<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id26c14687-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702"><num value="20702">§ 20702.</num><heading> Establishment of a grant program to develop, expand, and strengthen assistance programs for certain persons subject to trafficking</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26c14688-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a"><num value="a" class="bold">(a)</num><heading class="bold"> Definitions</heading><chapeau style="-uslm-lc:I11" class="indent0">In this section:</chapeau><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26c14689-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/1"><num value="1" class="bold">(1)</num><heading class="bold"> Assistant Secretary</heading><content><p style="-uslm-lc:I12" class="indent1">The term “Assistant Secretary” means the Assistant Secretary for Children and Families of the Department of Health and Human Services.</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26c1468a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/2"><num value="2" class="bold">(2)</num><heading class="bold"> Assistant Attorney General</heading><content><p style="-uslm-lc:I12" class="indent1">The term “Assistant Attorney General” means the Assistant Attorney General for the Office of Justice Programs of the Department of Justice.</p>

</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26c1468b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/3"><num value="3" class="bold">(3)</num><heading class="bold"> Eligible entity</heading><chapeau style="-uslm-lc:I12" class="indent1">The term “eligible entity” means a State or unit of local government that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id26c1468c-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/3/A"><num value="A">(A)</num><content> has significant criminal activity involving sex trafficking of minors;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26c1468d-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/3/B"><num value="B">(B)</num><content> has demonstrated cooperation between Federal, State, local, and, where applicable, tribal law enforcement agencies, prosecutors, and social service providers in addressing sex trafficking of minors;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26c1468e-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/3/C"><num value="C">(C)</num><chapeau> has developed a workable, multi-disciplinary plan to combat sex trafficking of minors, including—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id26c1468f-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/3/C/i"><num value="i">(i)</num><content> building or establishing a residential care facility for minor victims of sex trafficking;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c14690-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/3/C/ii"><num value="ii">(ii)</num><content> the provision of rehabilitative care to minor victims of sex trafficking;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c14691-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/3/C/iii"><num value="iii">(iii)</num><content> the provision of specialized training for law enforcement officers and social service providers for all forms of sex trafficking, with a focus on sex trafficking of minors;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c14692-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/3/C/iv"><num value="iv">(iv)</num><content> prevention, deterrence, and prosecution of offenses involving sex trafficking of minors;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c14693-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/3/C/v"><num value="v">(v)</num><content> cooperation or referral agreements with organizations providing outreach or other related services to runaway and homeless youth; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c14694-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/3/C/vi"><num value="vi">(vi)</num><content> law enforcement protocols or procedures to screen all individuals arrested for prostitution, whether adult or minor, for victimization by sex trafficking and by other crimes, such as sexual assault and domestic violence; and</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26c16da5-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/3/D"><num value="D">(D)</num><content> provides assurance that a minor victim of sex trafficking shall not be required to collaborate with law enforcement to have access to residential care or services provided with a grant under this section.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26c16da6-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/4"><num value="4" class="bold">(4)</num><heading class="bold"> Minor victim of sex trafficking</heading><chapeau style="-uslm-lc:I12" class="indent1">The term “minor victim of sex trafficking” means an individual who—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id26c16da7-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/4/A"><num value="A">(A)</num><content> is younger than 18 years of age, and is a victim of an offense described in <ref href="/us/usc/t18/s1591/a">section 1591(a) of title 18</ref> or a comparable State law; or</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26c16da8-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/4/B"><num value="B">(B)</num><clause style="-uslm-lc:I13" class="indent2" id="id26c16da9-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/4/B/i"><num value="i">(i)</num><content> is not younger than 18 years of age nor older than 20 years of age;</content>
</clause>
<clause style="-uslm-lc:I13" class="indent2" id="id26c16daa-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/4/B/ii"><num value="ii">(ii)</num><content> before the individual reached 18 years of age, was described in subparagraph (A); and</content>
</clause>
