L. 107–217, Aug. 21, 2002, 116 Stat. 1258.)","seq_in_title":350,"parent_identifier":"/us/usc/t40/stIV/ch143/schI","ancestors":[{"identifier":"/us/usc/t40","level":"title","num":"Title 40—","heading":"PUBLIC BUILDINGS, PROPERTY, AND WORKS","status":null,"is_section":false},{"identifier":"/us/usc/t40/stIV","level":"subtitle","num":"SUBTITLE IV—","heading":"APPALACHIAN REGIONAL DEVELOPMENT","status":null,"is_section":false},{"identifier":"/us/usc/t40/stIV/ch143","level":"chapter","num":"CHAPTER 143—","heading":"APPALACHIAN REGIONAL COMMISSION","status":null,"is_section":false},{"identifier":"/us/usc/t40/stIV/ch143/schI","level":"subchapter","num":"SUBCHAPTER I—","heading":"ORGANIZATION AND ADMINISTRATION","status":null,"is_section":false}],"xml":"<section xmlns=\"http://xml.house.gov/schemas/uslm/1.0\" xmlns:xsi=\"http://www.w3.org/2001/XMLSchema-instance\" xmlns:dc=\"http://purl.org/dc/elements/1.1/\" xmlns:dcterms=\"http://purl.org/dc/terms/\" style=\"-uslm-lc:I80\" id=\"idf0c82efc-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14303\"><num value=\"14303\">§ 14303.</num><heading> Functions</heading><subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idf0c82efd-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14303/a\"><num value=\"a\">(a)</num><heading> <inline class=\"small-caps\">In General</inline>.—</heading><chapeau>In carrying out the purposes of this subtitle, the Appalachian Regional Commission shall—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0c82efe-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14303/a/1\"><num value=\"1\">(1)</num><content> develop, on a continuing basis, comprehensive and coordinated plans and programs and establish priorities under those plans and programs, giving due consideration to other federal, state, and local planning in the Appalachian region;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0c8560f-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14303/a/2\"><num value=\"2\">(2)</num><content> conduct and sponsor investigations, research, and studies, including an inventory and analysis of the resources of the region, and, in cooperation with federal, state, and local agencies, sponsor demonstration projects designed to foster regional productivity and growth;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0c85610-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14303/a/3\"><num value=\"3\">(3)</num><content> review and study, in cooperation with the agency involved, federal, state, and local public and private programs and, where appropriate, recommend modifications or additions which will increase their effectiveness in the region;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0c85611-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14303/a/4\"><num value=\"4\">(4)</num><content> formulate and recommend, where appropriate, interstate compacts and other forms of interstate cooperation and work with state and local agencies in developing appropriate model legislation;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0c85612-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14303/a/5\"><num value=\"5\">(5)</num><content> encourage the formation of, and support, local development districts;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0c85613-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14303/a/6\"><num value=\"6\">(6)</num><content> encourage private investment in industrial, commercial, and recreational projects;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0c85614-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14303/a/7\"><num value=\"7\">(7)</num><content> serve as a focal point and coordinating unit for Appalachian programs;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0c85615-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14303/a/8\"><num value=\"8\">(8)</num><content> provide a forum for consideration of problems of the region and proposed solutions and establish and utilize, as appropriate, citizens and special advisory councils and public conferences;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0c85616-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14303/a/9\"><num value=\"9\">(9)</num><content> encourage the use of eco-industrial development technologies and approaches; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0c85617-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14303/a/10\"><num value=\"10\">(10)</num><content> seek to coordinate the economic development activities of, and the use of economic development resources by, federal agencies in the region.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idf0c85618-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14303/b\"><num value=\"b\">(b)</num><heading> <inline class=\"small-caps\">Identify Needs and Goals of Subregional Areas</inline>.—</heading><content>In carrying out its functions under this section, the Commission shall identify the characteristics of, and may distinguish between the needs and goals of, appropriate subregional areas, including central, northern, and southern Appalachia.</content>\n</subsection>\n<sourceCredit id=\"idf0c85619-b211-11e9-9941-df2837ad0631\">(<ref href=\"/us/pl/107/217\">Pub.
