<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id2714bd00-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521"><num value="60521">§ 60521.</num><heading> Offender reentry substance abuse and criminal justice collaboration program</heading><subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id2714bd01-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/a"><num value="a" class="bold">(a)</num><heading class="bold"> Grant program authorized</heading><chapeau style="-uslm-lc:I11" class="indent0">The Attorney General may make competitive grants to States, units of local government, territories, and Indian Tribes, in accordance with this section, for the purposes of—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id2714bd02-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/a/1"><num value="1">(1)</num><content> improving the provision of drug treatment to offenders in prisons, jails, and juvenile facilities; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2714bd03-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/a/2"><num value="2">(2)</num><content> reducing the use of alcohol and other drugs by long-term substance abusers during the period in which each such long-term substance abuser is in prison, jail, or a juvenile facility, and through the completion of parole or court supervision of such long-term substance abuser.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id2714bd04-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/b"><num value="b" class="bold">(b)</num><heading class="bold"> Use of grant funds</heading><chapeau style="-uslm-lc:I11" class="indent0">A grant made under subsection (a) may be used—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id2714e415-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/b/1"><num value="1">(1)</num><content> for continuing and improving drug treatment programs provided at a prison, jail, or juvenile facility;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2714e416-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/b/2"><num value="2">(2)</num><content> to develop and implement programs for supervised long-term substance abusers that include alcohol and drug abuse assessments, coordinated and continuous delivery of drug treatment, and case management services;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2714e417-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/b/3"><num value="3">(3)</num><content> to strengthen rehabilitation efforts for offenders by providing addiction recovery support services; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id2714e418-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/b/4"><num value="4">(4)</num><content> to establish pharmacological drug treatment services as part of any drug treatment program offered by a grantee to offenders who are in a prison or jail.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id2714e419-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/c"><num value="c" class="bold">(c)</num><heading class="bold"> Application</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2714e41a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/c/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">An entity described in subsection (a) desiring a grant under that subsection shall submit to the Attorney General an application in such form and manner and at such time as the Attorney General requires.</p>
</content>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2714e41b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/c/2"><num value="2" class="bold">(2)</num><heading class="bold"> Contents</heading><chapeau style="-uslm-lc:I12" class="indent1">An application for a grant under subsection (a) shall—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id2714e41c-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/c/2/A"><num value="A">(A)</num><content> identify any agency, organization, or researcher that will be involved in administering a drug treatment program carried out with a grant under subsection (a);</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id2714e41d-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/c/2/B"><num value="B">(B)</num><content> certify that such drug treatment program has been developed in consultation with the Single State Authority for Substance Abuse;</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id27150b2e-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/c/2/C"><num value="C">(C)</num><chapeau> certify that such drug treatment program shall—</chapeau><clause style="-uslm-lc:I14" class="indent3" id="id27150b2f-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/c/2/C/i"><num value="i">(i)</num><content> be clinically-appropriate; and</content>
</clause>
<clause style="-uslm-lc:I14" class="indent3" id="id27150b30-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/c/2/C/ii"><num value="ii">(ii)</num><content> provide comprehensive treatment;</content>
</clause>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id27150b31-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/c/2/D"><num value="D">(D)</num><content> describe how evidence-based strategies have been incorporated into such drug treatment program; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id27150b32-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/c/2/E"><num value="E">(E)</num><content> describe how data will be collected and analyzed to determine the effectiveness of such drug treatment program and describe how randomized trials will be used where practicable.</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id27150b33-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/d"><num value="d" class="bold">(d)</num><heading class="bold"> Reports to Congress</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id27150b34-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/d/1"><num value="1" class="bold">(1)</num><heading class="bold"> Interim report</heading><chapeau style="-uslm-lc:I12" class="indent1">Not later than <date date="2009-09-30">September 30, 2009</date>, the Attorney General shall submit to Congress a report that identifies the best practices relating to—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="id27150b35-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/d/1/A"><num value="A">(A)</num><content> substance abuse treatment in prisons, jails, and juvenile facilities; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="id27150b36-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/d/1/B"><num value="B">(B)</num><content> the comprehensive and coordinated treatment of long-term substance abusers, including the best practices identified through the activities funded under subsection (b)(3).</content>
</subparagraph>
</paragraph>
<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id27150b37-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/d/2"><num value="2" class="bold">(2)</num><heading class="bold"> Final report</heading><content><p style="-uslm-lc:I12" class="indent1">Not later than <date date="2010-09-30">September 30, 2010</date>, the Attorney General shall submit to Congress a report on the drug treatment programs funded under this section, including on the matters specified in paragraph (1).</p>

</subsection>
<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id27153248-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/e"><num value="e" class="bold">(e)</num><heading class="bold"> Definition of Single State Authority for Substance Abuse</heading><content><p style="-uslm-lc:I11" class="indent0">The term “Single State Authority for Substance Abuse” means an entity designated by the Governor or chief executive officer of a State as the single State administrative authority responsible for the planning, development, implementation, monitoring, regulation, and evaluation of substance abuse services.</p>

<subsection style="-uslm-lc:I19" class="indent2 firstIndent-2" id="id27153249-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/f"><num value="f" class="bold">(f)</num><heading class="bold"> Authorization of appropriations</heading><paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2715324a-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/f/1"><num value="1" class="bold">(1)</num><heading class="bold"> In general</heading><content><p style="-uslm-lc:I12" class="indent1">There are authorized to be appropriated to carry out this section $15,000,000 for each of fiscal years 2019 through 2023.</p>

<paragraph style="-uslm-lc:I79" class="indent3 firstIndent-2" id="id2715324b-0f21-11eb-9212-a1a9175aa019" identifier="/us/usc/t34/s60521/f/2"><num value="2" class="bold">(2)</num><heading class="bold"> Equitable distribution of grant amounts</heading><content><p style="-uslm-lc:I12" class="indent1">Of the amount made available to carry out this section in any fiscal year, the Attorney General shall ensure that grants awarded under this section are equitably distributed among geographical regions and between urban and rural populations, including Indian Tribes, consistent with the objective of reducing recidivism among criminal offenders.</p>
