L. 97–258, Sept. 13, 1982, 96 Stat. 893.)","seq_in_title":51,"parent_identifier":"/us/usc/t31/stI/ch7/schII","ancestors":[{"identifier":"/us/usc/t31","level":"title","num":"Title 31—","heading":"MONEY AND FINANCE","status":null,"is_section":false},{"identifier":"/us/usc/t31/stI","level":"subtitle","num":"SUBTITLE I—","heading":"GENERAL","status":null,"is_section":false},{"identifier":"/us/usc/t31/stI/ch7","level":"chapter","num":"CHAPTER 7—","heading":"GOVERNMENT ACCOUNTABILITY OFFICE","status":null,"is_section":false},{"identifier":"/us/usc/t31/stI/ch7/schII","level":"subchapter","num":"SUBCHAPTER II—","heading":"GENERAL DUTIES AND POWERS","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id21ef6470-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s717\"><num value=\"717\">§ 717.</num><heading> Evaluating programs and activities of the United States Government</heading><subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id21ef6471-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s717/a\"><num value=\"a\">(a)</num><content> In this section, “agency” means a department, agency, or instrumentality of the United States Government (except a mixed-ownership Government corporation) or the District of Columbia government.</content>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id21ef6472-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s717/b\"><num value=\"b\">(b)</num><chapeau> The Comptroller General shall evaluate the results of a program or activity the Government carries out under existing law—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id21ef6473-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s717/b/1\"><num value=\"1\">(1)</num><content> on the initiative of the Comptroller General;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id21ef6474-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s717/b/2\"><num value=\"2\">(2)</num><content> when either House of Congress orders an evaluation; or</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id21ef6475-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s717/b/3\"><num value=\"3\">(3)</num><content> when a committee of Congress with jurisdiction over the program or activity requests the evaluation.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id21ef6476-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s717/c\"><num value=\"c\">(c)</num><content> The Comptroller General shall develop and recommend to Congress ways to evaluate a program or activity the Government carries out under existing law.</content>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id21ef6477-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s717/d\"><num value=\"d\">(d)</num><paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id21ef6478-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s717/d/1\"><num value=\"1\">(1)</num><chapeau> On request of a committee of Congress, the Comptroller General shall help the committee to—</chapeau><subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id21ef6479-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s717/d/1/A\"><num value=\"A\">(A)</num><content> develop a statement of legislative goals and ways to assess and report program performance related to the goals, including recommended ways to assess performance, information to be reported, responsibility for reporting, frequency of reports, and feasibility of pilot testing; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id21ef647a-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s717/d/1/B\"><num value=\"B\">(B)</num><content> assess program evaluations prepared by and for an agency.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id21ef647b-3bf5-11e3-9fd0-985dd9cd422a\" identifier=\"/us/usc/t31/s717/d/2\"><num value=\"2\">(2)</num><content> On request of a member of Congress, the Comptroller General shall give the member a copy of the material the Comptroller General compiles in carrying out this subsection that has been released by the committee for which the material was compiled.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"id21ef647c-3bf5-11e3-9fd0-985dd9cd422a\">(<ref href=\"/us/pl/97/258\">Pub. In clause (3), the words “a committee of Congress” are substituted for “any committee of the House of Representatives or the Senate, or any joint committee of the two Houses” for consistency and to eliminate unnecessary words.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">In subsection (c), the word “evaluate” is substituted for “review and evaluation” to eliminate unnecessary words.</p>\n<p style=\"-uslm-lc:I21\" class=\"indent0\">In subsection (d)(1), before clause (A), the words “committee of Congress” are substituted for “committee of either House or any joint committee of the two Houses” for consistency and to eliminate unnecessary words.
