<section xmlns="http://xml.house.gov/schemas/uslm/1.0" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns:dc="http://purl.org/dc/elements/1.1/" xmlns:dcterms="http://purl.org/dc/terms/" style="-uslm-lc:I80" id="idf0cc2731-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14510"><num value="14510">§ 14510.</num><heading> Drug abuse mitigation initiative</heading><subsection style="-uslm-lc:I11" class="indent0" id="idf0cc2732-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14510/a"><num value="a">(a)</num><heading> <inline class="small-caps">In General</inline>.—</heading><chapeau>The Appalachian Regional Commission may provide technical assistance to, make grants to, enter into contracts with, or otherwise provide amounts to individuals or entities in the Appalachian region for projects and activities to address drug abuse, including opioid abuse, in the region, including projects and activities—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idf0cc2733-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14510/a/1"><num value="1">(1)</num><content> to facilitate the sharing of best practices among States, counties, and other experts in the region with respect to reducing such abuse;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf0cc2734-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14510/a/2"><num value="2">(2)</num><content> to initiate or expand programs designed to eliminate or reduce the harm to the workforce and economic growth of the region that results from such abuse;</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf0cc2735-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14510/a/3"><num value="3">(3)</num><content> to attract and retain relevant health care services, businesses, and workers; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf0cc2736-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14510/a/4"><num value="4">(4)</num><content> to develop relevant infrastructure, including broadband infrastructure that supports the use of telemedicine.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="idf0cc2737-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14510/b"><num value="b">(b)</num><heading> <inline class="small-caps">Limitation on Available Amounts</inline>.—</heading><chapeau>Of the cost of any activity eligible for a grant under this section—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idf0cc2738-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14510/b/1"><num value="1">(1)</num><content> not more than 50 percent may be provided from amounts appropriated to carry out this section; and</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf0cc2739-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14510/b/2"><num value="2">(2)</num><chapeau> notwithstanding paragraph (1)—</chapeau><subparagraph style="-uslm-lc:I13" class="indent2" id="idf0cc273a-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14510/b/2/A"><num value="A">(A)</num><content> in the case of a project to be carried out in a county for which a distressed county designation is in effect under section 14526, not more than 80 percent may be provided from amounts appropriated to carry out this section; and</content>
</subparagraph>
<subparagraph style="-uslm-lc:I13" class="indent2" id="idf0cc273b-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14510/b/2/B"><num value="B">(B)</num><content> in the case of a project to be carried out in a county for which an at-risk designation is in effect under section 14526, not more than 70 percent may be provided from amounts appropriated to carry out this section.</content>
</subparagraph>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="idf0cc273c-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14510/c"><num value="c">(c)</num><heading> <inline class="small-caps">Sources of Assistance</inline>.—</heading><chapeau>Subject to subsection (b), a grant provided under this section may be provided from amounts made available to carry out this section in combination with amounts made available—</chapeau><paragraph style="-uslm-lc:I12" class="indent1" id="idf0cc273d-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14510/c/1"><num value="1">(1)</num><content> under any other Federal program (subject to the availability of subsequent appropriations); or</content>
</paragraph>
<paragraph style="-uslm-lc:I12" class="indent1" id="idf0cc273e-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14510/c/2"><num value="2">(2)</num><content> from any other source.</content>
</paragraph>
</subsection>
<subsection style="-uslm-lc:I11" class="indent0" id="idf0cc273f-b211-11e9-9941-df2837ad0631" identifier="/us/usc/t40/s14510/d"><num value="d">(d)</num><heading> <inline class="small-caps">Federal Share</inline>.—</heading><content>Notwithstanding any provision of law limiting the Federal share under any other Federal program, amounts made available to carry out this section may be used to increase that Federal share, as the Appalachian Regional Commission determines to be appropriate.</content>
