L. 98–473, title II, § 609O, Oct. 12, 1984, 98 Stat. 2105.)","seq_in_title":683,"parent_identifier":"/us/usc/t34/stV/ch501","ancestors":[{"identifier":"/us/usc/t34","level":"title","num":"Title 34—","heading":"CRIME CONTROL AND LAW ENFORCEMENT","status":null,"is_section":false},{"identifier":"/us/usc/t34/stV","level":"subtitle","num":"Subtitle V—","heading":"Law Enforcement and Criminal Justice Personnel","status":null,"is_section":false},{"identifier":"/us/usc/t34/stV/ch501","level":"chapter","num":"CHAPTER 501—","heading":"EMERGENCY FEDERAL LAW ENFORCEMENT ASSISTANCE","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id2704b7c0-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s50103\"><num value=\"50103\">§ 50103.</num><heading> Limitation on authority</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id2704b7c1-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s50103/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Federal investigations</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Nothing in this chapter authorizes the use of Federal law enforcement personnel to investigate violations of criminal law other than violations with respect to which investigation is authorized by other provisions of law.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id2704b7c2-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s50103/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Federal supervision</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Nothing in this chapter shall be construed to authorize the Attorney General or the Federal law enforcement community to exercise any direction, supervision, or control over any police force or other criminal justice agency of an applicant for Federal law enforcement assistance.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id2704ded3-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s50103/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Racial balance in criminal justice agencies</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">Nothing in this chapter shall be construed to authorize the Attorney General or the Federal law enforcement community—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id2704ded4-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s50103/c/1\"><num value=\"1\">(1)</num><content> to condition the availability or amount of Federal law enforcement assistance upon the adoption by an applicant for such assistance of, or</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id2704ded5-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s50103/c/2\"><num value=\"2\">(2)</num><content> to deny or discontinue such assistance upon the failure of such applicant to adopt,</content>\n</paragraph>\n\n<continuation style=\"-uslm-lc:I10\" class=\"indent0 firstIndent0\">a percentage ratio, quota system, or other program to achieve racial balance in any criminal justice agency of such applicant.</continuation>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id2704ded6-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s50103/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Federal supplantation of State funds</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">No funds provided under this chapter may be used to supplant State or local funds that would otherwise be made available for such purposes.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id2704ded7-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s50103/e\"><num value=\"e\" class=\"bold\">(e)</num><heading class=\"bold\"> Other authorities unaffected</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">Nothing in this chapter shall be construed to limit any authority to provide emergency assistance otherwise provided by law.</p>\n</content>\n</subsection>\n<sourceCredit id=\"id2704ded8-0f21-11eb-9212-a1a9175aa019\">(<ref href=\"/us/pl/98/473/tII/s609O\">Pub.
