L. 115–391, title V, § 502(f)(1), Dec. 21, 2018, 132 Stat. 5230.)","seq_in_title":726,"parent_identifier":"/us/usc/t34/stVI/ch605/schII/ptB","ancestors":[{"identifier":"/us/usc/t34","level":"title","num":"Title 34—","heading":"CRIME CONTROL AND LAW ENFORCEMENT","status":null,"is_section":false},{"identifier":"/us/usc/t34/stVI","level":"subtitle","num":"Subtitle VI—","heading":"Other Crime Control and Law Enforcement Matters","status":null,"is_section":false},{"identifier":"/us/usc/t34/stVI/ch605","level":"chapter","num":"CHAPTER 605—","heading":"RECIDIVISM PREVENTION","status":null,"is_section":false},{"identifier":"/us/usc/t34/stVI/ch605/schII","level":"subchapter","num":"SUBCHAPTER II—","heading":"ENHANCED DRUG TREATMENT AND MENTORING GRANT PROGRAMS","status":null,"is_section":false},{"identifier":"/us/usc/t34/stVI/ch605/schII/ptB","level":"part","num":"Part B—","heading":"Mentoring","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"id27155961-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531\"><num value=\"60531\">§ 60531.</num><heading> Community-based mentoring and transitional service grants to nonprofit organizations</heading><subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id27155962-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/a\"><num value=\"a\" class=\"bold\">(a)</num><heading class=\"bold\"> Authority to make grants</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">From amounts made available to carry out this section, the Attorney General shall make grants to nonprofit organizations and Indian Tribes for the purpose of providing transitional services essential to reintegrating offenders into the community.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id27155963-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/b\"><num value=\"b\" class=\"bold\">(b)</num><heading class=\"bold\"> Use of funds</heading><chapeau style=\"-uslm-lc:I11\" class=\"indent0\">A grant awarded under subsection (a) may be used for—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id27155964-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/b/1\"><num value=\"1\">(1)</num><content> mentoring adult and juvenile offenders during incarceration, through transition back to the community, and post-release;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id27155965-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/b/2\"><num value=\"2\">(2)</num><chapeau> transitional services to assist in the reintegration of offenders into the community, including—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id27158076-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/b/2/A\"><num value=\"A\">(A)</num><content> educational, literacy, and vocational, services and the Transitional Jobs strategy;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id27158077-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/b/2/B\"><num value=\"B\">(B)</num><content> substance abuse treatment and services;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id27158078-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/b/2/C\"><num value=\"C\">(C)</num><content> coordinated supervision and services for offenders, including physical health care and comprehensive housing and mental health care;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id27158079-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/b/2/D\"><num value=\"D\">(D)</num><content> family services; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id2715807a-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/b/2/E\"><num value=\"E\">(E)</num><content> validated assessment tools to assess the risk factors of returning inmates; and</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id2715807b-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/b/3\"><num value=\"3\">(3)</num><content> training regarding offender and victims issues.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id2715807c-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/c\"><num value=\"c\" class=\"bold\">(c)</num><heading class=\"bold\"> Application; priority consideration</heading><paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id2715807d-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/c/1\"><num value=\"1\" class=\"bold\">(1)</num><heading class=\"bold\"> In general</heading><content><p style=\"-uslm-lc:I12\" class=\"indent1\">To be eligible to receive a grant under this section, a nonprofit organization or Indian Tribe shall submit an application to the Attorney General at such time, in such manner, and accompanied by such information as the Attorney General may require.</p>\n</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I79\" class=\"indent3 firstIndent-2\" id=\"id2715807e-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/c/2\"><num value=\"2\" class=\"bold\">(2)</num><heading class=\"bold\"> Priority consideration</heading><chapeau style=\"-uslm-lc:I12\" class=\"indent1\">Priority consideration shall be given to any application under this section that—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id2715807f-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/c/2/A\"><num value=\"A\">(A)</num><content> includes a plan to implement activities that have been demonstrated effective in facilitating the successful reentry of offenders; and</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"id27158080-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/c/2/B\"><num value=\"B\">(B)</num><content> provides for an independent evaluation that includes, to the maximum extent feasible, random assignment of offenders to program delivery and control groups.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id2715a791-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/d\"><num value=\"d\" class=\"bold\">(d)</num><heading class=\"bold\"> Strategic performance outcomes</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">The Attorney General shall require each applicant under this section to identify specific performance outcomes related to the long-term goal of stabilizing communities by reducing recidivism (using a measure that is consistent with the research undertaken by the Bureau of Justice Statistics under <ref href=\"/us/usc/t34/s60551/b/6\">section 60551(b)(6) of this title</ref>), and reintegrating offenders into the community.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id2715a792-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/e\"><num value=\"e\" class=\"bold\">(e)</num><heading class=\"bold\"> Reports</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">An entity that receives a grant under subsection (a) during a fiscal year shall, not later than the last day of the following fiscal year, submit to the Attorney General a report that describes and assesses the uses of that grant during that fiscal year and that identifies the progress of the grantee toward achieving its strategic performance outcomes.</p>\n</content>\n</subsection>\n<subsection style=\"-uslm-lc:I19\" class=\"indent2 firstIndent-2\" id=\"id2715a793-0f21-11eb-9212-a1a9175aa019\" identifier=\"/us/usc/t34/s60531/f\"><num value=\"f\" class=\"bold\">(f)</num><heading class=\"bold\"> Authorization of appropriations</heading><content><p style=\"-uslm-lc:I11\" class=\"indent0\">There are authorized to be appropriated to the Attorney General to carry out this section $15,000,000 for each of fiscal years 2019 through 2023.</p>\n</content>\n</subsection>\n<sourceCredit id=\"id2715a794-0f21-11eb-9212-a1a9175aa019\">(<ref href=\"/us/pl/110/199/tII/s211\">Pub.
