-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s1512/c/1\"><num value=\"1\">(1)</num><chapeau> In apportioning or reapportioning an appropriation, a reserve may be established only—</chapeau><subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6fe25c31-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s1512/c/1/A\"><num value=\"A\">(A)</num><content> to provide for contingencies;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6fe25c32-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s1512/c/1/B\"><num value=\"B\">(B)</num><content> to achieve savings made possible by or through changes in requirements or greater efficiency of operations; or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6fe25c33-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s1512/c/1/C\"><num value=\"C\">(C)</num><content> as specifically provided by law.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6fe25c34-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s1512/c/2\"><num value=\"2\">(2)</num><content> A reserve established under this subsection may be changed as necessary to carry out the scope and objectives of the appropriation concerned. When an official designated in <ref href=\"/us/usc/t31/s1513\">section 1513 of this title</ref> to make apportionments decides that an amount reserved will not be required to carry out the objectives and scope of the appropriation concerned, the official shall recommend the rescission of the amount in the way provided in chapter 11 of this title for appropriation requests. Reserves established under this section shall be reported to Congress as provided in the Impoundment Control Act of 1974 (<ref href=\"/us/usc/t2/s681\">2 U.S.C. 681</ref> et seq.).</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6fe25c35-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s1512/d\"><num value=\"d\">(d)</num><content> An apportionment or a reapportionment shall be reviewed at least 4 times a year by the official designated in <ref href=\"/us/usc/t31/s1513\">section 1513 of this title</ref> to make apportionments.</content>\n</subsection>\n<sourceCredit id=\"id6fe25c36-b854-11e9-b72c-a5fb66e51517\">(<ref href=\"/us/pl/97/258\">Pub.
