<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id26505c08-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631"><num value="10631">§ 10631.</num><heading> Adult and juvenile offender State and local reentry demonstration projects</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26505c09-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/a"><num value="a" class="bold">(a)</num><heading class="bold"> Grant authorization</heading><content><p style="-uslm-lc:I11" class="indent0">The Attorney General shall make grants to States, local governments, territories, or Indian tribes, or any combination thereof (in this section referred to as an “eligible entity”), in partnership with interested persons (including Federal corrections and supervision agencies), service providers, and nonprofit organizations for the purpose of strategic planning and implementation of adult and juvenile offender reentry projects.</p>
</content>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26505c0a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/b"><num value="b" class="bold">(b)</num><heading class="bold"> Adult offender reentry demonstration projects</heading><chapeau style="-uslm-lc:I11" class="indent0">Funds for adult offender demonstration projects may be expended for—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id2650831b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/b/1"><num value="1">(1)</num><content> providing offenders in prisons, jails, or juvenile facilities with educational, literacy, vocational, and job placement services to facilitate re-entry into the community;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2650831c-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/b/2"><num value="2">(2)</num><content> providing substance abuse treatment and services (including providing a full continuum of substance abuse treatment services that encompasses outpatient and comprehensive residential services and recovery);</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2650831d-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/b/3"><num value="3">(3)</num><content> providing coordinated supervision and comprehensive services for offenders upon release from prison, jail, or a juvenile facility, including housing and mental and physical health care to facilitate re-entry into the community, or reentry courts, and which, to the extent applicable, are provided by community-based entities (including coordinated reentry veteran-specific services for eligible veterans);</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2650831e-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/b/4"><num value="4">(4)</num><chapeau> providing programs that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id2650831f-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/b/4/A"><num value="A">(A)</num><content> encourage offenders to develop safe, healthy, and responsible family relationships and parent-child relationships; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26508320-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/b/4/B"><num value="B">(B)</num><content> involve the entire family unit in comprehensive reentry services (as appropriate to the safety, security, and well-being of the family and child);</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id26508321-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/b/5"><num value="5">(5)</num><content> encouraging the involvement of prison, jail, or juvenile facility mentors in the reentry process and enabling those mentors to remain in contact with offenders while in custody and after reentry into the community;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id26508322-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/b/6"><num value="6">(6)</num><content> providing victim-appropriate services, encouraging the timely and complete payment of restitution and fines by offenders to victims, and providing services such as security and counseling to victims upon release of offenders;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id26508323-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/b/7"><num value="7">(7)</num><content> protecting communities against dangerous offenders by using validated assessment tools to assess the risk factors of returning inmates and developing or adopting procedures to ensure that dangerous felons are not released from prison prematurely; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id26508324-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/b/8"><num value="8">(8)</num><content> promoting employment opportunities consistent with the Transitional Jobs strategy (as defined in <ref href="/us/usc/t34/s60502">section 60502 of this title</ref>).</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id2650aa35-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/c"><num value="c" class="bold">(c)</num><heading class="bold"> Juvenile offender reentry demonstration projects</heading><content><p style="-uslm-lc:I11" class="indent0">Funds for the juvenile offender reentry demonstration projects may be expended for any activity described in subsection (b).</p>
</content>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id2650aa36-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/d"><num value="d" class="bold">(d)</num><heading class="bold"> Combined grant application; priority consideration</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2650aa37-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/d/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">The Attorney General shall develop a procedure to allow applicants to submit a single application for a planning grant under subsection (e) and an implementation grant under subsection (f).</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2650aa38-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/d/2"><num value="2" class="bold">(2)</num><heading class="bold"> Priority consideration</heading><chapeau style="-uslm-lc:I12" class="indent1">The Attorney General shall give priority consideration to grant applications under subsections (e) and (f) that include a commitment by the applicant to partner with a local evaluator to identify and analyze data that will—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id2650aa39-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/d/2/A"><num value="A">(A)</num><content> enable the grantee to target the intended offender population; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2650aa3a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/d/2/B"><num value="B">(B)</num><content> serve as a baseline for purposes of the evaluation.