<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id265b58aa-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10707"><num value="10707">§ 10707.</num><heading> Evaluation of performance of Department of Justice programs</heading><paragraph style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id265b58ab-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10707/1"><num value="1" class="bold">(1)</num><heading class="bold"> Evaluation of Justice Department Comprehensive Opioid Abuse Grant Program</heading><content><p style="-uslm-lc:I11" class="indent0">Not later than 5 years after <date date="2016-07-22">July 22, 2016</date>, the Attorney General shall complete an evaluation of the effectiveness of the Comprehensive Opioid Abuse Grant Program under part LL of title I of the Omnibus Crime Control and Safe Streets Act of 1968 [<ref href="/us/usc/t34/s10701">34 U.S.C. 10701</ref> et seq.] administered by the Department of Justice based upon the information reported under paragraph (4).</p>

<paragraph style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id265b7fbc-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10707/2"><num value="2" class="bold">(2)</num><heading class="bold"> Interim evaluation</heading><content><p style="-uslm-lc:I11" class="indent0">Not later than 3 years after <date date="2016-07-22">July 22, 2016</date>, the Attorney General shall complete an interim evaluation assessing the nature and extent of the incidence of opioid abuse and illegal opioid distribution in the United States.</p>

<paragraph style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id265b7fbd-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10707/3"><num value="3" class="bold">(3)</num><heading class="bold"> Metrics and outcomes for evaluation</heading><content><p style="-uslm-lc:I11" class="indent0">Not later than 180 days after <date date="2016-07-22">July 22, 2016</date>, the Attorney General shall identify outcomes that are to be achieved by activities funded by the Comprehensive Opioid Abuse Grant Program and the metrics by which the achievement of such outcomes shall be determined.</p>

<paragraph style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id265b7fbe-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10707/4"><num value="4" class="bold">(4)</num><heading class="bold"> Metrics data collection</heading><content><p style="-uslm-lc:I11" class="indent0">The Attorney General shall require grantees under the Comprehensive Opioid Abuse Grant Program (and those receiving subawards under section 3021(b) of part LL of title I of the Omnibus Crime Control and Safe Streets Act of 1968 [<ref href="/us/usc/t34/s10701/b">34 U.S.C. 10701(b)</ref>]) to collect and annually report to the Department of Justice data based upon the metrics identified under paragraph (3).</p>

<paragraph style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id265b7fbf-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10707/5"><num value="5" class="bold">(5)</num><heading class="bold"> Publication of data and findings</heading><subparagraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id265b7fc0-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10707/5/A"><num value="A" class="bold">(A)</num><heading class="bold"> Publication of outcomes and metrics</heading><content><p style="-uslm-lc:I12" class="indent1">The Attorney General shall, not later than 30 days after completion of the requirement under paragraph (3), publish the outcomes and metrics identified under that paragraph.</p>

<subparagraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id265b7fc1-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10707/5/B"><num value="B" class="bold">(B)</num><heading class="bold"> Publication of evaluation</heading><content><p style="-uslm-lc:I12" class="indent1">In the case of the interim evaluation under paragraph (2), and the final evaluation under paragraph (1), the entity conducting the evaluation shall, not later than 90 days after such an evaluation is completed, publish the results of such evaluation and issue a report on such evaluation to the Committee on the Judiciary of the House of Representatives and the Committee on the Judiciary of the Senate. Such report shall also be published along with the data used to make such evaluation.</p>

<paragraph style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id265b7fc2-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10707/6"><num value="6" class="bold">(6)</num><heading class="bold"> Independent evaluation</heading><chapeau style="-uslm-lc:I11" class="indent0">For purposes of paragraphs (1), (2), and (3), the Attorney General shall—</chapeau><subparagraph style="-uslm-lc:I12" class="indent1" id="id265b7fc3-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10707/6/A"><num value="A">(A)</num><content> enter into an arrangement with the National Academy of Sciences; or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="id265ba6d4-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s10707/6/B"><num value="B">(B)</num><content> enter into a contract or cooperative agreement with an entity that is not an agency of the Federal Government, and is qualified to conduct and evaluate research pertaining to opioid use and abuse, and draw conclusions about overall opioid use and abuse on the basis of that research.</content>
