The criteria used by the Attorney General in promulgating such regulations shall ensure administrative efficiency and accountability in the expenditure of funds and execution of funded projects under this part.</p>\n<p style=\"-uslm-lc:I12\" role=\"listItem\" class=\"indent1\">“chronic high intensity crime area” means an area meeting criteria adopted by the Attorney General by regulation that, at a minimum, define areas with—</p>\n<p style=\"-uslm-lc:I13\" role=\"listItem\" class=\"indent2\">(A) consistently high rates of violent crime as reported in the Federal Bureau of Investigation’s “Uniform Crime Reports”, and</p>\n<p style=\"-uslm-lc:I13\" role=\"listItem\" class=\"indent2\">(B) chronically high rates of poverty as determined by the Bureau of the Census.</p>\n<p style=\"-uslm-lc:I12\" role=\"listItem\" class=\"indent1\">“State” means a State, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands.</p>\n</content><sourceCredit id=\"id15500603-8160-11e9-8f35-c624b526f388\">(<ref href=\"/us/pl/103/322/tIII/s30306\">Pub.