</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id2650aa3b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/e"><num value="e" class="bold">(e)</num><heading class="bold"> Planning grants</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2650aa3c-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/e/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I12" class="indent1">Except as provided in paragraph (3), the Attorney General may make a grant to an eligible entity of not more than $75,000 to develop a strategic, collaborative plan for an adult or juvenile offender reentry demonstration project as described in subsection (h) that includes—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id2650aa3d-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/e/1/A"><num value="A">(A)</num><content> a budget and a budget justification;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2650aa3e-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/e/1/B"><num value="B">(B)</num><content> a description of the outcome measures that will be used to measure the effectiveness of the program in promoting public safety and public health;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2650aa3f-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/e/1/C"><num value="C">(C)</num><content> the activities proposed;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2650aa40-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/e/1/D"><num value="D">(D)</num><content> a schedule for completion of the activities described in subparagraph (C); and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2650aa41-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/e/1/E"><num value="E">(E)</num><content> a description of the personnel necessary to complete the activities described in subparagraph (C).</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2650aa42-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/e/2"><num value="2" class="bold">(2)</num><heading class="bold"> Maximum total grants and geographic diversity</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id2650aa43-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/e/2/A"><num value="A" class="bold">(A)</num><heading class="bold"> Maximum amount</heading><content><p style="-uslm-lc:I13" class="indent2">The Attorney General may not make initial planning grants and implementation grants to 1 eligible entity in a total amount that is more than a $1,000,000.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id2650d154-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/e/2/B"><num value="B" class="bold">(B)</num><heading class="bold"> Geographic diversity</heading><content><p style="-uslm-lc:I13" class="indent2">The Attorney General shall make every effort to ensure equitable geographic distribution of grants under this section and take into consideration the needs of underserved populations, including rural and tribal communities.</p>
</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2650d155-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/e/3"><num value="3" class="bold">(3)</num><heading class="bold"> Period of grant</heading><content><p style="-uslm-lc:I12" class="indent1">A planning grant made under this subsection shall be for a period of not longer than 1 year, beginning on the first day of the month in which the planning grant is made.</p>
</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id2650d156-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f"><num value="f" class="bold">(f)</num><heading class="bold"> Implementation grants</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2650d157-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/1"><num value="1" class="bold">(1)</num><heading class="bold"> Applications</heading><chapeau style="-uslm-lc:I12" class="indent1">An eligible entity desiring an implementation grant under this subsection shall submit to the Attorney General an application that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id2650d158-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/1/A"><num value="A">(A)</num><content> contains a reentry strategic plan as described in subsection (h), which describes the long-term strategy and incorporates a detailed implementation schedule, including the plans of the applicant to fund the program after Federal funding is discontinued;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2650d159-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/1/B"><num value="B">(B)</num><content> identifies the local government role and the role of governmental agencies and nonprofit organizations that will be coordinated by, and that will collaborate on, the offender reentry strategy of the applicant, and certifies the involvement of such agencies and organizations;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2650d15a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/1/C"><num value="C">(C)</num><content> describes the evidence-based methodology and outcome measures that will be used to evaluate the program funded with a grant under this subsection, and specifically explains how such measurements will provide valid measures of the impact of that program; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2650d15b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/1/D"><num value="D">(D)</num><content> describes how the project could be broadly replicated if demonstrated to be effective.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2650d15c-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/2"><num value="2" class="bold">(2)</num><heading class="bold"> Requirements</heading><chapeau style="-uslm-lc:I12" class="indent1">The Attorney General may make a grant to an applicant under this subsection only if the application—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id2650d15d-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/2/A"><num value="A">(A)</num><content> reflects explicit support of the chief executive officer, or their designee, of the State, unit of local government, territory, or Indian tribe applying for a grant under this subsection;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2650f86e-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/2/B"><num value="B">(B)</num><content> provides discussion of the role of Federal corrections, State corrections departments, community corrections agencies, juvenile justice systems, and tribal or local jail systems in ensuring successful reentry of offenders into their communities;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2650f86f-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/2/C"><num value="C">(C)</num><content> provides evidence of collaboration with State, local, or tribal government agencies overseeing health, housing, child welfare, education, substance abuse, victims services, and employment services, and with local law enforcement agencies;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2650f870-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/2/D"><num value="D">(D)</num><content> provides a plan for analysis of the statutory, regulatory, rules-based, and practice-based hurdles to reintegration of offenders into the community;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2650f871-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/2/E"><num value="E">(E)</num><content> includes the use of a State, local, territorial, or tribal task force, described in subsection (i), to carry out the activities funded under the grant;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2650f872-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/2/F"><num value="F">(F)</num><content> provides a plan for continued collaboration with a local evaluator as necessary to meeting the requirements under subsection (h); and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2650f873-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/2/G"><num value="G">(G)</num><content> demonstrates that the applicant participated in the planning grant process or engaged in comparable planning for the reentry project.