The Chairman is the chief executive and administrative officer of the Board.</content>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6fc389e6-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s752/b\"><num value=\"b\">(b)</num><paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6fc389e7-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s752/b/1\"><num value=\"1\">(1)</num><content> The Comptroller General shall appoint as General Counsel of the Board an individual the Chairman selects. The General Counsel serves at the pleasure of the Chairman.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6fc389e8-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s752/b/2\"><num value=\"2\">(2)</num><content> The Chairman shall fix the pay of the General Counsel. The rate of basic pay of the General Counsel may be not more than the maximum rate of basic pay payable for grade GS–16 of the General Schedule.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6fc389e9-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s752/b/3\"><num value=\"3\">(3)</num><chapeau> The General Counsel shall—</chapeau><subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6fc389ea-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s752/b/3/A\"><num value=\"A\">(A)</num><content> investigate an allegation about a prohibited personnel practice under <ref href=\"/us/usc/t31/s732/b/2\">section 732(b)(2) of this title</ref> to decide if there are reasonable grounds to believe the practice has occurred, exists, or will be taken by an officer or an employee of the Government Accountability Office;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6fc389eb-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s752/b/3/B\"><num value=\"B\">(B)</num><content> investigate an allegation about a prohibited political activity under <ref href=\"/us/usc/t31/s732/b/3\">section 732(b)(3) of this title</ref>;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6fc389ec-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s752/b/3/C\"><num value=\"C\">(C)</num><content> investigate a matter under the jurisdiction of the Board if the Board or a member of the Board requests; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6fc389ed-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s752/b/3/D\"><num value=\"D\">(D)</num><content> help the Board carry out its duties and powers.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<sourceCredit id=\"id6fc389ee-b854-11e9-b72c-a5fb66e51517\">(<ref href=\"/us/pl/97/258\">Pub.
