<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id269665ac-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341"><num value="12341">§ 12341.</num><heading> Rural domestic violence, dating violence, sexual assault, stalking, and child abuse enforcement assistance</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id269665ad-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/a"><num value="a" class="bold">(a)</num><heading class="bold"> Purposes</heading><chapeau style="-uslm-lc:I11" class="indent0">The purposes of this section are—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id269665ae-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/a/1"><num value="1">(1)</num><chapeau> to identify, assess, and appropriately respond to child, youth, and adult victims of domestic violence, sexual assault, dating violence, and stalking in rural communities, by encouraging collaboration among—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id26968cbf-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/a/1/A"><num value="A">(A)</num><content> domestic violence, dating violence, sexual assault, and stalking victim service providers;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26968cc0-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/a/1/B"><num value="B">(B)</num><content> law enforcement agencies;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26968cc1-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/a/1/C"><num value="C">(C)</num><content> prosecutors;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26968cc2-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/a/1/D"><num value="D">(D)</num><content> courts;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26968cc3-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/a/1/E"><num value="E">(E)</num><content> other criminal justice service providers;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26968cc4-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/a/1/F"><num value="F">(F)</num><content> human and community service providers;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26968cc5-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/a/1/G"><num value="G">(G)</num><content> educational institutions; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26968cc6-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/a/1/H"><num value="H">(H)</num><content> health care providers, including sexual assault forensic examiners;</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id26968cc7-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/a/2"><num value="2">(2)</num><content> to establish and expand nonprofit, nongovernmental, State, tribal, territorial, and local government victim services in rural communities to child, youth, and adult victims; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id26968cc8-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/a/3"><num value="3">(3)</num><chapeau> to increase the safety and well-being of women and children in rural communities, by—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id26968cc9-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/a/3/A"><num value="A">(A)</num><content> dealing directly and immediately with domestic violence, sexual assault, dating violence, and stalking occurring in rural communities; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26968cca-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/a/3/B"><num value="B">(B)</num><content> creating and implementing strategies to increase awareness and prevent domestic violence, sexual assault, dating violence, and stalking.</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26968ccb-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/b"><num value="b" class="bold">(b)</num><heading class="bold"> Grants authorized</heading><chapeau style="-uslm-lc:I11" class="indent0">The Attorney General, acting through the Director of the Office on Violence Against Women (referred to in this section as the “Director”), may award grants to States, Indian tribes, local governments, and nonprofit, public or private entities, including tribal nonprofit organizations, to carry out programs serving rural areas or rural communities that address domestic violence, dating violence, sexual assault, and stalking by—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id26968ccc-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/b/1"><num value="1">(1)</num><content> implementing, expanding, and establishing cooperative efforts and projects among law enforcement officers, prosecutors, victim service providers, and other related parties to investigate and prosecute incidents of domestic violence, dating violence, sexual assault, and stalking, including developing multidisciplinary teams focusing on high risk cases with the goal of preventing domestic and dating violence homicides;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2696b3dd-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/b/2"><num value="2">(2)</num><content> providing treatment, counseling, advocacy, legal assistance, and other long-term and short-term victim and population specific services to adult and minor victims of domestic violence, dating violence, sexual assault, and stalking in rural communities, including assistance in immigration matters;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2696b3de-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/b/3"><num value="3">(3)</num><content> working in cooperation with the community to develop education and prevention strategies directed toward such issues; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2696b3df-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/b/4"><num value="4">(4)</num><content> developing, enlarging, or strengthening programs addressing sexual assault, including sexual assault forensic examiner programs, Sexual Assault Response Teams, law enforcement training, and programs addressing rape kit backlogs.</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2696b3e0-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/b/5"><num value="5">(5)</num><content> developing programs and strategies that focus on the specific needs of victims of domestic violence, dating violence, sexual assault, and stalking who reside in remote rural and geographically isolated areas, including addressing the challenges posed by the lack of access to shelters and victims services, and limited law enforcement resources and training, and providing training and resources to Community Health Aides involved in the delivery of Indian Health Service programs.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id2696b3e1-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/c"><num value="c" class="bold">(c)</num><heading class="bold"> Use of funds</heading><content><p style="-uslm-lc:I11" class="indent0">Funds appropriated pursuant to this section shall be used only for specific programs and activities expressly described in subsection (a).</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id2696b3e2-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/d"><num value="d" class="bold">(d)</num><heading class="bold"> Allotments and priorities</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2696b3e3-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/d/1"><num value="1" class="bold">(1)</num><heading class="bold"> Allotment for Indian tribes</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id2696b3e4-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/d/1/A"><num value="A" class="bold">(A)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I13" class="indent2">Not less than 10 percent of the total amount available under this section for each fiscal year shall be available for grants under the program authorized by <ref href="/us/usc/t34/s10452">section 10452 of this title</ref>.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2696b3e6-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/d/2"><num value="2" class="bold">(2)</num><heading class="bold"> Allotment for sexual assault</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id2696b3e7-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/d/2/A"><num value="A" class="bold">(A)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I13" class="indent2">Not less than 25 percent of the total amount appropriated in a fiscal year under this section shall fund services that meaningfully address sexual assault in rural communities, however at such time as the amounts appropriated reach the amount of $45,000,000, the percentage allocated shall rise to 30 percent of the total amount appropriated, at such time as the amounts appropriated reach the amount of $50,000,000, the percentage allocated shall rise to 35 percent of the total amount appropriated, and at such time as the amounts appropriated reach the amount of $55,000,000, the percentage allocated shall rise to 40 percent of the amounts appropriated.</p>

</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id2696daf8-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/d/2/B"><num value="B" class="bold">(B)</num><heading class="bold"> Multiple purpose applications</heading><content><p style="-uslm-lc:I13" class="indent2">Nothing in this section shall prohibit any applicant from applying for funding to address sexual assault, domestic violence, stalking, or dating violence in the same application.</p>

</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2696daf9-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/d/3"><num value="3" class="bold">(3)</num><heading class="bold"> Allotment for technical assistance</heading><content><p style="-uslm-lc:I12" class="indent1">Of the amounts appropriated for each fiscal year to carry out this section, not more than 8 percent may be used by the Director for technical assistance costs. Of the amounts appropriated in this subsection, no less than 25 percent of such amounts shall be available to a nonprofit, nongovernmental organization or organizations whose focus and expertise is in addressing sexual assault to provide technical assistance to sexual assault grantees.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2696dafa-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/d/4"><num value="4" class="bold">(4)</num><heading class="bold"> Underserved populations</heading><content><p style="-uslm-lc:I12" class="indent1">In awarding grants under this section, the Director shall give priority to the needs of underserved populations.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2696dafb-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/d/5"><num value="5" class="bold">(5)</num><heading class="bold"> Allocation of funds for rural States</heading><content><p style="-uslm-lc:I12" class="indent1">Not less than 75 percent of the total amount made available for each fiscal year to carry out this section shall be allocated to eligible entities located in rural States.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id2696dafc-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/e"><num value="e" class="bold">(e)</num><heading class="bold"> Authorization of appropriations</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2696dafd-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12341/e/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">There are authorized to be appropriated $50,000,000 for each of fiscal years 2014 through 2018 to carry out this section.</p>
