Except as provided in section 3716 and <ref href=\"/us/usc/t31/s3720A\">section 3720A of this title</ref> and subsection (b) of this section, a disbursing official shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6ff2d6fa-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s3322/a/1\"><num value=\"1\">(1)</num><content> deposit public money as required by <ref href=\"/us/usc/t31/s3302\">section 3302 of this title</ref>; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6ff2d6fb-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s3322/a/2\"><num value=\"2\">(2)</num><chapeau> draw public money from the Treasury or a depositary only—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id6ff2d6fc-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s3322/a/2/A\"><num value=\"A\">(A)</num><content> as necessary to make payments; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id6ff2d6fd-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s3322/a/2/B\"><num value=\"B\">(B)</num><content> payable to persons to whom payment is to be made.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6ff2d6fe-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s3322/b\"><num value=\"b\">(b)</num><chapeau> In a place without a depositary, the Secretary, on deciding it is essential to the public interest, may authorize specially in writing that public money be—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6ff2d6ff-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s3322/b/1\"><num value=\"1\">(1)</num><content> deposited in any other public depositary; or</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6ff2d700-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s3322/b/2\"><num value=\"2\">(2)</num><content> kept in another manner under regulations the Secretary decides are the safest and most effective in making a payment to a public creditor easier.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6ff2d701-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s3322/c\"><num value=\"c\">(c)</num><chapeau> A disbursing official is not liable for an overpayment provided under a United States Government bill of lading or transportation request when the overpayment is caused by the—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6ff2d702-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s3322/c/1\"><num value=\"1\">(1)</num><content> use of improper transportation rates or classifications if the Administrator of General Services has determined that verification by a prepayment audit conducted pursuant to <ref href=\"/us/usc/t31/s3726/a\">section 3726(a) of this title</ref> for a particular mode or modes of transportation, or for an agency or subagency, will not adequately protect the interests of the Government; or</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6ff2d703-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s3322/c/2\"><num value=\"2\">(2)</num><chapeau> failure to deduct the proper amount under—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id6ff2d704-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s3322/c/2/A\"><num value=\"A\">(A)</num><content> a land grant law; or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id6ff2d705-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s3322/c/2/B\"><num value=\"B\">(B)</num><content> an equalization or other agreement.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<sourceCredit id=\"id6ff2d706-b854-11e9-b72c-a5fb66e51517\">(<ref href=\"/us/pl/97/258\">Pub.