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2650f874-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3"><num value="3" class="bold">(3)</num><heading class="bold"> Priority considerations</heading><chapeau style="-uslm-lc:I12" class="indent1">The Attorney General shall give priority to grant applications under this subsection that best—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id2650f875-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/A"><num value="A">(A)</num><content> focus initiative on geographic areas with a disproportionate population of offenders released from prisons, jails, and juvenile facilities;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2650f876-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/B"><num value="B">(B)</num><chapeau> include—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id2650f877-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/B/i"><num value="i">(i)</num><content> input from nonprofit organizations, in any case where relevant input is available and appropriate to the grant application;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id2650f878-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/B/ii"><num value="ii">(ii)</num><content> consultation with crime victims and offenders who are released from prisons, jails, and juvenile facilities;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id2650f879-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/B/iii"><num value="iii">(iii)</num><content> coordination with families of offenders;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id2650f87a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/B/iv"><num value="iv">(iv)</num><content> input, where appropriate, from the juvenile justice coordinating council of the region;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id2650f87b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/B/v"><num value="v">(v)</num><content> input, where appropriate, from the reentry coordinating council of the region; or</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26511f8c-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/B/vi"><num value="vi">(vi)</num><content> input, where appropriate, from other interested persons;</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26511f8d-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/C"><num value="C">(C)</num><chapeau> demonstrate effective case assessment and management abilities in order to provide comprehensive and continuous reentry, including—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id26511f8e-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/C/i"><num value="i">(i)</num><content> planning for prerelease transitional housing and community release that begins upon admission for juveniles and jail inmates, and, as appropriate, for prison inmates, depending on the length of the sentence;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26511f8f-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/C/ii"><num value="ii">(ii)</num><content> establishing prerelease planning procedures to ensure that the eligibility of an offender for Federal, tribal, or State benefits upon release is established prior to release, subject to any limitations in law, and to ensure that offenders obtain all necessary referrals for reentry services, including assistance identifying and securing suitable housing; or</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26511f90-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/C/iii"><num value="iii">(iii)</num><content> delivery of continuous and appropriate mental health services, drug treatment, medical care, job training and placement, educational services, vocational services, and any other service or support needed for reentry;</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26511f91-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/D"><num value="D">(D)</num><content> review the process by which the applicant adjudicates violations of parole, probation, or supervision following release from prison, jail, or a juvenile facility, taking into account public safety and the use of graduated, community-based sanctions for minor and technical violations of parole, probation, or supervision (specifically those violations that are not otherwise, and independently, a violation of law);</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26511f92-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/E"><num value="E">(E)</num><content> provide for an independent evaluation of reentry programs that include, to the maximum extent possible, random assignment and controlled studies to determine the effectiveness of such programs;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26511f93-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/F"><num value="F">(F)</num><content> target moderate and high-risk offenders for reentry programs through validated assessment tools; or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26511f94-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/3/G"><num value="G">(G)</num><content> target offenders with histories of homelessness, substance abuse, or mental illness, including a prerelease assessment of the housing status of the offender and behavioral health needs of the offender with clear coordination with mental health, substance abuse, and homelessness services systems to achieve stable and permanent housing outcomes with appropriate support service.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id265146a5-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/4"><num value="4" class="bold">(4)</num><heading class="bold"> Period of grant</heading><chapeau style="-uslm-lc:I12" class="indent1">A grant made under this subsection shall be effective for a 2-year period—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id265146a6-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/4/A"><num value="A">(A)</num><content> beginning on the date on which the planning grant awarded under subsection (e) concludes; or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id265146a7-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/f/4/B"><num value="B">(B)</num><content> in the case of an implementation grant awarded to an eligible entity that did not receive a planning grant, beginning on the date on which the implementation grant is awarded.</content>
</subparagraph>

