and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6fc3b10f-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s753/a/9\"><num value=\"9\">(9)</num><content> an action involving discrimination prohibited under section 312(e)(2) <ref class=\"footnoteRef\" idref=\"fn002019\">2</ref><note type=\"footnote\" id=\"fn002019\"><num>2</num> See References in Text note below.</note> of the Architect of the Capitol Human Resources Act.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6fc3b110-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s753/b\"><num value=\"b\">(b)</num><content> The Board has no authority to issue a stay of any reduction in force action.</content>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6fc3d721-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s753/c\"><num value=\"c\">(c)</num><content> The Board may delegate to a member or a panel of members the authority to act under subsection (a) of this section. A decision of a member or panel under subsection (a) is deemed to be a final decision of the Board unless the Board reconsiders the decision under subsection (d) of this section.</content>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6fc3d722-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s753/d\"><num value=\"d\">(d)</num><content> On motion of a party or on its own initiative, the Board may reconsider a decision under subsection (a) of this section by the 30th day after the decision is made.</content>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id6fc3d723-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s753/e\"><num value=\"e\">(e)</num><chapeau> The Board shall prescribe regulations—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6fc3d724-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s753/e/1\"><num value=\"1\">(1)</num><content> providing for officer and employee appeals consistent with sections 7701 and 7702 of title 5; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id6fc3d725-b854-11e9-b72c-a5fb66e51517\" identifier=\"/us/usc/t31/s753/e/2\"><num value=\"2\">(2)</num><content> on the operating procedure of the Board.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"id6fc3d726-b854-11e9-b72c-a5fb66e51517\">(<ref href=\"/us/pl/97/258\">Pub.
