and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id26d0fd91-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/a/1/A/ii\"><num value=\"ii\">(ii)</num><content> the employment of law enforcement officials necessary to carry out such programs.</content>\n</clause>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id26d0fd92-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/a/1/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Duration</heading><content><p style=\"-uslm-lc:I13\" class=\"indent2\">The Attorney General shall award grants under this section for a period not to exceed 3 years.</p>\n</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id26d0fd93-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/a/1/C\"><num value=\"C\" class=\"bold\">(C)</num><heading class=\"bold\"> Minimum standards</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">The electronic monitoring units used in the pilot program shall at a minimum—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id26d0fd94-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/a/1/C/i\"><num value=\"i\">(i)</num><content> provide a tracking device for each offender that contains a central processing unit with global positioning system; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id26d0fd95-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/a/1/C/ii\"><num value=\"ii\">(ii)</num><content> permit continuous monitoring of offenders 24 hours a day.</content>\n</clause>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id26d0fd96-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/a/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Application</heading><subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id26d0fd97-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/a/2/A\"><num value=\"A\" class=\"bold\">(A)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I13\" class=\"indent2\">Each State, local government, or Indian tribal government desiring a grant under this section shall submit an application to the Attorney General at such time, in such manner, and accompanied by such information as the Attorney General may reasonably require.</p>\n</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I18\" class=\"indent4 firstIndent-2\" id=\"id26d124a8-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/a/2/B\"><num value=\"B\" class=\"bold\">(B)</num><heading class=\"bold\"> Contents</heading><chapeau style=\"-uslm-lc:I13\" class=\"indent2\">Each application submitted pursuant to subparagraph (A) shall—</chapeau><clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id26d124a9-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/a/2/B/i\"><num value=\"i\">(i)</num><content> describe the activities for which assistance under this section is sought; and</content>\n</clause>\n<clause style=\"-uslm-lc:I14\" class=\"indent3\" id=\"id26d124aa-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/a/2/B/ii\"><num value=\"ii\">(ii)</num><content> provide such additional assurances as the Attorney General determines to be essential to ensure compliance with the requirements of this section.</content>\n</clause>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id26d124ab-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Innovation</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">In making grants under this section, the Attorney General shall ensure that different approaches to monitoring are funded to allow an assessment of effectiveness.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id26d124ac-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Authorization of appropriations</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id26d124ad-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/c/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">There are authorized to be appropriated $5,000,000 for each of the fiscal years 2007 through 2009 to carry out this section.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id26d124ae-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/c/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Report</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">Not later than <date date=\"2010-09-01\">September 1, 2010</date>, the Attorney General shall report to Congress—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id26d124af-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/c/2/A\"><num value=\"A\">(A)</num><content> assessing the effectiveness and value of this section;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id26d124b0-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/c/2/B\"><num value=\"B\">(B)</num><content> comparing the cost effectiveness of the electronic monitoring to reduce sex offenses compared to other alternatives; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id26d124b1-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s20981/c/2/C\"><num value=\"C\">(C)</num><content> making recommendations for continuing funding and the appropriate levels for such funding.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<sourceCredit id=\"id26d124b2-0f21-11eb-9212-a1a9175aa019\">(<ref href=\"/us/pl/109/248/tVI/s621\">Pub.
