In carrying out the functions of the Office, the Director shall be subject to the authority, direction, and control of the Attorney General. Such authority, direction, and control may be delegated only to the Assistant Attorney General, without redelegation.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id25ef024d-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10106/a/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Purpose</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The purpose of the Office shall be to provide training to actual and prospective participants under programs covered by section 10103(b) <ref class=\"footnoteRef\" idref=\"fn002000\">1</ref><note type=\"footnote\" id=\"fn002000\"><num>1</num> See References in Text Note below.</note> of this title to assist such participants in understanding the substantive and procedural requirements for participating in such programs.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id25ef024e-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10106/a/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> Exclusivity</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The Office shall be the exclusive element of the Department of Justice performing functions and activities for the purpose specified in paragraph (2). There are hereby transferred to the Office all functions and activities for such purpose performed immediately before <date date=\"2006-01-05\">January 5, 2006</date>, by any other element of the Department. This does not preclude a grant-making office from providing specialized training and technical assistance in its area of expertise.</p>\n</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id25ef024f-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10106/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Means</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Director shall, in coordination with the heads of the other elements of the Department, carry out the purpose of the Office through the following means:</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id25ef2960-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10106/b/1\"><num value=\"1\">(1)</num><content> Promoting coordination of public and private efforts and resources within or available to States, units of local government, and neighborhood and community-based organizations.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id25ef2961-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10106/b/2\"><num value=\"2\">(2)</num><content> Providing information, training, and technical assistance.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id25ef2962-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10106/b/3\"><num value=\"3\">(3)</num><content> Providing support for inter- and intra-agency task forces and other agreements and for assessment of the effectiveness of programs, projects, approaches, or practices.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id25ef2963-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10106/b/4\"><num value=\"4\">(4)</num><content> Providing in the assessment of the effectiveness of neighborhood and community-based law enforcement and crime prevention strategies and techniques, in coordination with the National Institute of Justice.</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id25ef2964-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10106/b/5\"><num value=\"5\">(5)</num><content> Any other similar means.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id25ef5075-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10106/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Locations</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Training referred to in subsection (a) shall be provided on a regional basis to groups of such participants. In a case in which remedial training is appropriate, as recommended by the Director or the head of any element of the Department, such training may be provided on a local basis to a single such participant.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id25ef5076-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10106/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Best practices</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">The Director shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id25ef5077-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10106/d/1\"><num value=\"1\">(1)</num><content> identify grants under which clearly beneficial outcomes were obtained, and the characteristics of those grants that were responsible for obtaining those outcomes; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id25ef5078-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10106/d/2\"><num value=\"2\">(2)</num><content> incorporate those characteristics into the training provided under this section.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id25ef5079-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10106/e\"><num value=\"e\" class=\"bold\">(e)</num><heading class=\"bold\"> Availability of funds</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">not <ref class=\"footnoteRef\" idref=\"fn002001\">2</ref><note type=\"footnote\" id=\"fn002001\"><num>2</num> So in original.
