The Postal Service shall receive, transmit, and deliver throughout the United States, its territories and possessions, and, pursuant to arrangements entered into under sections 406 and 411 of this title, throughout the world, written and printed matter, parcels, and like materials and provide such other services incidental thereto as it finds appropriate to its functions and in the public interest. The Postal Service shall serve as nearly as practicable the entire population of the United States.</content>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id5d60fbc4-f67d-11e5-a720-a8daa19d8b66\" identifier=\"/us/usc/t39/s403/b\"><num value=\"b\">(b)</num><chapeau> It shall be the responsibility of the Postal Service—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id5d60fbc5-f67d-11e5-a720-a8daa19d8b66\" identifier=\"/us/usc/t39/s403/b/1\"><num value=\"1\">(1)</num><content> to maintain an efficient system of collection, sorting, and delivery of the mail nationwide;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id5d60fbc6-f67d-11e5-a720-a8daa19d8b66\" identifier=\"/us/usc/t39/s403/b/2\"><num value=\"2\">(2)</num><content> to provide types of mail service to meet the needs of different categories of mail and mail users; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"id5d60fbc7-f67d-11e5-a720-a8daa19d8b66\" identifier=\"/us/usc/t39/s403/b/3\"><num value=\"3\">(3)</num><content> to establish and maintain postal facilities of such character and in such locations, that postal patrons throughout the Nation will, consistent with reasonable economies of postal operations, have ready access to essential postal services.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"id5d60fbc8-f67d-11e5-a720-a8daa19d8b66\" identifier=\"/us/usc/t39/s403/c\"><num value=\"c\">(c)</num><content> In providing services and in establishing classifications, rates, and fees under this title, the Postal Service shall not, except as specifically authorized in this title, make any undue or unreasonable discrimination among users of the mails, nor shall it grant any undue or unreasonable preferences to any such user.</content>\n</subsection>\n<sourceCredit id=\"id5d60fbc9-f67d-11e5-a720-a8daa19d8b66\">(<ref href=\"/us/pl/91/375\">Pub.