</subsection>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id265146af-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/h"><num value="h" class="bold">(h)</num><heading class="bold"> Reentry strategic plan</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id265146b0-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/h/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I12" class="indent1">As a condition of receiving financial assistance under subsection (f), each application shall develop a comprehensive reentry strategic plan that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id265146b1-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/h/1/A"><num value="A">(A)</num><content> contains a plan to assess inmate reentry needs and measurable annual and 3-year performance outcomes;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id265146b2-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/h/1/B"><num value="B">(B)</num><content> uses, to the maximum extent possible, randomly assigned and controlled studies, or rigorous quasi-experimental studies with matched comparison groups, to determine the effectiveness of the program funded with a grant under subsection (f); and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26516dc3-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/h/1/C"><num value="C">(C)</num><content> includes as a goal of the plan to reduce the rate of recidivism for offenders released from prison, jail or a juvenile facility with funds made available under subsection (f).</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26516dc4-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/h/2"><num value="2" class="bold">(2)</num><heading class="bold"> Local evaluator</heading><content><p style="-uslm-lc:I12" class="indent1">A partnership with a local evaluator described in subsection (d)(2) shall require the local evaluator to use the baseline data and target population characteristics developed under a subsection (e) planning grant to derive a target goal for recidivism reduction during the 3-year period beginning on the date of implementation of the program.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26516dc5-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/h/3"><num value="3" class="bold">(3)</num><heading class="bold"> Coordination</heading><content><p style="-uslm-lc:I12" class="indent1">In developing a reentry plan under this subsection, an applicant shall coordinate with communities and stakeholders, including persons in the fields of public safety, juvenile and adult corrections, housing, health, education, substance abuse, children and families, victims services, employment, and business and members of nonprofit organizations that can provide reentry services.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26516dc6-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/h/4"><num value="4" class="bold">(4)</num><heading class="bold"> Measurements of progress</heading><content><p style="-uslm-lc:I12" class="indent1">Each reentry plan developed under this subsection shall measure the progress of the applicant toward increasing public safety by reducing rates of recidivism and enabling released offenders to transition successfully back into their communities.</p>
</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26516dc7-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/i"><num value="i" class="bold">(i)</num><heading class="bold"> Reentry Task Force</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26516dc8-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/i/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I12" class="indent1">As a condition of receiving financial assistance under subsection (f), each applicant shall establish or empower a Reentry Task Force, or other relevant convening authority, to—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id26516dc9-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/i/1/A"><num value="A">(A)</num><content> examine ways to pool resources and funding streams to promote lower recidivism rates for returning offenders and minimize the harmful effects of offenders’ time in prison, jail, or a juvenile facility on families and communities of offenders by collecting data and best practices in offender reentry from demonstration grantees and other agencies and organizations; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26516dca-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/i/1/B"><num value="B">(B)</num><content> provide the analysis described in subsection (f)(2)(D).</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26516dcb-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/i/2"><num value="2" class="bold">(2)</num><heading class="bold"> Membership</heading><chapeau style="-uslm-lc:I12" class="indent1">The task force or other authority under this subsection shall be comprised of—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id26516dcc-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/i/2/A"><num value="A">(A)</num><content> relevant State, Tribal, territorial, or local leaders; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id265194dd-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/i/2/B"><num value="B">(B)</num><chapeau> representatives of relevant—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id265194de-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/i/2/B/i"><num value="i">(i)</num><content> agencies;</content>

<clause style="-uslm-lc:I14" class="indent3" id="id265194df-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/i/2/B/ii"><num value="ii">(ii)</num><content> service providers;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id265194e0-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/i/2/B/iii"><num value="iii">(iii)</num><content> nonprofit organizations; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id265194e1-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/i/2/B/iv"><num value="iv">(iv)</num><content> stakeholders.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id265194e2-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j"><num value="j" class="bold">(j)</num><heading class="bold"> Strategic performance outcomes</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id265194e3-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">Each applicant for an implementation grant under subsection (f) shall identify in the reentry strategic plan developed under subsection (h), specific performance outcomes relating to the long-term goals of increasing public safety and reducing recidivism.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id265194e4-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2"><num value="2" class="bold">(2)</num><heading class="bold"> Performance outcomes</heading><chapeau style="-uslm-lc:I12" class="indent1">The performance outcomes identified under paragraph (1) shall include, with respect to offenders released back into the community—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id265194e5-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2/A"><num value="A">(A)</num><content> reduction in recidivism rates, which shall be reported in accordance with the measure selected by the Director of the Bureau of Justice Statistics under section 60541(d)(3)(B) <ref class="footnoteRef" idref="fn002051">1</ref><note type="footnote" id="fn002051"><num>1</num> See References in Text note below.