and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id267967e7-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/1/B\"><num value=\"B\">(B)</num><chapeau> may include—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id267967e8-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/1/B/i\"><num value=\"i\">(i)</num><content> individual, family, group, and peer counseling;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id267967e9-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/1/B/ii\"><num value=\"ii\">(ii)</num><content> drop-in services;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id267967ea-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/1/B/iii\"><num value=\"iii\">(iii)</num><content> assistance to runaway and homeless youth in rural areas (including the development of community support groups);</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id267967eb-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/1/B/iv\"><num value=\"iv\">(iv)</num><content> information and training relating to the illicit use of drugs by runaway and homeless youth, to individuals involved in providing services to such youth; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id267967ec-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/1/B/v\"><num value=\"v\">(v)</num><content> activities to improve the availability of local drug abuse prevention services to runaway and homeless youth.</content>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id267967ed-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Home-based services</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “home-based services”—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id267967ee-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/2/A\"><num value=\"A\">(A)</num><chapeau> means services provided to youth and their families for the purpose of—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id26798eff-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/2/A/i\"><num value=\"i\">(i)</num><content> preventing such youth from running away, or otherwise becoming separated, from their families; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id26798f00-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/2/A/ii\"><num value=\"ii\">(ii)</num><content> assisting runaway youth to return to their families; and</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id26798f01-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/2/B\"><num value=\"B\">(B)</num><chapeau> includes services that are provided in the residences of families (to the extent practicable), including—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id26798f02-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/2/B/i\"><num value=\"i\">(i)</num><content> intensive individual and family counseling; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id26798f03-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/2/B/ii\"><num value=\"ii\">(ii)</num><content> training relating to life skills and parenting.</content>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id26798f04-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/3\"><num value=\"3\" class=\"bold\">(3)</num><heading class=\"bold\"> Homeless youth</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “homeless”, used with respect to a youth, means an individual—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id26798f05-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/3/A\"><num value=\"A\">(A)</num><chapeau> who is—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id26798f06-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/3/A/i\"><num value=\"i\">(i)</num><content> less than 21 years of age, or, in the case of a youth seeking shelter in a center under part A, less than 18 years of age, or is less than a higher maximum age if the State where the center is located has an applicable State or local law (including a regulation) that permits such higher maximum age in compliance with licensure requirements for child-and youth-serving <ref class=\"footnoteRef\" idref=\"fn002071\">1</ref><note type=\"footnote\" id=\"fn002071\"><num>1</num> So in original.</note> facilities; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id26798f07-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/3/A/ii\"><num value=\"ii\">(ii)</num><chapeau> for the purposes of part B, not less than 16 years of age and either—</chapeau><subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id26798f08-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/3/A/ii/I\"><num value=\"I\">(I)</num><content> less than 22 years of age; or</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id26798f09-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/3/A/ii/II\"><num value=\"II\">(II)</num><content> not less than 22 years of age, as of the expiration of the maximum period of stay permitted under <ref href=\"/us/usc/t34/s11222/a/2\">section 11222(a)(2) of this title</ref> if such individual commences such stay before reaching 22 years of age;</content>\n</subclause>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id26798f0a-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/3/B\"><num value=\"B\">(B)</num><content> for whom it is not possible to live in a safe environment with a relative; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id26798f0b-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/3/C\"><num value=\"C\">(C)</num><content> who has no other safe alternative living arrangement.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id2679b61c-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/4\"><num value=\"4\" class=\"bold\">(4)</num><heading class=\"bold\"> Runaway youth</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “runaway”, used with respect to a youth, means an individual who is less than 18 years of age and who absents himself or herself from home or a place of legal residence without the permission of a parent or legal guardian.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id2679b61d-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/5\"><num value=\"5\" class=\"bold\">(5)</num><heading class=\"bold\"> Street-based services</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “street-based services”—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id2679b61e-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/5/A\"><num value=\"A\">(A)</num><content> means services provided to runaway and homeless youth, and street youth, in areas where they congregate, designed to assist such youth in making healthy personal choices regarding where they live and how they behave; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id2679b61f-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/5/B\"><num value=\"B\">(B)</num><chapeau> may include—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id2679b620-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/5/B/i\"><num value=\"i\">(i)</num><content> identification of and outreach to runaway and homeless youth, and street youth;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id2679b621-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/5/B/ii\"><num value=\"ii\">(ii)</num><content> crisis intervention and counseling;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id2679b622-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/5/B/iii\"><num value=\"iii\">(iii)</num><content> information and referral for housing;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id2679b623-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/5/B/iv\"><num value=\"iv\">(iv)</num><content> information and referral for transitional living and health care services;</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id2679b624-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/5/B/v\"><num value=\"v\">(v)</num><chapeau> advocacy, education, and prevention services related to—</chapeau><subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id2679b625-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/5/B/v/I\"><num value=\"I\">(I)</num><content> alcohol and drug abuse;</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id2679b626-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/5/B/v/II\"><num value=\"II\">(II)</num><content> sexual exploitation;</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id2679b627-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/5/B/v/III\"><num value=\"III\">(III)</num><content> sexually transmitted diseases, including human immunodeficiency virus (HIV); and</content>\n</subclause>\n<subclause style=\"-uslm-lc:I16\" class=\"indent4\" id=\"id2679dd38-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/5/B/v/IV\"><num value=\"IV\">(IV)</num><content> physical and sexual assault.</content>\n</subclause>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id2679dd39-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/6\"><num value=\"6\" class=\"bold\">(6)</num><heading class=\"bold\"> Street youth</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “street youth” means an individual who—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id2679dd3a-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/6/A\"><num value=\"A\">(A)</num><chapeau> is—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id2679dd3b-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/6/A/i\"><num value=\"i\">(i)</num><content> a runaway youth; or</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id2679dd3c-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/6/A/ii\"><num value=\"ii\">(ii)</num><content> indefinitely or intermittently a homeless youth; and</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id2679dd3d-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/6/B\"><num value=\"B\">(B)</num><content> spends a significant amount of time on the street or in other areas that increase the risk to such youth for sexual abuse, sexual exploitation, prostitution, or drug abuse.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id2679dd3e-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/7\"><num value=\"7\" class=\"bold\">(7)</num><heading class=\"bold\"> Transitional living youth project</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">The term “transitional living youth project” means a project that provides shelter and services designed to promote a transition to self-sufficient living and to prevent long-term dependency on social services.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id2679dd3f-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/8\"><num value=\"8\" class=\"bold\">(8)</num><heading class=\"bold\"> Youth at risk of separation from the family</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">The term “youth at risk of separation from the family” means an individual—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id2679dd40-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/8/A\"><num value=\"A\">(A)</num><content> who is less than 18 years of age; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id2679dd41-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/8/B\"><num value=\"B\">(B)</num><clause style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id2679dd42-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/8/B/i\"><num value=\"i\">(i)</num><content> who has a history of running away from the family of such individual;</content>\n</clause>\n<clause style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id2679dd43-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/8/B/ii\"><num value=\"ii\">(ii)</num><content> whose parent, guardian, or custodian is not willing to provide for the basic needs of such individual; or</content>\n</clause>\n<clause style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id2679dd44-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s11279/8/B/iii\"><num value=\"iii\">(iii)</num><content> who is at risk of entering the child welfare system or juvenile justice system as a result of the lack of services available to the family to meet such needs.</content>\n</clause>\n</subparagraph>\n</paragraph>\n<sourceCredit id=\"id2679dd45-0f21-11eb-9212-a1a9175aa019\">(<ref href=\"/us/pl/93/415/tIII/s387\">Pub.
