<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id27a3a9f1-f67d-11e5-9f42-c848129ffd38" identifier="/us/usc/t33/s2901"><num value="2901">§ 2901.</num><heading> Purposes</heading>
<chapeau style="-uslm-lc:I11" class="indent0">The purposes of this chapter are—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id27a3a9f2-f67d-11e5-9f42-c848129ffd38" identifier="/us/usc/t33/s2901/1"><num value="1">(1)</num><content> to promote the restoration of estuary habitat by implementing a coordinated Federal approach to estuary habitat restoration activities, including the use of common monitoring standards and a common system for tracking restoration acreage;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id27a3a9f3-f67d-11e5-9f42-c848129ffd38" identifier="/us/usc/t33/s2901/2"><num value="2">(2)</num><content> to develop and implement a national estuary habitat restoration strategy for creating and maintaining effective estuary habitat restoration partnerships among public agencies at all levels of government and to establish new partnerships between the public and private sectors;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id27a3a9f4-f67d-11e5-9f42-c848129ffd38" identifier="/us/usc/t33/s2901/3"><num value="3">(3)</num><content> to provide Federal assistance for estuary habitat restoration projects through cooperative agreements and to promote efficient financing of such projects; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id27a3a9f5-f67d-11e5-9f42-c848129ffd38" identifier="/us/usc/t33/s2901/4"><num value="4">(4)</num><content> to develop and enhance monitoring and research capabilities through the use of the environmental technology innovation program associated with the National Estuarine Research Reserve System established by <ref href="/us/usc/t16/s1461">section 1461 of title 16</ref> to ensure that estuary habitat restoration efforts are based on sound scientific understanding and innovative technologies.</content>

<subsection style="-uslm-lc:I21" class="indent0"><num value="a">“(a)</num><heading> <inline class="small-caps">In General</inline>.—</heading><content>The Secretary of Commerce (acting through the Under Secretary for Oceans and Atmosphere) and the Secretary of the Interior (acting through the Director of the Geological Survey) may carry out a long-term estuary assessment project (in this section referred to as the ‘project’) in accordance with the requirements of this section.</content>

<subsection style="-uslm-lc:I21" class="indent0"><num value="b">“(b)</num><heading> <inline class="small-caps">Purpose</inline>.—</heading><content>The purpose of the project shall be to establish a network of strategic environmental assessment and monitoring projects for the Mississippi River south of Vicksburg, Mississippi, and the Gulf of Mexico, in order to develop advanced long-term assessment and monitoring systems and models relating to the Mississippi River and other aquatic ecosystems, including developing equipment and techniques necessary to implement the project.</content>
</subsection>
<subsection style="-uslm-lc:I21" class="indent0"><num value="c">“(c)</num><heading> <inline class="small-caps">Management Agreement</inline>.—</heading><content>To establish, operate, and implement the project, the Secretary of Commerce and the Secretary of the Interior may enter into a management agreement with a university-based consortium.</content>
</subsection>
<subsection style="-uslm-lc:I21" class="indent0"><num value="d">“(d)</num><heading> <inline class="small-caps">Authorization of Appropriations</inline>.—</heading><chapeau>There is authorized to be appropriated—</chapeau><paragraph style="-uslm-lc:I22" class="indent1"><num value="1">“(1)</num><content> $1,000,000 for fiscal year 2001 to develop the management agreement under subsection (c); and</content>
</paragraph>
<paragraph style="-uslm-lc:I22" class="indent1"><num value="2">“(2)</num><content> $4,000,000 for each of fiscal years 2002, 2003, 2004, and 2005 to carry out the project.</content>
</paragraph>

<continuation style="-uslm-lc:I33" class="indent0 firstIndent0">Such sums shall remain available until expended.”</continuation>
