<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id269aab88-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421"><num value="12421">§ 12421.</num><heading> Enhanced training and services to end abuse in later life</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id269aab89-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/a"><num value="a" class="bold">(a)</num><heading class="bold"> Definitions</heading><chapeau style="-uslm-lc:I11" class="indent0">In this section—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id269aab8a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/a/1"><num value="1">(1)</num><content> the term “exploitation” has the meaning given the term in <ref href="/us/usc/t42/s1397j">section 1397j of title 42</ref>;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id269aab8b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/a/2"><num value="2">(2)</num><content> the term “later life”, relating to an individual, means the individual is 50 years of age or older; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id269aab8c-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/a/3"><num value="3">(3)</num><content> the term “neglect” means the failure of a caregiver or fiduciary to provide the goods or services that are necessary to maintain the health or safety of an individual in later life.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id269aab8d-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b"><num value="b" class="bold">(b)</num><heading class="bold"> Grant program</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id269aab8e-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> Grants authorized</heading><content><p style="-uslm-lc:I12" class="indent1">The Attorney General may make grants to eligible entities to carry out the activities described in paragraph (2).</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id269aab8f-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/2"><num value="2" class="bold">(2)</num><heading class="bold"> Mandatory and permissible activities</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id269aab90-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/2/A"><num value="A" class="bold">(A)</num><heading class="bold"> Mandatory activities</heading><chapeau style="-uslm-lc:I13" class="indent2">An eligible entity receiving a grant under this section shall use the funds received under the grant to—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id269aab91-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/2/A/i"><num value="i">(i)</num><content> provide training programs to assist law enforcement agencies, prosecutors, agencies of States or units of local government, population specific organizations, victim service providers, victim advocates, and relevant officers in Federal, tribal, State, territorial, and local courts in recognizing and addressing instances of elder abuse;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id269aab92-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/2/A/ii"><num value="ii">(ii)</num><content> provide or enhance services for victims of abuse in later life, including domestic violence, dating violence, sexual assault, stalking, exploitation, and neglect;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id269aab93-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/2/A/iii"><num value="iii">(iii)</num><content> establish or support multidisciplinary collaborative community responses to victims of abuse in later life, including domestic violence, dating violence, sexual assault, stalking, exploitation, and neglect; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id269aab94-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/2/A/iv"><num value="iv">(iv)</num><content> conduct cross-training for law enforcement agencies, prosecutors, agencies of States or units of local government, attorneys, health care providers, population specific organizations, faith-based advocates, victim service providers, and courts to better serve victims of abuse in later life, including domestic violence, dating violence, sexual assault, stalking, exploitation, and neglect.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id269ad2a5-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/2/B"><num value="B" class="bold">(B)</num><heading class="bold"> Permissible activities</heading><chapeau style="-uslm-lc:I13" class="indent2">An eligible entity receiving a grant under this section may use the funds received under the grant to—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id269ad2a6-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/2/B/i"><num value="i">(i)</num><content> provide training programs to assist attorneys, health care providers, faith-based leaders, or other community-based organizations in recognizing and addressing instances of abuse in later life, including domestic violence, dating violence, sexual assault, stalking, exploitation, and neglect; or</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id269ad2a7-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/2/B/ii"><num value="ii">(ii)</num><content> conduct outreach activities and awareness campaigns to ensure that victims of abuse in later life, including domestic violence, dating violence, sexual assault, stalking, exploitation, and neglect receive appropriate assistance.</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id269ad2a8-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/2/C"><num value="C" class="bold">(C)</num><heading class="bold"> Waiver</heading><content><p style="-uslm-lc:I13" class="indent2">The Attorney General may waive 1 or more of the activities described in subparagraph (A) upon making a determination that the activity would duplicate services available in the community.</p>

</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id269ad2a9-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/2/D"><num value="D" class="bold">(D)</num><heading class="bold"> Limitation</heading><content><p style="-uslm-lc:I13" class="indent2">An eligible entity receiving a grant under this section may use not more than 10 percent of the total funds received under the grant for an activity described in subparagraph (B)(ii).</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id269ad2aa-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/3"><num value="3" class="bold">(3)</num><heading class="bold"> Eligible entities</heading><chapeau style="-uslm-lc:I12" class="indent1">An entity shall be eligible to receive a grant under this section if—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id269ad2ab-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/3/A"><num value="A">(A)</num><chapeau> the entity is—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id269ad2ac-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/3/A/i"><num value="i">(i)</num><content> a State;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id269ad2ad-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/3/A/ii"><num value="ii">(ii)</num><content> a unit of local government;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id269ad2ae-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/3/A/iii"><num value="iii">(iii)</num><content> a tribal government or tribal organization;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id269ad2af-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/3/A/iv"><num value="iv">(iv)</num><content> a population specific organization with demonstrated experience in assisting individuals over 50 years of age;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id269ad2b0-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/3/A/v"><num value="v">(v)</num><content> a victim service provider with demonstrated experience in addressing domestic violence, dating violence, sexual assault, and stalking; or</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id269ad2b1-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/3/A/vi"><num value="vi">(vi)</num><content> a State, tribal, or territorial domestic violence or sexual assault coalition; and</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id269ad2b2-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/3/B"><num value="B">(B)</num><chapeau> the entity demonstrates that it is part of a multidisciplinary partnership that includes, at a minimum—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id269af9c3-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/3/B/i"><num value="i">(i)</num><content> a law enforcement agency;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id269af9c4-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/3/B/ii"><num value="ii">(ii)</num><content> a prosecutor’s office;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id269af9c5-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/3/B/iii"><num value="iii">(iii)</num><content> a victim service provider; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id269af9c6-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/3/B/iv"><num value="iv">(iv)</num><content> a nonprofit program or government agency with demonstrated experience in assisting individuals in later life;</content>

</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id269af9c7-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/4"><num value="4" class="bold">(4)</num><heading class="bold"> Underserved populations</heading><content><p style="-uslm-lc:I12" class="indent1">In making grants under this section, the Attorney General shall give priority to proposals providing services to culturally specific and underserved populations.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id269af9c8-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12421/b/5"><num value="5" class="bold">(5)</num><heading class="bold"> Authorization of appropriations</heading><content><p style="-uslm-lc:I12" class="indent1">There is authorized to be appropriated to carry out this section $9,000,000 for each of fiscal years 2014 through 2018.</p>