<clause style="-uslm-lc:I13" class="indent2" id="id26c16dab-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/4/B/iii"><num value="iii">(iii)</num><content> was receiving shelter or services as a minor victim of sex trafficking.</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26c16dac-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/5"><num value="5" class="bold">(5)</num><heading class="bold"> Qualified nongovernmental organization</heading><chapeau style="-uslm-lc:I12" class="indent1">The term “qualified nongovernmental organization” means an organization that—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id26c16dad-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/5/A"><num value="A">(A)</num><content> is not a State or unit of local government, or an agency of a State or unit of local government;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26c16dae-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/5/B"><num value="B">(B)</num><content> has demonstrated experience providing services to victims of sex trafficking or related populations (such as runaway and homeless youth), or employs staff specialized in the treatment of sex trafficking victims; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id26c16daf-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/5/C"><num value="C">(C)</num><content> demonstrates a plan to sustain the provision of services beyond the period of a grant awarded under this section.</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26c16db0-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/a/6"><num value="6" class="bold">(6)</num><heading class="bold"> Sex trafficking of a minor</heading><content><p style="-uslm-lc:I12" class="indent1">The term “sex trafficking of a minor” means an offense described in <ref href="/us/usc/t18/s1591/a">section 1591(a) of title 18</ref> or a comparable State law, against a minor.</p>
</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26c16db1-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b"><num value="b" class="bold">(b)</num><heading class="bold"> Sex trafficking block grants</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26c16db2-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/1"><num value="1" class="bold">(1)</num><heading class="bold"> Grants authorized</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26c16db3-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/1/A"><num value="A" class="bold">(A)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I13" class="indent2">The Assistant Attorney General, in consultation with the Assistant Secretary, may make block grants to 4 eligible entities located in different regions of the United States to combat sex trafficking of minors.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26c16db4-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/1/B"><num value="B" class="bold">(B)</num><heading class="bold"> Requirement</heading><content><p style="-uslm-lc:I13" class="indent2">Not fewer than 1 of the block grants made under subparagraph (A) shall be awarded to an eligible entity with a State population of less than 5,000,000.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26c194c5-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/1/C"><num value="C" class="bold">(C)</num><heading class="bold"> Grant amount</heading><content><p style="-uslm-lc:I13" class="indent2">Subject to the availability of appropriations under subsection (g) to carry out this section, each grant made under this section shall be for an amount not less than $1,500,000 and not greater than $2,000,000.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26c194c6-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/1/D"><num value="D" class="bold">(D)</num><heading class="bold"> Duration</heading><clause style="-uslm-lc:I77" class="indent5 firstIndent-2" id="id26c194c7-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/1/D/i"><num value="i" class="bold">(i)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I14" class="indent3">A grant made under this section shall be for a period of 1 year.</p>
</content>
</clause>
<clause style="-uslm-lc:I77" class="indent5 firstIndent-2" id="id26c194c8-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/1/D/ii"><num value="ii" class="bold">(ii)</num><heading class="bold"> Renewal</heading><subclause style="-uslm-lc:I72" class="indent6 firstIndent-2" id="id26c194c9-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/1/D/ii/I"><num value="I" class="bold">(I)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I16" class="indent4">The Assistant Attorney General may renew a grant under this section for up to 3 1-year periods.</p>
</content>
</subclause>
<subclause style="-uslm-lc:I72" class="indent6 firstIndent-2" id="id26c194ca-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/1/D/ii/II"><num value="II" class="bold">(II)</num><heading class="bold"> Priority</heading><content><p style="-uslm-lc:I16" class="indent4">In making grants in any fiscal year after the first fiscal year in which grants are made under this section, the Assistant Attorney General shall give priority to an eligible entity that received a grant in the preceding fiscal year and is eligible for renewal under this subparagraph, taking into account any evaluation of the eligible entity conducted under paragraph (4), if available.</p>

