<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="id9551a6e9-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3403"><num value="3403">§ 3403.</num><heading> Matter for blind and other handicapped persons</heading><subsection style="-uslm-lc:I11" class="indent0" id="id9551a6ea-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3403/a"><num value="a">(a)</num><chapeau> The matter described in subsection (b) of this section (other than matter mailed under <ref href="/us/usc/t39/s3404">section 3404 of this title</ref>) may be mailed free of postage, if—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id9551a6eb-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3403/a/1"><num value="1">(1)</num><content> the matter is for the use of the blind or other persons who cannot use or read conventionally printed material because of a physical impairment and who are certified by competent authority as unable to read normal reading material in accordance with the provisions of sections 135a and 135b of title 2;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id9551a6ec-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3403/a/2"><num value="2">(2)</num><content> no charge, or rental, subscription, or other fee, is required for such matter or a charge, or rental, subscription, or other fee is required for such matter not in excess of the cost thereof;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id9551a6ed-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3403/a/3"><num value="3">(3)</num><content> the matter may be opened by the Postal Service for inspection; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id9551a6ee-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3403/a/4"><num value="4">(4)</num><content> the matter contains no advertising.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="id9551a6ef-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3403/b"><num value="b">(b)</num><chapeau> The free mailing privilege provided by subsection (a) of this section is extended to—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="id9551a6f0-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3403/b/1"><num value="1">(1)</num><content> reading matter and musical scores;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id9551a6f1-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3403/b/2"><num value="2">(2)</num><content> sound reproductions;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id9551a6f2-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3403/b/3"><num value="3">(3)</num><content> paper, records, tapes, and other material for the production of reading matter, musical scores, or sound reproductions;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id9551a6f3-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3403/b/4"><num value="4">(4)</num><content> reproducers or parts thereof, for sound reproductions; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="id9551a6f4-850f-11e8-92d7-ea368389de6a" identifier="/us/usc/t39/s3403/b/5"><num value="5">(5)</num><content> braille writers, typewriters, educational or other materials or devices, or parts thereof, used for writing by, or specifically designed or adapted for use of, a blind person or a person having a physical impairment as described in subsection (a)(1) of this section.</content>