</note> of this title;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id265194e6-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2/B"><num value="B">(B)</num><content> reduction in crime;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id265194e7-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2/C"><num value="C">(C)</num><content> increased employment and education opportunities;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id265194e8-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2/D"><num value="D">(D)</num><content> reduction in violations of conditions of supervised release;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id265194e9-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2/E"><num value="E">(E)</num><content> increased payment of child support, where appropriate;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id265194ea-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2/F"><num value="F">(F)</num><content> increased number of staff trained to administer reentry services;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id265194eb-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2/G"><num value="G">(G)</num><content> increased proportion of individuals served by the program among those eligible to receive services;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id265194ec-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2/H"><num value="H">(H)</num><content> increased number of individuals receiving risk screening needs assessment, and case planning services;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id265194ed-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2/I"><num value="I">(I)</num><content> increased enrollment in, and completion of treatment services, including substance abuse and mental health services among those assessed as needing such services;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id265194ee-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2/J"><num value="J">(J)</num><content> increased enrollment in and degrees earned from educational programs, including high school, GED, vocational training, and college education;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2651bbff-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2/K"><num value="K">(K)</num><content> increased number of individuals obtaining and retaining employment;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2651bc00-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2/L"><num value="L">(L)</num><content> increased number of individuals obtaining and maintaining housing;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2651bc01-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2/M"><num value="M">(M)</num><content> increased self-reports of successful community living, including stability of living situation and positive family relationships;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2651bc02-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2/N"><num value="N">(N)</num><content> reduction in drug and alcohol use; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2651bc03-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/2/O"><num value="O">(O)</num><content> reduction in recidivism rates for individuals receiving reentry services after release, as compared to either baseline recidivism rates in the jurisdiction of the grantee or recidivism rates of the control or comparison group.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2651bc04-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/3"><num value="3" class="bold">(3)</num><heading class="bold"> Other outcomes</heading><content><p style="-uslm-lc:I12" class="indent1">A grantee under this section may include in the reentry strategic plan developed under subsection (h) other performance outcomes that increase the success rates of offenders who transition from prison, jails, or juvenile facilities, including a cost-benefit analysis to determine the cost effectiveness of the reentry program.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2651bc05-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/4"><num value="4" class="bold">(4)</num><heading class="bold"> Coordination</heading><content><p style="-uslm-lc:I12" class="indent1">A grantee under subsection (f) shall coordinate with communities and stakeholders about the selection of performance outcomes identified by the applicant, and shall consult with the Attorney General for assistance with data collection and measurement activities as provided for in the grant application materials.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2651bc06-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/5"><num value="5" class="bold">(5)</num><heading class="bold"> Report</heading><chapeau style="-uslm-lc:I12" class="indent1">Each grantee under subsection (f) shall submit to the Attorney General an annual report that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id2651bc07-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/5/A"><num value="A">(A)</num><content> identifies the progress of the grantee toward achieving its strategic performance outcomes; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2651bc08-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/j/5/B"><num value="B">(B)</num><content> describes other activities conducted by the grantee to increase the success rates of the reentry population, such as programs that foster effective risk management and treatment programming, offender accountability, and community and victim participation.</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id2651bc09-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/k"><num value="k" class="bold">(k)</num><heading class="bold"> Performance measurement</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2651bc0a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/k/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><chapeau style="-uslm-lc:I12" class="indent1">The Attorney General, in consultation with grantees under subsection (f), shall—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id2651bc0b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/k/1/A"><num value="A">(A)</num><content> identify primary and secondary sources of information to support the measurement of the performance indicators identified under subsection (f);</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2651e21c-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/k/1/B"><num value="B">(B)</num><content> identify sources and methods of data collection in support of performance measurement required under subsection (f);</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2651e21d-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/k/1/C"><num value="C">(C)</num><content> provide to all grantees technical assistance and training on performance measures and data collection for purposes of subsection (f); and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2651e21e-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/k/1/D"><num value="D">(D)</num><content> consult with the Substance Abuse and Mental Health Services Administration and the National Institute on Drug Abuse on strategic performance outcome measures and data collection for purposes of subsection (f) relating to substance abuse and mental health.