</subclause>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26c194cb-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/1/E"><num value="E" class="bold">(E)</num><heading class="bold"> Consultation</heading><chapeau style="-uslm-lc:I13" class="indent2">In carrying out this section, the Assistant Attorney General shall consult with the Assistant Secretary with respect to—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id26c194cc-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/1/E/i"><num value="i">(i)</num><content> evaluations of grant recipients under paragraph (4);</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c194cd-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/1/E/ii"><num value="ii">(ii)</num><content> avoiding unintentional duplication of grants; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c194ce-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/1/E/iii"><num value="iii">(iii)</num><content> any other areas of shared concern.</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26c194cf-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/2"><num value="2" class="bold">(2)</num><heading class="bold"> Use of funds</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26c194d0-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/2/A"><num value="A" class="bold">(A)</num><heading class="bold"> Allocation</heading><content><p style="-uslm-lc:I13" class="indent2">Not less than 67 percent of each grant made under paragraph (1) shall be used by the eligible entity to provide residential care and services (as described in clauses (i) through (iv) of subparagraph (B)) to minor victims of sex trafficking through qualified nongovernmental organizations.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26c194d1-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/2/B"><num value="B" class="bold">(B)</num><heading class="bold"> Authorized activities</heading><chapeau style="-uslm-lc:I13" class="indent2">Grants awarded pursuant to paragraph (2) may be used for—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id26c194d2-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/2/B/i"><num value="i">(i)</num><content> providing residential care to minor victims of sex trafficking, including temporary or long-term placement as appropriate;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c1bae3-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/2/B/ii"><num value="ii">(ii)</num><content> providing 24-hour emergency social services response for minor victims of sex trafficking;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c1bae4-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/2/B/iii"><num value="iii">(iii)</num><content> providing minor victims of sex trafficking with clothing and other daily necessities needed to keep such victims from returning to living on the street;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c1bae5-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/2/B/iv"><num value="iv">(iv)</num><content> case management services for minor victims of sex trafficking;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c1bae6-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/2/B/v"><num value="v">(v)</num><content> mental health counseling for minor victims of sex trafficking, including specialized counseling and substance abuse treatment;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c1bae7-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/2/B/vi"><num value="vi">(vi)</num><content> legal services for minor victims of sex trafficking;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c1bae8-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/2/B/vii"><num value="vii">(vii)</num><content> specialized training for social service providers, public sector personnel, and private sector personnel likely to encounter sex trafficking victims on issues related to the sex trafficking of minors and severe forms of trafficking in persons;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c1bae9-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/2/B/viii"><num value="viii">(viii)</num><content> outreach and education programs to provide information about deterrence and prevention of sex trafficking of minors;</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c1baea-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/2/B/ix"><num value="ix">(ix)</num><chapeau> programs to provide treatment to individuals charged or cited with purchasing or attempting to purchase sex acts in cases where—</chapeau><subclause style="-uslm-lc:I16" class="indent4" id="id26c1baeb-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/2/B/ix/I"><num value="I">(I)</num><content> a treatment program can be mandated as a condition of a sentence, fine, suspended sentence, or probation, or is an appropriate alternative to criminal prosecution; and</content>
</subclause>
<subclause style="-uslm-lc:I16" class="indent4" id="id26c1baec-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/2/B/ix/II"><num value="II">(II)</num><content> the individual was not charged with purchasing or attempting to purchase sex acts with a minor; and</content>
</subclause>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c1baed-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/2/B/x"><num value="x">(x)</num><content> screening and referral of minor victims of severe forms of trafficking in persons.</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26c1baee-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/3"><num value="3" class="bold">(3)</num><heading class="bold"> Application</heading><subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26c1baef-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/3/A"><num value="A" class="bold">(A)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I13" class="indent2">Each eligible entity desiring a grant under this section shall submit an application to the Assistant Attorney General at such time, in such manner, and accompanied by such information as the Assistant Attorney General may reasonably require.</p>
</content>
</subparagraph>
<subparagraph style="-uslm-lc:I18" class="indent4 firstIndent-2" id="id26c1baf0-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/3/B"><num value="B" class="bold">(B)</num><heading class="bold"> Contents</heading><chapeau style="-uslm-lc:I13" class="indent2">Each application submitted pursuant to subparagraph (A) shall—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id26c1baf1-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/3/B/i"><num value="i">(i)</num><content> describe the activities for which assistance under this section is sought; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id26c1baf2-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/3/B/ii"><num value="ii">(ii)</num><content> provide such additional assurances as the Assistant Attorney General determines to be essential to ensure compliance with the requirements of this section.</content>
