L. 97–258, Sept. 13, 1982, 96 Stat. 993.)","seq_in_title":337,"parent_identifier":"/us/usc/t31/stIV/ch53/schI","ancestors":[{"identifier":"/us/usc/t31","level":"title","num":"Title 31—","heading":"MONEY AND FINANCE","status":null,"is_section":false},{"identifier":"/us/usc/t31/stIV","level":"subtitle","num":"SUBTITLE IV—","heading":"MONEY","status":null,"is_section":false},{"identifier":"/us/usc/t31/stIV/ch53","level":"chapter","num":"CHAPTER 53—","heading":"MONETARY TRANSACTIONS","status":null,"is_section":false},{"identifier":"/us/usc/t31/stIV/ch53/schI","level":"subchapter","num":"SUBCHAPTER I—","heading":"CREDIT AND MONETARY EXPANSION","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id702028db-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s5301\"><num value=\"5301\">§ 5301.</num><heading> Buying obligations of the United States Government</heading><subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id702028dc-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s5301/a\"><num value=\"a\">(a)</num><chapeau> The President may direct the Secretary of the Treasury to make an agreement with the Federal reserve banks and the Board of Governors of the Federal Reserve System when the President decides that the foreign commerce of the United States is affected adversely because—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id702028dd-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s5301/a/1\"><num value=\"1\">(1)</num><content> the value of coins and currency of a foreign country compared to the present standard value of gold is depreciating;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id702028de-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s5301/a/2\"><num value=\"2\">(2)</num><content> action is necessary to regulate and maintain the parity of United States coins and currency;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id702028df-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s5301/a/3\"><num value=\"3\">(3)</num><content> an economic emergency requires an expansion of credit; or</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id702028e0-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s5301/a/4\"><num value=\"4\">(4)</num><content> an expansion of credit is necessary so that the United States Government and the governments of other countries can stabilize the value of coins and currencies of a country.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id702028e1-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s5301/b\"><num value=\"b\">(b)</num><chapeau> Under an agreement under subsection (a) of this section, the Board shall permit the banks (and the Board is authorized to permit the banks notwithstanding another law) to agree that the banks will—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id702028e2-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s5301/b/1\"><num value=\"1\">(1)</num><content> conduct through each entire specified period open market operations in obligations of the United States Government or corporations in which the Government is the majority stockholder; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id702028e3-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s5301/b/2\"><num value=\"2\">(2)</num><content> buy directly and hold an additional $3,000,000,000 of obligations of the Government for each agreed period, unless the Secretary consents to the sale of the obligations before the end of the period.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id702028e4-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s5301/c\"><num value=\"c\">(c)</num><content> With the approval of the Secretary, the Board may require Federal reserve banks to take action the Secretary and Board consider necessary to prevent unreasonable credit expansion.</content>\n</subsection>\n<sourceCredit id=\"id702028e5-b854-11e9-b72c-a5fb66e51517\">(<ref href=\"/us/pl/97/258\">Pub.