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2651e21f-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/k/2"><num value="2" class="bold">(2)</num><heading class="bold"> Coordination</heading><content><p style="-uslm-lc:I12" class="indent1">The Attorney General shall coordinate with other Federal agencies to identify national and other sources of information to support performance measurement of grantees.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2651e220-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/k/3"><num value="3" class="bold">(3)</num><heading class="bold"> Standards for analysis</heading><content><p style="-uslm-lc:I12" class="indent1">Any statistical analysis of population data conducted pursuant to this section shall be conducted in accordance with the Federal Register Notice dated <date date="1997-10-30">October 30, 1997</date>, relating to classification standards.</p>
</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id2651e221-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/l"><num value="l" class="bold">(l)</num><heading class="bold"> Future eligibility</heading><chapeau style="-uslm-lc:I11" class="indent0">To be eligible to receive a grant under this section in any fiscal year after the fiscal year in which a grantee receives a grant under this section, a grantee shall submit to the Attorney General such information as is necessary to demonstrate that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id2651e222-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/l/1"><num value="1">(1)</num><content> the grantee has adopted a reentry plan that reflects input from nonprofit organizations, in any case where relevant input is available and appropriate to the grant application;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2651e223-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/l/2"><num value="2">(2)</num><content> the reentry plan of the grantee includes performance measures to assess progress of the grantee toward a 10 percent reduction in the rate of recidivism over a 2-year period beginning on the date on which the most recent implementation grant is made to the grantee under subsection (f);</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2651e224-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/l/3"><num value="3">(3)</num><content> the grantee will coordinate with the Attorney General, nonprofit organizations (if relevant input from nonprofit organizations is available and appropriate), and other experts regarding the selection and implementation of the performance measures described in subsection (k); and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2651e225-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/l/4"><num value="4">(4)</num><content> the grantee has made adequate progress, as determined by the Attorney General, toward reducing the rate of recidivism by 10 percent during the 2-year period described in paragraph (2).</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26520936-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/m"><num value="m" class="bold">(m)</num><heading class="bold"> National Adult and Juvenile Offender Reentry Resource Center</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26520937-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/m/1"><num value="1" class="bold">(1)</num><heading class="bold"> Authority</heading><content><p style="-uslm-lc:I12" class="indent1">The Attorney General may, using amounts made available to carry out this subsection, make a grant to an eligible organization to provide for the establishment of a National Adult and Juvenile Offender Reentry Resource Center.</p>
</content>
</paragraph>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26520939-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/m/3"><num value="3" class="bold">(3)</num><heading class="bold"> Use of funds</heading><chapeau style="-uslm-lc:I12" class="indent1">The organization receiving a grant under paragraph (1) shall establish a National Adult and Juvenile Offender Reentry Resource Center to—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id2652093a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/m/3/A"><num value="A">(A)</num><content> provide education, training, and technical assistance for States, tribes, territories, local governments, service providers, nonprofit organizations, and corrections institutions;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2652093b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/m/3/B"><num value="B">(B)</num><content> collect data and best practices in offender reentry from demonstration grantees and others agencies and organizations;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2652093c-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/m/3/C"><num value="C">(C)</num><content> develop and disseminate evaluation tools, mechanisms, and measures to better assess and document coalition performance measures and outcomes;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2652093d-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/m/3/D"><num value="D">(D)</num><content> disseminate information to States and other relevant entities about best practices, policy standards, and research findings;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2652093e-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/m/3/E"><num value="E">(E)</num><content> develop and implement procedures to assist relevant authorities in determining when release is appropriate and in the use of data to inform the release decision;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2652093f-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/m/3/F"><num value="F">(F)</num><content> develop and implement procedures to identify efficiently and effectively those violators of probation, parole, or supervision following release from prison, jail, or a juvenile facility who should be returned to prisons, jails, or juvenile facilities and those who should receive other penalties based on defined, graduated sanctions;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26520940-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/m/3/G"><num value="G">(G)</num><content> collaborate with the Interagency Task Force on Federal Programs and Activities Relating to the Reentry of Offenders Into the Community, and the Federal Resource Center for Children of Prisoners;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26523051-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/m/3/H"><num value="H">(H)</num><content> develop a national reentry research agenda; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26523052-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/m/3/I"><num value="I">(I)</num><content> establish a database to enhance the availability of information that will assist offenders in areas including housing, employment, counseling, mentoring, medical and mental health services, substance abuse treatment, transportation, and daily living skills.