value=\"10382\">§ 10382.</num><heading> Applications</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id26346f92-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">No grant may be made under this subchapter unless an application has been submitted to, and approved by, the Attorney General.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id26346f93-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Application</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">An application for a grant under this subchapter shall be submitted in such form, and contain such information, as the Attorney General may prescribe by regulation or guidelines.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id26346f94-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Contents</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">In accordance with the regulations or guidelines established by the Attorney General, each application for a grant under this subchapter shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id26346f95-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/c/1\"><num value=\"1\">(1)</num><content> include a long-term strategy and detailed implementation plan that reflects consultation with community groups and appropriate private and public agencies;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id263496a6-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/c/2\"><num value=\"2\">(2)</num><content> demonstrate a specific public safety need;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id263496a7-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/c/3\"><num value=\"3\">(3)</num><content> explain the applicant’s inability to address the need without Federal assistance;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id263496a8-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/c/4\"><num value=\"4\">(4)</num><content> identify related governmental and community initiatives which complement or will be coordinated with the proposal;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id263496a9-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/c/5\"><num value=\"5\">(5)</num><content> certify that there has been appropriate coordination with all affected agencies;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id263496aa-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/c/6\"><num value=\"6\">(6)</num><content> outline the initial and ongoing level of community support for implementing the proposal including financial and in-kind contributions or other tangible commitments;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id263496ab-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/c/7\"><num value=\"7\">(7)</num><content> specify plans for obtaining necessary support and continuing the proposed program, project, or activity following the conclusion of Federal support;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id263496ac-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/c/8\"><num value=\"8\">(8)</num><content> if the application is for a grant for hiring or rehiring additional career law enforcement officers, specify plans for the assumption by the applicant of a progressively larger share of the cost in the course of time, looking toward the continuation of the increased hiring level using State or local sources of funding following the conclusion of Federal support;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id2634bdbd-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/c/9\"><num value=\"9\">(9)</num><content> assess the impact, if any, of the increase in police resources on other components of the criminal justice system;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id2634bdbe-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/c/10\"><num value=\"10\">(10)</num><content> explain how the grant will be utilized to reorient the affected law enforcement agency’s mission toward community-oriented policing or enhance its involvement in or commitment to community-oriented policing; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id2634bdbf-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/c/11\"><num value=\"11\">(11)</num><content> provide assurances that the applicant will, to the extent practicable, seek, recruit, and hire members of racial and ethnic minority groups and women in order to increase their ranks within the sworn positions in the law enforcement agency.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id2634bdc0-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Special provisions</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id2634e4d1-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/d/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> Small jurisdictions</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">Notwithstanding any other provision of this subchapter, in relation to applications under this subchapter of units of local government or law enforcement agencies having jurisdiction over areas with populations of less than 50,000, the Attorney General may waive 1 or more of the requirements of subsection (c) and may otherwise make special provisions to facilitate the expedited submission, processing, and approval of such applications.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id2634e4d2-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s10382/d/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Small grant amount</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">Notwithstanding any other provision of this subchapter, in relation to applications under <ref href=\"/us/usc/t34/s10381/b\">section 10381(b) of this title</ref> for grants of less than $1,000,000, the Attorney General may waive 1 or more of the requirements of subsection (c) and may otherwise make special provisions to facilitate the expedited submission, processing, and approval of such
