Blount, Calhoun, Chambers, Cherokee, Chilton, Clay, Cleburne, Colbert, Coosa, Cullman, De Kalb, Elmore, Etowah, Fayette, Franklin, Hale, Jackson, Jefferson, Lamar, Lauderdale, Lawrence, Limestone, Macon, Madison, Marion, Marshall, Morgan, Pickens, Randolph, St. Clair, Shelby, Talladega, Tallapoosa, Tuscaloosa, Walker, and Winston.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" id=\"idf0c7e1b2-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14102/a/1/M\"><num value=\"M\">(M)</num><content> All the counties of West Virginia.</content>\n</subparagraph>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0c7e1b3-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14102/a/2\"><num value=\"2\">(2)</num><heading> <inline class=\"small-caps\">Local development district</inline>.—</heading><chapeau>The term “local development district” means any of the following entities for which the Governor of the State in which the entity is located, or the appropriate state officer, certifies to the Appalachian Regional Commission that the entity has a charter or authority that includes the economic development of counties or parts of counties or other political subdivisions within the region:</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idf0c7e1b4-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14102/a/2/A\"><num value=\"A\">(A)</num><content> a nonprofit incorporated body organized or chartered under the law of the State in which it is located.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idf0c7e1b5-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14102/a/2/B\"><num value=\"B\">(B)</num><content> a nonprofit agency or instrumentality of a state or local government.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idf0c7e1b6-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14102/a/2/C\"><num value=\"C\">(C)</num><content> a nonprofit agency or instrumentality created through an interstate compact.</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idf0c7e1b7-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14102/a/2/D\"><num value=\"D\">(D)</num><content> a nonprofit association or combination of bodies, agencies, and instrumentalities described in this paragraph.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idf0c7e1b8-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14102/b\"><num value=\"b\">(b)</num><heading> <inline class=\"small-caps\">Change in Definition</inline>.—</heading><content>The Commission may not propose or consider a recommendation for any change in the definition of the Appalachian region as set forth in this section without a prior resolution by the Committee on Environment and Public Works of the Senate or the Committee on Transportation and Infrastructure of the House of Representatives that directs a study of the change.</content>\n</subsection>\n<sourceCredit
