<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id26a11424-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511"><num value="12511">§ 12511.</num><heading> Sexual assault services program</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26a13b35-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/a"><num value="a" class="bold">(a)</num><heading class="bold"> Purposes</heading><chapeau style="-uslm-lc:I11" class="indent0">The purposes of this section are—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id26a13b36-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/a/1"><num value="1">(1)</num><chapeau> to assist States, Indian tribes, and territories in providing intervention, advocacy, accompaniment, support services, and related assistance for—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id26a13b37-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/a/1/A"><num value="A">(A)</num><content> adult, youth, and child victims of sexual assault;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a13b38-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/a/1/B"><num value="B">(B)</num><content> family and household members of such victims; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a13b39-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/a/1/C"><num value="C">(C)</num><content> those collaterally affected by the victimization, except for the perpetrator of such victimization; and</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id26a13b3a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/a/2"><num value="2">(2)</num><chapeau> to provide for technical assistance and training relating to sexual assault to—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id26a13b3b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/a/2/A"><num value="A">(A)</num><content> Federal, State, tribal, territorial and local governments, law enforcement agencies, and courts;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a13b3c-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/a/2/B"><num value="B">(B)</num><content> professionals working in legal, social service, and health care settings;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a13b3d-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/a/2/C"><num value="C">(C)</num><content> nonprofit organizations;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a13b3e-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/a/2/D"><num value="D">(D)</num><content> faith-based organizations; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a13b3f-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/a/2/E"><num value="E">(E)</num><content> other individuals and organizations seeking such assistance.</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26a13b40-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b"><num value="b" class="bold">(b)</num><heading class="bold"> Grants to States and territories</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a13b41-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> Grants authorized</heading><content><p style="-uslm-lc:I12" class="indent1">The Attorney General shall award grants to States and territories to support the establishment, maintenance, and expansion of rape crisis centers and other nongovernmental or tribal programs and projects to assist individuals who have been victimized by sexual assault, without regard to the age of the individual.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a13b42-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/2"><num value="2" class="bold">(2)</num><heading class="bold"> Allocation and use of funds</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26a13b43-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/2/A"><num value="A" class="bold">(A)</num><heading class="bold"> Administrative costs</heading><content><p style="-uslm-lc:I13" class="indent2">Not more than 5 percent of the grant funds received by a State or territory governmental agency under this subsection for any fiscal year may be used for administrative costs.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26a13b44-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/2/B"><num value="B" class="bold">(B)</num><heading class="bold"> Grant funds</heading><content><p style="-uslm-lc:I13" class="indent2">Any funds received by a State or territory under this subsection that are not used for administrative costs shall be used to provide grants to rape crisis centers and other nonprofit, nongovernmental organizations or tribal programs and activities for programs and activities within such State or territory that provide direct intervention and related assistance.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26a13b45-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/2/C"><num value="C" class="bold">(C)</num><heading class="bold"> Intervention and related assistance</heading><chapeau style="-uslm-lc:I13" class="indent2">Intervention and related assistance under subparagraph (B) may include—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id26a16256-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/2/C/i"><num value="i">(i)</num><content> 24-hour hotline services providing crisis intervention services and referral;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26a16257-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/2/C/ii"><num value="ii">(ii)</num><content> accompaniment and advocacy through medical, criminal justice, and social support systems, including medical facilities, police, and court proceedings;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26a16258-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/2/C/iii"><num value="iii">(iii)</num><content> crisis intervention, short-term individual and group support services, and comprehensive service coordination and supervision to assist sexual assault victims and family or household members;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26a16259-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/2/C/iv"><num value="iv">(iv)</num><content> information and referral to assist the sexual assault victim and family or household members;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26a1625a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/2/C/v"><num value="v">(v)</num><content> community-based, culturally specific services and support mechanisms, including outreach activities for underserved communities; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26a1625b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/2/C/vi"><num value="vi">(vi)</num><content> the development and distribution of materials on issues related to the services described in clauses (i) through (v).</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a1625c-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/3"><num value="3" class="bold">(3)</num><heading class="bold"> Application</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26a1625d-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/3/A"><num value="A" class="bold">(A)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I13" class="indent2">Each eligible entity desiring a grant under this subsection shall submit an application to the Attorney General at such time and in such manner as the Attorney General may reasonably require.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26a1625e-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/3/B"><num value="B" class="bold">(B)</num><heading class="bold"> Contents</heading><chapeau style="-uslm-lc:I13" class="indent2">Each application submitted under subparagraph (A) shall—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id26a1625f-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/3/B/i"><num value="i">(i)</num><content> set forth procedures designed to ensure meaningful involvement of the State or territorial sexual assault coalition and representatives from underserved communities in the development of the application and the implementation of the plans;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26a16260-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/3/B/ii"><num value="ii">(ii)</num><content> set forth procedures designed to ensure an equitable distribution of grants and grant funds within the State or territory and between urban and rural areas within such State or territory;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26a16261-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/3/B/iii"><num value="iii">(iii)</num><content> identify the State or territorial agency that is responsible for the administration of programs and activities; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26a16262-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/3/B/iv"><num value="iv">(iv)</num><content> meet other such requirements as the Attorney General reasonably determines are necessary to carry out the purposes and provisions of this section.