<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id230f5388-3bf5-11e3-9fd0-985dd9cd422a" identifier="/us/usc/t31/s6508"><num value="6508">§ 6508.</num><heading> Studies and reports</heading><subsection style="-uslm-lc:I11" class="indent0" id="id230f5389-3bf5-11e3-9fd0-985dd9cd422a" identifier="/us/usc/t31/s6508/a"><num value="a">(a)</num><paragraph style="-uslm-lc:I11" class="indent0" id="id230f538a-3bf5-11e3-9fd0-985dd9cd422a" identifier="/us/usc/t31/s6508/a/1"><num value="1">(1)</num><chapeau> When requested by a committee of Congress having jurisdiction over a grant program, the Comptroller General shall study the program. The study shall include a review of—</chapeau><subparagraph style="-uslm-lc:I12" class="indent1" id="id230f538b-3bf5-11e3-9fd0-985dd9cd422a" identifier="/us/usc/t31/s6508/a/1/A"><num value="A">(A)</num><chapeau> the extent to which—</chapeau><clause style="-uslm-lc:I13" class="indent2" id="id230f538c-3bf5-11e3-9fd0-985dd9cd422a" identifier="/us/usc/t31/s6508/a/1/A/i"><num value="i">(i)</num><content> the program conflicts with or duplicates other grant programs; and</content>
</clause>
<clause style="-uslm-lc:I13" class="indent2" id="id230f538d-3bf5-11e3-9fd0-985dd9cd422a" identifier="/us/usc/t31/s6508/a/1/A/ii"><num value="ii">(ii)</num><content> more effective, efficient, economical, and uniform administration of the program may be achieved by changing the requirements and procedures applicable to it; and</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="id230f538e-3bf5-11e3-9fd0-985dd9cd422a" identifier="/us/usc/t31/s6508/a/1/B"><num value="B">(B)</num><content> budgetary, accounting, reporting, and administrative procedures of the program.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I11" class="indent0" id="id230f538f-3bf5-11e3-9fd0-985dd9cd422a" identifier="/us/usc/t31/s6508/a/2"><num value="2">(2)</num><content> The Comptroller General shall submit to Congress a report on a study made under this subsection and any recommendations. To the extent practicable, a report on an expiring program shall be submitted in the year before the year in which a program ends.</content>

<subsection style="-uslm-lc:I11" class="indent0" id="id230f5390-3bf5-11e3-9fd0-985dd9cd422a" identifier="/us/usc/t31/s6508/b"><num value="b">(b)</num><paragraph style="-uslm-lc:I11" class="indent0" id="id230f5391-3bf5-11e3-9fd0-985dd9cd422a" identifier="/us/usc/t31/s6508/b/1"><num value="1">(1)</num><chapeau> When requested by a committee of Congress having jurisdiction over a grant program, the Advisory Commission on Intergovernmental Relations shall study the intergovernmental relations aspects of the program, including—</chapeau><subparagraph style="-uslm-lc:I12" class="indent1" id="id230f5392-3bf5-11e3-9fd0-985dd9cd422a" identifier="/us/usc/t31/s6508/b/1/A"><num value="A">(A)</num><content> the impact of the program on the structural organization of States and local governments and on Federal-State-local fiscal relations; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="id230f5393-3bf5-11e3-9fd0-985dd9cd422a" identifier="/us/usc/t31/s6508/b/1/B"><num value="B">(B)</num><content> the coordination of administration of the program by the United States Government and State and local governments.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I11" class="indent0" id="id230f5394-3bf5-11e3-9fd0-985dd9cd422a" identifier="/us/usc/t31/s6508/b/2"><num value="2">(2)</num><content> The Commission shall submit to the committee requesting the study and to Congress a report and any recommendations.</content>
