<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id25f199a6-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10111"><num value="10111">§ 10111.</num><heading> Consolidation of financial management systems of Office of Justice Programs</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id25f199a7-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10111/a"><num value="a" class="bold">(a)</num><heading class="bold"> Consolidation of accounting activities and procurement activities</heading><chapeau style="-uslm-lc:I11" class="indent0">The Assistant Attorney General of the Office of Justice Programs, in coordination with the Chief Information Officer and Chief Financial Officer of the Department of Justice, shall ensure that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id25f199a8-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10111/a/1"><num value="1">(1)</num><content> all accounting activities for all elements of the Office of Justice Programs are carried out under the direct management of the Office of the Comptroller; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id25f1c0b9-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10111/a/2"><num value="2">(2)</num><content> all procurement activities for all elements of the Office are carried out under the direct management of the Office of Administration.</content>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id25f1c0ba-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10111/b"><num value="b" class="bold">(b)</num><heading class="bold"> Further consolidation of procurement activities</heading><chapeau style="-uslm-lc:I11" class="indent0">The Assistant Attorney General, in coordination with the Chief Information Officer and Chief Financial Officer of the Department of Justice, shall ensure that, on and after <date date="2008-09-30">September 30, 2008</date>—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id25f1c0bb-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10111/b/1"><num value="1">(1)</num><content> all procurement activities for all elements of the Office are carried out through a single management office; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id25f1c0bc-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10111/b/2"><num value="2">(2)</num><content> all contracts and purchase orders used in carrying out those activities are processed through a single procurement system.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id25f1e7cd-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10111/c"><num value="c" class="bold">(c)</num><heading class="bold"> Consolidation of financial management systems</heading><content><p style="-uslm-lc:I11" class="indent0">The Assistant Attorney General, in coordination with the Chief Information Officer and Chief Financial Officer of the Department of Justice, shall ensure that, on and after <date date="2010-09-30">September 30, 2010</date>, all financial management activities (including human resources, payroll, and accounting activities, as well as procurement activities) of all elements of the Office are carried out through a single financial management system.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id25f1e7ce-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10111/d"><num value="d" class="bold">(d)</num><heading class="bold"> Achieving compliance</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id25f1e7cf-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10111/d/1"><num value="1" class="bold">(1)</num><heading class="bold"> Schedule</heading><content><p style="-uslm-lc:I12" class="indent1">The Assistant Attorney General shall undertake a scheduled consolidation of operations to achieve compliance with the requirements of this section.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id25f235f0-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10111/d/2"><num value="2" class="bold">(2)</num><heading class="bold"> Specific requirements</heading><chapeau style="-uslm-lc:I12" class="indent1">With respect to achieving compliance with the requirements of—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id25f235f1-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10111/d/2/A"><num value="A">(A)</num><content> subsection (a), the consolidation of operations shall be initiated not later than 90 days after <date date="2006-01-05">January 5, 2006</date>; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id25f25d02-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10111/d/2/B"><num value="B">(B)</num><content> subsections (b) and (c), the consolidation of operations shall be initiated not later than <date date="2006-09-30">September 30, 2006</date>, and shall be carried out by the Office of Administration, in consultation with the Chief Information Officer and the Office of Audit, Assessment, and Management.</content>