</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a16263-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/b/4"><num value="4" class="bold">(4)</num><heading class="bold"> Minimum amount</heading><content><p style="-uslm-lc:I12" class="indent1">The Attorney General shall allocate to each State (including the District of Columbia and Puerto Rico) not less than 1.50 percent of the total amount appropriated in a fiscal year for grants under this section, except that the United States Virgin Islands, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands shall each be allocated 0.25 percent of the total appropriations. The remaining funds shall be allotted to each State and each territory in an amount that bears the same ratio to such remaining funds as the population of such State and such territory bears to the population of all the States and the territories.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26a18974-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/c"><num value="c" class="bold">(c)</num><heading class="bold"> Grants for culturally specific programs addressing sexual assault</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a18975-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/c/1"><num value="1" class="bold">(1)</num><heading class="bold"> Grants authorized</heading><content><p style="-uslm-lc:I12" class="indent1">The Attorney General shall award grants to eligible entities to support the establishment, maintenance, and expansion of culturally specific intervention and related assistance for victims of sexual assault.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a18976-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/c/2"><num value="2" class="bold">(2)</num><heading class="bold"> Eligible entities</heading><chapeau style="-uslm-lc:I12" class="indent1">To be eligible to receive a grant under this section, an entity shall—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id26a18977-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/c/2/A"><num value="A">(A)</num><content> be a private nonprofit organization that focuses primarily on culturally specific communities;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a18978-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/c/2/B"><num value="B">(B)</num><content> must have documented organizational experience in the area of sexual assault intervention or have entered into a partnership with an organization having such expertise;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a18979-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/c/2/C"><num value="C">(C)</num><content> have expertise in the development of community-based, linguistically and culturally specific outreach and intervention services relevant for the specific communities to whom assistance would be provided or have the capacity to link to existing services in the community tailored to the needs of culturally specific populations; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a1897a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/c/2/D"><num value="D">(D)</num><content> have an advisory board or steering committee and staffing which is reflective of the targeted culturally specific community.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a1897b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/c/3"><num value="3" class="bold">(3)</num><heading class="bold"> Award basis</heading><content><p style="-uslm-lc:I12" class="indent1">The Attorney General shall award grants under this section on a competitive basis.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a1897c-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/c/4"><num value="4" class="bold">(4)</num><heading class="bold"> Distribution</heading><subparagraph style="-uslm-lc:I12" class="indent1" id="id26a1897d-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/c/4/A"><num value="A">(A)</num><content> The Attorney General shall not use more than 2.5 percent of funds appropriated under this subsection in any year for administration, monitoring, and evaluation of grants made available under this subsection.</content>
</subparagraph>
<subparagraph style="-uslm-lc:I12" class="indent1" id="id26a1b08e-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/c/4/B"><num value="B">(B)</num><content> Up to 5 percent of funds appropriated under this subsection in any year shall be available for technical assistance by a national, nonprofit, nongovernmental organization or organizations whose primary focus and expertise is in addressing sexual assault within underserved culturally specific populations.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a1b08f-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/c/5"><num value="5" class="bold">(5)</num><heading class="bold"> Term</heading><content><p style="-uslm-lc:I12" class="indent1">The Attorney General shall make grants under this section for a period of no less than 2 fiscal years.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a1b090-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/c/6"><num value="6" class="bold">(6)</num><heading class="bold"> Reporting</heading><content><p style="-uslm-lc:I12" class="indent1">Each entity receiving a grant under this subsection shall submit a report to the Attorney General that describes the activities carried out with such grant funds.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26a1b091-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d"><num value="d" class="bold">(d)</num><heading class="bold"> Grants to State, territorial, and tribal sexual assault coalitions</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a1b092-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/1"><num value="1" class="bold">(1)</num><heading class="bold"> Grants authorized</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26a1b093-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/1/A"><num value="A" class="bold">(A)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I13" class="indent2">The Attorney General shall award grants to State, territorial, and tribal sexual assault coalitions to assist in supporting the establishment, maintenance, and expansion of such coalitions.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26a1b094-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/1/B"><num value="B" class="bold">(B)</num><heading class="bold"> Minimum amount</heading><content><p style="-uslm-lc:I13" class="indent2">Not less than 10 percent of the total amount appropriated to carry out this section shall be used for grants under subparagraph (A).</p>

</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26a1b095-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/1/C"><num value="C" class="bold">(C)</num><heading class="bold"> Eligible applicants</heading><content><p style="-uslm-lc:I13" class="indent2">Each of the State, territorial, and tribal sexual assault coalitions.</p>