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26523053-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/m/4"><num value="4" class="bold">(4)</num><heading class="bold"> Limit</heading><content><p style="-uslm-lc:I12" class="indent1">Of amounts made available to carry out this section, not more than 4 percent of the authorized level shall be available to carry out this subsection.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26523054-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/n"><num value="n" class="bold">(n)</num><heading class="bold"> Administration</heading><chapeau style="-uslm-lc:I11" class="indent0">Of amounts made available to carry out this section—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id26523055-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/n/1"><num value="1">(1)</num><content> not more than 2 percent of the authorized level shall be available for administrative expenses in carrying out this section; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id26523056-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/n/2"><num value="2">(2)</num><chapeau> not more than 2 percent of the authorized level shall be made available to the National Institute of Justice to evaluate the effectiveness of the demonstration projects funded under this section, using a methodology that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id26523057-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/n/2/A"><num value="A">(A)</num><content> includes, to the maximum extent feasible, random assignment of offenders (or entities working with such persons) to program delivery and control groups; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26523058-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/n/2/B"><num value="B">(B)</num><content> generates evidence on which reentry approaches and strategies are most effective.</content>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26523059-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/o"><num value="o" class="bold">(o)</num><heading class="bold"> Authorization of appropriations</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2652305a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/o/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">To carry out this section, there are authorized to be appropriated $35,000,000 for each of fiscal years 2019 through 2023.</p>

<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id2652305d-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/o/2/B"><num value="B" class="bold">(B)</num><heading class="bold"> Equitable distribution</heading><content><p style="-uslm-lc:I13" class="indent2">The Attorney General shall ensure that grants awarded under this section are equitably distributed among the geographical regions and between urban and rural populations, including Indian Tribes, consistent with the objective of reducing recidivism among criminal offenders.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id2652576e-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/p"><num value="p" class="bold">(p)</num><heading class="bold"> Definition</heading><chapeau style="-uslm-lc:I11" class="indent0">In this section, the term “reentry court” means a program that—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id2652576f-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/p/1"><num value="1">(1)</num><content> monitors juvenile and adult eligible offenders reentering the community;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id26525770-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/p/2"><num value="2">(2)</num><content> provides continual judicial supervision;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id26525771-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/p/3"><num value="3">(3)</num><chapeau> provides juvenile and adult eligible offenders reentering the community with coordinated and comprehensive reentry services and programs, such as—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id26525772-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/p/3/A"><num value="A">(A)</num><content> drug and alcohol testing and assessment for treatment;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26525773-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/p/3/B"><num value="B">(B)</num><content> assessment for substance abuse from a substance abuse professional who is approved by the State or Indian tribe and licensed by the appropriate entity to provide alcohol and drug addiction treatment, as appropriate;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26525774-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/p/3/C"><num value="C">(C)</num><content> substance abuse treatment, including medication-assisted treatment, from a provider that is approved by the State or Indian tribe, and licensed, if necessary, to provide medical and other health services;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26525775-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/p/3/D"><num value="D">(D)</num><content> health (including mental health) services and assessment;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26525776-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/p/3/E"><num value="E">(E)</num><chapeau> aftercare and case management services that—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id26525777-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/p/3/E/i"><num value="i">(i)</num><content> facilitate access to clinical care and related health services; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26525778-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/p/3/E/ii"><num value="ii">(ii)</num><content> coordinate with such clinical care and related health services; and</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26525779-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/p/3/F"><num value="F">(F)</num><content> any other services needed for reentry;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2652577a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/p/4"><num value="4">(4)</num><content> convenes community impact panels, victim impact panels, or victim impact educational classes;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2652577b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/p/5"><num value="5">(5)</num><chapeau> provides and coordinates the delivery of community services to juvenile and adult eligible offenders, including—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id2652577c-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10631/p/5/A"><num value="A">(A)</num><content> housing assistance;</content>
</subparagraph>
