<chapeau style="-uslm-lc:I11" class="indent0">As used in this chapter—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id954cecd1-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3201/1"><num value="1">(1)</num><content> “penalty mail” means official mail, other than franked mail, which is authorized by law to be transmitted in the mail without prepayment of postage;</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="id954cecd2-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3201/2"><num value="2">(2)</num><content> “penalty cover” means envelopes, wrappers, labels, or cards used to transmit penalty mail;</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="id954cecd3-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3201/3"><num value="3">(3)</num><content> “frank” means the autographic or facsimile signature of persons authorized by sections 3210–3216 and 3218 of this title to transmit matter through the mail without prepayment of postage or other indicia contemplated by sections 733 and 907 of title 44;</content>

<paragraph style="-uslm-lc:I12" class="indent1" id="id954cecd4-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3201/4"><num value="4">(4)</num><content> “franked mail” means mail which is transmitted in the mail under a frank;</content>