</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a1b096-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/2"><num value="2" class="bold">(2)</num><heading class="bold"> Use of funds</heading><chapeau style="-uslm-lc:I12" class="indent1">Grant funds received under this subsection may be used to—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id26a1b097-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/2/A"><num value="A">(A)</num><content> work with local sexual assault programs and other providers of direct services to encourage appropriate responses to sexual assault within the State, territory, or tribe;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a1b098-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/2/B"><num value="B">(B)</num><content> work with judicial and law enforcement agencies to encourage appropriate responses to sexual assault cases;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a1b099-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/2/C"><num value="C">(C)</num><content> work with courts, child protective services agencies, and children’s advocates to develop appropriate responses to child custody and visitation issues when sexual assault has been determined to be a factor;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a1b09a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/2/D"><num value="D">(D)</num><content> design and conduct public education campaigns;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a1b09b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/2/E"><num value="E">(E)</num><content> plan and monitor the distribution of grants and grant funds to their State, territory, or tribe; or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a1b09c-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/2/F"><num value="F">(F)</num><content> collaborate with and inform Federal, State, or local public officials and agencies to develop and implement policies to reduce or eliminate sexual assault.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a1d7ad-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/3"><num value="3" class="bold">(3)</num><heading class="bold"> Allocation and use of funds</heading><chapeau style="-uslm-lc:I12" class="indent1">From amounts appropriated for grants under this subsection for each fiscal year—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id26a1d7ae-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/3/A"><num value="A">(A)</num><content> not less than 10 percent of the funds shall be available for grants to tribal sexual assault coalitions; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a1d7af-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/3/B"><num value="B">(B)</num><content> the remaining funds shall be available for grants to State and territorial coalitions, and the Attorney General shall allocate an amount equal to <sup>1</sup>⁄<sub>56</sub> of the amounts so appropriated to each of those State and territorial coalitions.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a1d7b0-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/4"><num value="4" class="bold">(4)</num><heading class="bold"> Application</heading><content><p style="-uslm-lc:I12" class="indent1">Each eligible entity desiring a grant under this subsection shall submit an application to the Attorney General at such time, in such manner, and containing such information as the Attorney General determines to be essential to carry out the purposes of this section.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a1d7b1-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/d/5"><num value="5" class="bold">(5)</num><heading class="bold"> First-time applicants</heading><content><p style="-uslm-lc:I12" class="indent1">No entity shall be prohibited from submitting an application under this subsection during any fiscal year for which funds are available under this subsection because such entity has not previously applied or received funding under this subsection.</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26a1d7b2-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/e"><num value="e" class="bold">(e)</num><heading class="bold"> Grants to tribes</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a1d7b3-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/e/1"><num value="1" class="bold">(1)</num><heading class="bold"> Grants authorized</heading><content><p style="-uslm-lc:I12" class="indent1">The Attorney General may award grants to Indian tribes, tribal organizations, and nonprofit tribal organizations for the operation of sexual assault programs or projects in Indian tribal lands and Alaska Native villages to support the establishment, maintenance, and expansion of programs and projects to assist those victimized by sexual assault.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a1d7b4-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/e/2"><num value="2" class="bold">(2)</num><heading class="bold"> Allocation and use of funds</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26a1d7b5-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/e/2/A"><num value="A" class="bold">(A)</num><heading class="bold"> Administrative costs</heading><content><p style="-uslm-lc:I13" class="indent2">Not more than 5 percent of the grant funds received by an Indian tribe, tribal organization, and nonprofit tribal organization under this subsection for any fiscal year may be used for administrative costs.</p>

<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26a1d7b6-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/e/2/B"><num value="B" class="bold">(B)</num><heading class="bold"> Grant funds</heading><content><p style="-uslm-lc:I13" class="indent2">Any funds received under this subsection that are not used for administrative costs shall be used to provide grants to tribal organizations and nonprofit tribal organizations for programs and activities within Indian country and Alaskan native villages that provide direct intervention and related assistance.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26a1d7b7-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/f"><num value="f" class="bold">(f)</num><heading class="bold"> Authorization of appropriations</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a1d7b8-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/f/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">There are authorized to be appropriated $40,000,000 to remain available until expended for each of fiscal years 2014 through 2018 to carry out the provisions of this section.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26a1fec9-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/f/2"><num value="2" class="bold">(2)</num><heading class="bold"> Allocations</heading><chapeau style="-uslm-lc:I12" class="indent1">Of the total amounts appropriated for each fiscal year to carry out this section—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id26a1feca-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/f/2/A"><num value="A">(A)</num><content> not more than 2.5 percent shall be used by the Attorney General for evaluation, monitoring, and other administrative costs under this section;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a1fecb-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/f/2/B"><num value="B">(B)</num><content> not more than 2.5 percent shall be used for the provision of technical assistance to grantees and subgrantees under this section;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a1fecc-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/f/2/C"><num value="C">(C)</num><content> not less than 65 percent shall be used for grants to States and territories under subsection (b);</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a1fecd-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/f/2/D"><num value="D">(D)</num><content> not less than 10 percent shall be used for making grants to State, territorial, and tribal sexual assault coalitions under subsection (d);</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a1fece-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/f/2/E"><num value="E">(E)</num><content> not less than 10 percent shall be used for grants to tribes under subsection (e); and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26a1fecf-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s12511/f/2/F"><num value="F">(F)</num><content> not less than 10 percent shall be used for grants for culturally specific programs addressing sexual assault under subsection (c).</content>