</clause>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id26c1e203-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/b/4"><num value="4" class="bold">(4)</num><heading class="bold"> Evaluation</heading><content><p style="-uslm-lc:I12" class="indent1">The Assistant Attorney General shall enter into a contract with an academic or non-profit organization that has experience in issues related to sex trafficking of minors and evaluation of grant programs to conduct an annual evaluation of each grant made under this section to determine the impact and effectiveness of programs funded with the grant.</p>
</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26c1e204-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/c"><num value="c" class="bold">(c)</num><heading class="bold"> Mandatory exclusion</heading><content><p style="-uslm-lc:I11" class="indent0">An eligible entity that receives a grant under this section that is found to have utilized grant funds for any unauthorized expenditure or otherwise unallowable cost shall not be eligible for any grant funds awarded under the grant for 2 fiscal years following the year in which the unauthorized expenditure or unallowable cost is reported.</p>
</content>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26c1e205-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/d"><num value="d" class="bold">(d)</num><heading class="bold"> Compliance requirement</heading><content><p style="-uslm-lc:I11" class="indent0">An eligible entity shall not be eligible to receive a grant under this section if, during the 5 fiscal years before the eligible entity submits an application for the grant, the eligible entity has been found to have violated the terms or conditions of a Government grant program by utilizing grant funds for unauthorized expenditures or otherwise unallowable costs.</p>
</content>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26c1e206-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/e"><num value="e" class="bold">(e)</num><heading class="bold"> Administrative cap</heading><content><p style="-uslm-lc:I11" class="indent0">The cost of administering the grants authorized by this section shall not exceed 3 percent of the total amount appropriated to carry out this section.</p>
</content>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26c1e207-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/f"><num value="f" class="bold">(f)</num><heading class="bold"> Audit requirement</heading><content><p style="-uslm-lc:I11" class="indent0">For fiscal years 2016 and 2017, the Inspector General of the Department of Justice shall conduct an audit of all 4 eligible entities that receive block grants under this section.</p>
</content>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26c1e208-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/g"><num value="g" class="bold">(g)</num><heading class="bold"> Match requirement</heading><chapeau style="-uslm-lc:I11" class="indent0">An eligible entity that receives a grant under this section shall provide a non-Federal match in an amount equal to not less than—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id26c1e209-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/g/1"><num value="1">(1)</num><content> 15 percent of the grant during the first year;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id26c1e20a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/g/2"><num value="2">(2)</num><content> 25 percent of the grant during the first renewal period;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id26c1e20b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/g/3"><num value="3">(3)</num><content> 40 percent of the grant during the second renewal period; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id26c1e20c-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/g/4"><num value="4">(4)</num><content> 50 percent of the grant during the third renewal period.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26c2091d-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/h"><num value="h" class="bold">(h)</num><heading class="bold"> No limitation on section 20705 grants</heading><content><p style="-uslm-lc:I11" class="indent0">An entity that applies for a grant under <ref href="/us/usc/t34/s20705">section 20705 of this title</ref> is not prohibited from also applying for a grant under this section.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26c2091e-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/i"><num value="i" class="bold">(i)</num><heading class="bold"> Authorization of appropriations</heading><content><p style="-uslm-lc:I11" class="indent0">There are authorized to be appropriated $8,000,000 to the Attorney General for each of the fiscal years 2018 through 2021 to carry out this section.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id26c2091f-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/j"><num value="j" class="bold">(j)</num><heading class="bold"> GAO evaluation</heading><chapeau style="-uslm-lc:I11" class="indent0">Not later than 30 months after <date date="2013-03-07">March 7, 2013</date>, the Comptroller General of the United States shall submit a report to Congress that contains—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id26c20920-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/j/1"><num value="1">(1)</num><content> an evaluation of the impact of this section in aiding minor victims of sex trafficking in the jurisdiction of the entity receiving the grant; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id26c20921-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s20702/j/2"><num value="2">(2)</num><content> recommendations, if any, regarding any legislative or administrative action the Comptroller General determines appropriate.</content>
