and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0cb3c74-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/a/2\"><num value=\"2\">(2)</num><chapeau> consists of representatives of—</chapeau><subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idf0cb3c75-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/a/2/A\"><num value=\"A\">(A)</num><content> businesses (or a nonprofit organization that represents businesses);</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idf0cb3c76-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/a/2/B\"><num value=\"B\">(B)</num><content> labor organizations;</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idf0cb3c77-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/a/2/C\"><num value=\"C\">(C)</num><content> State and local governments; or</content>\n</subparagraph>\n<subparagraph style=\"-uslm-lc:I13\" class=\"indent2\" id=\"idf0cb3c78-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/a/2/D\"><num value=\"D\">(D)</num><content> educational institutions.</content>\n</subparagraph>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idf0cb3c79-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/b\"><num value=\"b\">(b)</num><heading> <inline class=\"small-caps\">Projects To Be Assisted</inline>.—</heading><chapeau>The Appalachian Regional Commission may provide technical assistance, make grants, enter into contracts, or otherwise provide amounts to eligible entities in the region for projects to improve the job skills of workers for a specified industry, including projects for—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0cb3c7a-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/b/1\"><num value=\"1\">(1)</num><content> the assessment of training and job skill needs for the industry;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0cb3c7b-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/b/2\"><num value=\"2\">(2)</num><content> the development of curricula and training methods, including, in appropriate cases, electronic learning or technology-based training;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0cb3c7c-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/b/3\"><num value=\"3\">(3)</num><content> the identification of training providers;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0cb3c7d-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/b/4\"><num value=\"4\">(4)</num><content> the development of partnerships between the industry and educational institutions, including community colleges;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0cb3c7e-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/b/5\"><num value=\"5\">(5)</num><content> the development of apprenticeship programs;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0cb3c7f-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/b/6\"><num value=\"6\">(6)</num><content> the development of training programs for workers, including dislocated workers; and</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0cb3c80-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/b/7\"><num value=\"7\">(7)</num><content> the development of training plans for businesses.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idf0cb3c81-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/c\"><num value=\"c\">(c)</num><heading> <inline class=\"small-caps\">Administrative Costs</inline>.—</heading><content>An eligible entity may use not more than 10 percent of amounts made available to the eligible entity under subsection (b) to pay administrative costs associated with the projects described in subsection (b).</content>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idf0cb3c82-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/d\"><num value=\"d\">(d)</num><heading> <inline class=\"small-caps\">Limitation on Available Amounts</inline>.—</heading><chapeau>Of the cost of any activity eligible for a grant under this section, not more than—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0cb6393-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/d/1\"><num value=\"1\">(1)</num><content> 50 percent may be provided from amounts appropriated to carry out this section;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0cb6394-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/d/2\"><num value=\"2\">(2)</num><content> in the case of a project to be carried out in a county for which a distressed county designation is in effect under section 14526, 80 percent may be provided from amounts appropriated to carry out this section; or</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0cb6395-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/d/3\"><num value=\"3\">(3)</num><content> in the case of a project to be carried out in a county for which an at-risk county designation is in effect under section 14526, 70 percent may be provided from amounts appropriated to carry out this section.</content>\n</paragraph>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idf0cb6396-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/e\"><num value=\"e\">(e)</num><heading> <inline class=\"small-caps\">Sources of Assistance</inline>.—</heading><content>Assistance under this section may be provided entirely from amounts made available to carry out this section, in combination with amounts made available under other federal programs, or from any other source.</content>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idf0cb6397-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s14506/f\"><num value=\"f\">(f)</num><heading> <inline class=\"small-caps\">Federal Share</inline>.—</heading><content>Notwithstanding any provision of law limiting the federal share under any other federal program, amounts made available to carry out this section may be used to increase that Federal share, as the Commission decides is appropriate.</content>\n</subsection>\n<sourceCredit id=\"idf0cb6398-b211-11e9-9941-df2837ad0631\">(<ref href=\"/us/pl/107/217\">Pub.
