<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idf0cb154a-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505"><num value="14505">§ 14505.</num><heading> Entrepreneurship initiative</heading><subsection style="-uslm-lc:I11" class="indent0" id="idf0cb154b-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/a"><num value="a">(a)</num><heading> <inline class="small-caps">Business Incubator Service</inline>.—</heading><chapeau>In this section, the term “business incubator service” means a professional or technical service necessary for the initiation and initial sustainment of the operations of a newly established business, including a service such as—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idf0cb154c-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/a/1"><num value="1">(1)</num><content> a legal service, including aid in preparing a corporate charter, partnership agreement, or basic contract;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf0cb154d-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/a/2"><num value="2">(2)</num><content> a service in support of the protection of intellectual property through a patent, a trademark, or any other means;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf0cb154e-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/a/3"><num value="3">(3)</num><content> a service in support of the acquisition and use of advanced technology, including the use of Internet services and Web-based services; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf0cb154f-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/a/4"><num value="4">(4)</num><content> consultation on strategic planning, marketing, or advertising.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="idf0cb1550-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/b"><num value="b">(b)</num><heading> <inline class="small-caps">Projects To Be Assisted</inline>.—</heading><chapeau>The Appalachian Regional Commission may provide technical assistance, make grants, enter into contracts, or otherwise provide amounts to persons or entities in the region for projects—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idf0cb1551-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/b/1"><num value="1">(1)</num><content> to support the advancement of, and provide, entrepreneurial training and education for youths, students, and businesspersons;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf0cb1552-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/b/2"><num value="2">(2)</num><content> to improve access to debt and equity capital by such means as facilitating the establishment of development venture capital funds;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf0cb1553-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/b/3"><num value="3">(3)</num><content> to aid communities in identifying, developing, and implementing development strategies for various sectors of the economy;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf0cb1554-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/b/4"><num value="4">(4)</num><content> to develop a working network of business incubators; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf0cb1555-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/b/5"><num value="5">(5)</num><content> to support entities that provide business incubator services.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="idf0cb1556-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/c"><num value="c">(c)</num><heading> <inline class="small-caps">Limitation on Available Amounts</inline>.—</heading><chapeau>Of the cost of any activity eligible for a grant under this section, not more than—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idf0cb1557-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/c/1"><num value="1">(1)</num><content> 50 percent may be provided from amounts appropriated to carry out this section;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf0cb1558-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/c/2"><num value="2">(2)</num><content> in the case of a project to be carried out in a county for which a distressed county designation is in effect under section 14526, 80 percent may be provided from amounts appropriated to carry out this section; or</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf0cb1559-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/c/3"><num value="3">(3)</num><content> in the case of a project to be carried out in a county for which an at-risk county designation is in effect under section 14526, 70 percent may be provided from amounts appropriated to carry out this section.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="idf0cb3c6a-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/d"><num value="d">(d)</num><heading> <inline class="small-caps">Sources of Assistance</inline>.—</heading><content>Assistance under this section may be provided entirely from amounts made available to carry out this section, in combination with amounts made available under other federal programs, or from any other source.</content>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="idf0cb3c6b-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14505/e"><num value="e">(e)</num><heading> <inline class="small-caps">Federal Share</inline>.—</heading><content>Notwithstanding any provision of law limiting the federal share under any other federal program, amounts made available to carry out this section may be used to increase that federal share, as the Commission decides is appropriate.</content>
