After the end of that 10-day period, the award, and any modifications, become binding on the interstate compact agency, the employees in the bargaining unit, and the employees’ representative.</content>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idf0d379b7-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s18304/b\"><num value=\"b\">(b)</num><heading> <inline class=\"small-caps\">Implementation</inline>.—</heading><content>Each party to an award that becomes binding under subsection (a) shall take all actions necessary to implement the award.</content>\n</subsection>\n<subsection style=\"-uslm-lc:I11\" class=\"indent0\" id=\"idf0d379b8-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s18304/c\"><num value=\"c\">(c)</num><heading> <inline class=\"small-caps\">Judicial Review</inline>.—</heading><chapeau>Within 60 days after an award becomes binding under subsection (a), the interstate compact agency or the exclusive representative of the employees concerned may bring a civil action in a court that has jurisdiction over the interstate compact agency for review of the award. The court shall review the award on the record, and shall vacate the award or any part of the award, after notice and a hearing, if—</chapeau><paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0d379b9-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s18304/c/1\"><num value=\"1\">(1)</num><content> the award is in violation of applicable law;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0d379ba-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s18304/c/2\"><num value=\"2\">(2)</num><content> the arbitrator exceeded the arbitrator’s powers;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0d379bb-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s18304/c/3\"><num value=\"3\">(3)</num><content> the decision by the arbitrator is arbitrary or capricious;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0d379bc-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s18304/c/4\"><num value=\"4\">(4)</num><content> the arbitrator conducted the hearing contrary to the provisions of this chapter or other laws or rules that apply to the arbitration so as to substantially prejudice the rights of a party;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0d3a0cd-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s18304/c/5\"><num value=\"5\">(5)</num><content> there was partiality or misconduct by the arbitrator prejudicing the rights of a party;</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0d3a0ce-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s18304/c/6\"><num value=\"6\">(6)</num><content> the award was procured by corruption, fraud, or bias on the part of the arbitrator; or</content>\n</paragraph>\n<paragraph style=\"-uslm-lc:I12\" class=\"indent1\" id=\"idf0d3a0cf-b211-11e9-9941-df2837ad0631\" identifier=\"/us/usc/t40/s18304/c/7\"><num value=\"7\">(7)</num><content> the arbitrator did not comply with the provisions of <ref href=\"/us/usc/t40/s18303\">section 18303 of this title</ref>.</content>\n</paragraph>\n</subsection>\n<sourceCredit id=\"idf0d3a0d0-b211-11e9-9941-df2837ad0631\">(<ref href=\"/us/pl/107/217\">Pub.
